BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, OCTOBER 13, 1983
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in
2 regular session October 13, 1983 at the hour of 9:00 a.m. in the Municipal Build-
3 ing of said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb present.
4 The following business was had, to-wit:

6 APPROVAL OF MINUTES OF OCTOBER 6, 1983

III 8 Mr. Cordell moved to approve the minutes of October 6, 1983 as prepared, seconded
9 by Mr. Webb and on unanimous voice vote the motion was carried.

11 PETITION BY VETERANS' .COUNCIL TO PLACE KOREAN MEMORIAL AT FREEDOM FOUNTAIN

13 This request was stricken due to no one being present to represent it.

15 MORTGAGE RELEASE FOR 1410 SOUTH 10TH - Ron Cheek
16
17 Mr. Ron Cheek, on behalf of the Department of Community Development, requested
18 execution of satisfaction of mortgage for property of Rudolph and Nellie Mitchell,
19 located at 1410 South 10th. This was under the replacement housing program of
20 Community Development. The requirement of five (5) year residency has been met.

22 Mr. Webb moved that the subject satisfaction of mortgage be executed, seconded by
23 Mr. Cordell and on unanimous voice vote the motion was carried. City Attorney
24 Ed Anderson has examined the document and finds it in order.

26 LEAF BURNING - Chief Mullin

28 Fire Chief Paul Mullin reported the Richmond Sanitary Commission and the Richmond
29 Fire Department have approved a request of the Mayor for leaf burning this year.
30 The period starts on October 13 and goes through December 18 with the hours of
31 8:00 a.m. to 8:00 p.m. He noted there have been no problems in the past. Burning
32 shall be conducted only during favorable weather and in small piles. No other
11/ 33 materials or chemicals shall be used to start the fire and an adult shall be in
34 attendance at all times. Burning is not permitted in any alley nor within 25
35 feet of any structure or vehicle. The request is for leaves only. Mr. Cordell
36 noted the savings to the City by not having to pick the leaves up.

38 CHANGE ORDER NO. 1 FOR N. W. 11TH STREET PROJECT - Steve Esarey

40 Acting City Engineer Steve Esarey noted there were some unexpected ground condi-
41 tions (soft spots) which were unforeseen:in the N. W. llth Street construction.
42 With the deletions and additions in this request, the net change is $569.50.
43 There is sufficient funding to cover this increase. Mr. Webb noted these changes
44 have been approved by the City's representative as far as funding of the program.

46 Mr. Webb moved for approval of change order 1 for the N. W. llth Street project,
47 seconded by Mr. Cordell and on unanimous voice vote the motion was carried.

49 POLICE PROMOTION - Major Chesnut

51 Major Ron Chesnut read the following from Chief Charles Chris: Michael LaFuze
52 has been certified by the Richmond Police Department Merit Commission for promotion
53 to the position of Acting Sergeant effective October 14, 1983. Major Chesnut
54 noted this position was created due to the retirement of Acting Sergeant John Ross.

56 Mr. Webb moved that the promotion of Michael LaFuze to the position of Acting
57 Sergeant be approved, seconded by Mr. Cordell and on unanimous voice vote the
58 motion was carried.

60 SET DATE FOR NUISANCE COMPLAINT AT 1434 RIDGE

62 Mr. Meredith set October 27, 1983 at 9:30 a.m for a nuisance hearing for 1434 Ridge.

64 POLITICAL SIGNS IN RIGHT-OF-WAY

66 Mr. Meredith stated it has been called to the attention of the Board that there
67 are a number of political signs in the right-of-way. People should be aware

1 there is an ordinance that prohibits this. He requested the signs be removed
2 from the right-of-way to private property in accordance with the ordinance.
3 This refers to any and all political signs.

5 LOYALTY DAY PARADE REQUEST - Jim Johnson
6 •
7 Mr. Jim Johnson, 736 South 6th Street, requested the 10th District VFW Loyalty
8 Day Parade be May 5, 1984 •at 1:30 -p.m. .and presented a map of the route.
9 Present with Mr. Johnson was Mr. Jim Williams, New Paris, Ohio. Capt. Wogoman
10 stated it is all right with him. 111

12 Mr. Webb moved that the annual Loyalty Day Parade for May 5, 1984 at 1:30 p.m.
13 be approved as presented, seconded by Mr. Cordell and on unanimous voice vote -
14 the motion was carried.

16 OPEN HOUSE AT SANITARY DISTRICT - George Webb

18 Mr. George Webb, Facilities Engineer for the-Richmond Sanitary District, reminded
19 everyone of the District's second open house Sunday, October 16 from 12:00 noon
20 to 5:00 p.m. Those who visited during the first open house were surprised at the
21 size and complexity of the operation so they want to give the public another
22 opportunity to see what has transpired in the last few years.

24 USE OF FIRETRUCKS FOR HOMECOMING PARADE- Chief Mullin

26 Fire . Chief Paul Mullin noted a few weeks ago the Board gave permission for the -
27 Richmond Senior High School Homecoming Parade route. He now has a request for
28 the use of fire trucks in the parade and at the bonfire.. •

30 Mr. Cordell moved the Board give permission for the Richmond Fire Department
31 trucks to be used in the Richmond Senior High School Homecoming Parade and bon .
32 fire this evening, seconded by Mr. Webb and on unanimous voice-vote the motion
33 was carried.
