HomeMy Public PortalAbout10-06-1983 -5- BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, OCTOBER 6, 1983 1 The Board of Public Works and Safety of the City of Richmond, Indiana,. met 2 in regular session October 6, 1983 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb 4 present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF SEPTEMBER 29, 1983 7 8 Mr. Cordell moved to approve the minutes of September 29, 1983 as prepared, 9 seconded-by Mr. Webb and on unanimous voice vote the motion was carried. III 10 11 PRESENTATION OF PHOTOGRAPH TO CITY - Bill Tyndall & Izzy Goldberg 12 - 13 Mr. Izzy Goldberg, former owner of Joy Ann Cake Shop, presented a photograph of 14 employees of the Cake Shop and Bobby Kennedy, who was in Richmond campaigning 15 after the downtown explosion of 1968. 16 17 City Clerk JoEllen Trimble accepted the photograph on behalf of the City 18 thanking Mr. Goldberg for sharing the photograph with the citizens of Richmond. 19 20 Mr. Bill Tyndall, representing the Wayne County Museum, noted the photograph 21 was donated to the museum and is on loan to the City Building. He noted the 22 museum hopefully in the future will put together artifacts of the explosion 23 for a display and may use the photograph in that display. 24 25 REQUEST TO BLOCK STREET FOR ROSE FESTIVAL VENDORS - Loren Vance 26 27 Mr. Loren Vance, Richmond Area Rose Festival, reported all the merchants in the 28 area of the requested 6th Street closing have been contacted. Elder-Beerman re- 29 quested detour signs be placed directing the public to their lot. Mr. Vance 30 presented a drawing of the proposed closing. 6th will be barricaded at the 31 north service drive to a diagonal point from 2nd National Bank's drive up 32 window to the south service drive. The postal department was contacted and 33 said there would be no problem servicing their drop box in the area. Mr. Cordell 34 stated he also contacted the merchants and now no one objects to the closing. 35 Mr. Webb recommended placing a sign at the southeast corner of 6th & North "A" 36 indicating to the people on North "A" that 6th is closed to through traffic. 37 If approval is given, Mr. Vance will prepare and place the detour signs. 38 39 Mr. Cordell moved the request be approved as presented to the Board, seconded 40 by Mr. Webb and on unanimous voice vote the motion was carried. Mr. Meredith 41 stated the City will be watching for future approval as he is not sure they 42 want to make this an annual situation. Mr. Cordell requested the place be kept 43 clean at all times. Mr. Vance stated this will be attempted; also on the 44 Promenade and, if not, the vendors will lose their deposit. 45 46 HANDICAPPED PARKING IN DOWNTOWN AREA - Capt. Dan Wogoman 47 48 Traffic Capt. Dan Wogoman reported he has been working with the Mayor's office, 49 different committees and groups on handicapped parking. The legislature has 50 passed a new law pertaining to handicapped parking and requested there be 51 handicapped parking spaces in downtown areas. In looking at this it is felt the 52 most appropriate places would be between 6th & 10th as near the Promenade as 53 possible. In checking the area he recommended the following places be designated 54 for handicapped parking at Promenade intersections: (1) 6th - the first space 55 on the northwest corner (2) 7th - the first space on the southeast corner (3) 56 8th - the first space on the northwest corner (4) 9th - the first space on the 57 northeast corner and (5) 10th - the first space on the northwest corner. The 58 law reads to the effect that it must be marked with the appropriate handicapped 59 signs. Those using these spaces must have a handicapped plate or a temporary 60 placard issued by the license bureau. These will be painted yellow with hash 61 marks to be easily recognizable and signed. The new law also reads to the effect 62 that anyone who does not have a handicapped plate or temporary placard and found 63 parked in one of these places commits a class C infraction. This only pertains 64 to city controlled areas, not private lots such as shopping areas. to Board of Works Minutes Cont'd. October 6, 1983 Page 2 1 Mr. Webb moved that the subject request for handicapped parking in the downtown 2 area be approved as presented, seconded by Mr. Cordell and on unanimous voice 3 vote the motion was carried. 4 5 CURB CUT REQUEST FROM KENCO ON N. W. "T" - Steve Esarey 6 7 Acting City Engineer Steve Esarey presented a curb cut request from Kenco, 8 a new casket manufacturer in the northwest industrial park. This will be 9 one of two driveways coming out on the north side of "T". The request has 10 approval of Plan, Traffic and Engineer: Departments. 11 12 Mr. Webb moved that the driveway petition from Kenco on N. W. "T" Street be 13 approved as presented, seconded by Mr. Cordell and on unanimous voice vote 14 the motion was carried. 15 16 BUREAU OF BUILDINGS MONTHLY REPORT - Charles Roberts 17 18 Bureau of Buildings Commissioner Charles Roberts presented his monthly report 19 for September, 1983. 20 21 Mr. Webb moved the monthly report of the Bureau of Buildings be accepted and 22 placed on file, seconded by Mr. Cordell and on unanimous voice vote the 23 motion was carried. 24 25 RADIO MAINTENANCE MONTHLY REPORT 26 27 The Board received a copy of the monthly report of radio maintenance for 28 September, 1983. 29 30 Mr. Webb moved that the monthly radio maintenance report be accepted and placed 31 on file, seconded by Mr. Cordell and on unanimous voice vote the motion was 32 carried. 33 34 REQUEST FROM THE JAYCEES FOR "HAUNTED HOUSE" SIGN ON CITY PROPERTY - Mike Gibbs 35 36 Mr. Mike Gibbs, 901 S. W. 1st Street, representing the Richmond Jaycees, re- 37 quested permission to put a sign promoting the haunted house between Swayne 38 Robinson and North "A" in the median on the grass. The huanted house will 39 be in the old Gas House on East Main. The sign will be approximately 4' x 4' . 40 Traffic Capt. Wogoman stated he will work with them. Dates for the haunted 41 house will be October 13 through October 30 with week night hours of 7:30 to 42 10:00 and week end hours of 7:30 to 11:00. 43 44 Mr. Cordell moved to approve the request as presented to the Board, seconded 45 by Mr. Webb and on unanimous voice vote the motion was carried. 46 47 ADJOURNMENT 48 49 There being no further business the meeting was adjourned. 50 51 Donald E.
