HomeMy Public PortalAbout09-15-1983 -,.3/ BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 15, 1983 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session September15, 1983 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Webb presided with Mr. Cordell present. Mr. Meredith 4 was on vacation. . The following business was had, to-wit: 5 - 6 APPROVAL OF MINUTES OF SEPTEMBER 8, 1983 7 III 8 Mr. Cordell moved to approve the minutes of September 8, 1983 as prepared, 9 seconded by Mr. Webb and on unanimous voice vote the motion was carried. 10 11 HI-Y HOMECOMING PARADE - Cheryl Nigh 12 13 Ms. Cheryl Nigh, .220 So. 22nd, President of the Richmond High School Hi-Y, 14 requested the parade route for the Homecoming Parade be from South 10th east 15 to Glen Miller Park. She requested 10th Street be closed from South "A" to 16 Main for staging, which will begin at 5:00 p.m. on October 13, 1983. The 17 parade will begin at 6':00 p.m. Traffic Capt. Dan Wogoman sees no problem. 18. City Attorney Anderson stated they need a contract, agreement and insurance. 19 State Highway approval will also be required. 20 21 Mr. Cordell moved to approve the Hi-Y Homecoming Parade October.- 13, 1983 22 providing they have the correct insurance, contracts, etc. made previous to 23 that date, seconded by Mr. Webb and on unanimous voice vote the motion was 24 carried. . . . 25 26 REQUEST TO BLOCK 7TH STREET FROM THE NORTH SERVICEDRIVE TO THE ALLEY BEHIND 27 VEACH'S FOR ROSE FESTIVAL ACTIVITIES - Loren Vance - 28 29 Mr. Loren Vance, representing the Rose Festival, requested blocking 7th Street 30 from the north service drive to the south alley from June 18th to June 23rd for 31 food vendors. The request was made for two (2) reasons: (1) they received com- 32 plaints or comments about not keeping the specialty foods downtown and (2) the 11/ 33 core of the festival should be in the downtown area. Having the specialty foods 34 at the mall did not work and they want to keep it off the Promenade and save 35 that space for not-for-profit organizations and crafts. Traffic Capt, Dan Wogoman 36 stated. he is opposed to this request because anytime a major street is blocked in 37 the core area it creates a problem elsewhere. The alley behind Veaches is very 38 narrow coming onto South 8th'making it bad on the best of days. The businesses 39 on the south side of the Promenade receive their goods through this alley and, if 40 a delivery truck stops to unload, the flow of traffic is stopped. He recommended 41 the request be taken under advisement to get input from businesses in the area 42 that would be affected plus the motoring public. 43 44 In response to .a question Mr. Cordell asked concerning contacting the businesses 45 in the area, Mr. Vance stated the only one he has contacted has been the First 46 National Bank and their only concern was that their armored car needs to get 47 into the area. Mr. Cordell stated he will go to each merchant to talk to them 48 to see if it would hinder their business. He further stated he listens to the 49 recommendation of the Traffic Department closely. Mr. Vance stated he will go 50 with Mr. Cordell. 51 52 RAVINIA PARK ARCH REPORT - Ed. Anderson 53 54 City Attorney Ed Anderson stated there was a petition before this Board to restore 55 the Ravinia Park archway that had been hit in December. A claim was submitted to 56 the insurance company on July 26 and estimates- received from Whisenhunt and Oberle. III- 57 The insurance company was not willing to accept the estimates, so they secured 58 their own estimates from Keller Construction in the amount of $5940 to rebuild the 59 archway. He tried to contact the petitioners to be present to see if it is their 60 desire to have the archway restored. He asked if the Board wants to settle this 61 claim for $5940 and later discuss this with the petitioners and Keller Construc- 62 tion as far as entering into a contract for the restoration. Mr. Webb stated he 63 feels the action as far as settling a claim and a contract for restoring the sign 64 should be simultaneous.' Mr. Anderson noted the money could be put into the general 6.5 fund, if the archway is not restored. This is the amount the insurance company is 66 - willing to settle for as damage to the archway and it is up to the city whether or 67 not the archway is restored. Mr.- Anderson stated this matter would be turned over Board of Works Minutes Cont id . September 15 , 1983 Page 2 1 to the Department of Engineering to pursue the reconstruction of the arch- 2 way, said contract to be brought up with the party that has given the 3 estimate and at such time such matter be brought back to the Board for 4 settlement. 5 6 Mr. Cordell so moved, seconded by Mr. Webb and on unanimous voice vote 7 the motion was carried. Mr. Webb noted the' only reason he voted yes is to 8 settle the claim with the insurance company. 9 10 AWARD BID FOR STREET.DEPARTMENT GARAGE ROOF - Bill Davis 11 12 Acting Director of the Department of Transportation Bill Davis stated bids 13 were received at the last meeting for the garage roof. He recommended 14 Thomas Roofing Co. , Inc. being the lowest bid for the amount of square 15 footage. The bid is under the amount alloted for repairs. Their bid is 16 for $34,780 base bid and the purlins and decking will be replaced at the 17 Director's discretion. A performance bond is needed before construction 18 begins. - 19 20 Mr. Cordell moved that Thomas Roofing Co. , Inc. receive the bid .approval - 21 for the Department of Transportation roof with the understanding that there 22 will be a performance bond previous to their starting the work, seconded by 23 Mr. Webb and on unanimous voice vote the motion was carried. 24 25 RADIO MAINTENANCE REPORT 26 - 27 The Board received copies of the Radio Maintenance report for August 1983. 28 29 Mr. Cordell moved to approve the Radio Maintenance- report for August, 1983 30 and place on file, seconded by Mr. Webb and on unanimous voice vote the 31 motion was carried. 32 33 REPORT ON ELKS ROAD TRAFFIC SIGNAL - Capt. Dan Wogoman 34 35 Capt. Wogoman stated he has received inquiries about the signal at Elks 36 Road and U.S. 40. These signals are on flasher at this time; however, 37 the installation is not yet completed.
