INDIANA, SEPTEMBER 8, 1983 1 The Board of PublicWorks and Safety of the City of Richmond, Indiana, .met 2 in regular session September 8, 1983 at the hour of 9:00 a.m. in the Municipal Building 3 in said City. Mr. Webb presided with Mr. Cordell present. Mr. Meredith was on 4 vacation. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF SEPTEMBER 1, 1983 7 III 8 Mr. Cordl moved to approve the minutes f September 1, 1983 as prepared, seconded 9 by Mr. Webel b -and on unanimous voice vote the motion was carried. 10 11 RECEIVE BIDS FOR ROOF ON STREET DEPARTMENT GARAGE 12 13 City Attorney Ed Anderson examined proof of publication and found it to be in order. 14 15 Mr. Cordell moved to accept and place on file the legal ad for the Street Depart- 16 ment garage roof, seconded by Mr. Webb and on unanimous voice vote the motion was 17 carried. 18 19 The following bids were received and recorded: 20 21 Schriber Sheet Metal and Roofing: $28,825 22 23 The following proposal to furnish labor and material was enclosed: 24 25 1) . Remove and replace valleys as marked on drawing. 26 2) . Replace valleys with a 1-ply red rosin sheathing, one (1): 27 No. 43 base sheet nailed, 2" insulation mopped in steep 28 asphalt and then install 4-ply glass felt with interply - 29 moppings of hot asphalt and surfaced the same. 30 3) . Furnish fibercant and flashing system at all valley walls. 31 4) . Remove and replace two (2) areas marked on drawing with a ill32 1-ply red rosin, one (1) No. 43 base sheet and then two (2) 33 , plies of glass felt with interply moppings of hot asphalt. 34 5) . Replace approximately eight (8) galvanized pitch pockets. 35 6) . Repair various places where nails have come up through the 36 felts with plastic and membrane. 37 7) . Remove and replace 500 feet of coping marked as C. Coping 38 to be 24 gauge paintgrip metal. 39 40 TOTAL COST: $28,825.00 41 42 As per specifications the following would be our prices per square 43 foot and lineal foot for removal .and replacement: 44 . 45 a) . 2 x 10 = $22.00 per lineal foot 46 b) . 2 x 8 = $21.00 per lineal foot 47 c) . 2 x 6 T&G =$1.50 per lineal foot 48 e) . 5/8" CDX = $1.30 per 'square foot 49 Our quotation is based on approximately 5,900 square feet, 700 feet 50 cant and flash. • 51 52 1) . Approximately $3.50 per square foot for removal and replacement 53 of roof with red rosin, base sheet, 2" insulation and 4-ply glass. 54 55 - - 2) . Approximately $2. 10 per square foot for removal and replacement 56 of roof with red rosin, base sheet and two (2) plies of glass. 57 58 We wish to remind the Owners that we feel the whole roof should be done. 59 60 Gentry Industrial Service: - 61 62 A. Paint Room $1,595.00 4 5 Metal wall cap - South elevation, Southeast wall, and Southwest 6 walls. $4.40 per ft. 7 Deck replacement - wood deck using materials to match existing. 8 2" deck - $3.40 sq. ft. 9 1" deck - $2.30 sq. ft. 10 Cash allowance - deck replacement. $2,000,00 11 12 The non-Collusion affidavit was not signed or notarized. 13 14 Thomas Roofing Company, Inc. : $34,780. 15 16 Cost for replacing deck, purlins and nailers: 17 a. Purlins to be pressure treated dimension lumber matching 18 existing purlins in size: Cost per L.F. $1 .50 19 b. Nailers to be pressure treated dimension lumber matching 20 existing purlins in size. Cost per L.F. $1.60 21 c. Deck to be replaced as required, using either 5/8 CDX 22 plywood or pressure treated boards. Cost per S.F. $1 .65 23 e. Provide cost per S.F. to remove and replace roofing in 24 addition to base bid. Cost per S.F. $1.00 25 26 The base price is based upon reroofing 23,500 square feet. The quotation also includes 27 removal of existing metal coping and installing new white aluminum coping. 28 29 Mr. Webb recommended taking the bidsunder advisement for further review and 30 recommendation. Mr. Cordell moved to take the bids under advisement for further 31 study, seconded by Mr. Webb and on unanimous voice vote the motion was carried. 32 33 The meeting was recessed until 10:00 a.m. at which time two (2) nuisances 34 hearings will be held. 35 36 Mr. Webb turned the meeting over to City Attorney Ed Anderson for him to con- 37 duct the hearing. He noted these complaints are being brought under Municipal 38 Code 94.04. 39 40 NUISANCE HEARING FOR 418 N. W. 7th STREET 41 42 The first complaint was against Betty Winn, 418 N. W. 7th Street who was not. 43 present. The law permits the hearing can be conducted inher absence. The record 44 will show Betty Winn did receive a copy of the complaint by certified mail.. The 45 clerk read the complaint for one (1) inoperable vehicle on the premises. Com- 46 plaintant John Bronston described the nuisance as a Buick automobile which appears to 47 be in an inoperable condition. The Board had before them a picture of the - 48 nuisance and Mr. Bronston presented another picture taken this morning showing 49 the nuisance still exists. Mr. Bronston checked at the auditor's office and de- 50 termined Betty Winn is the owner of record of this property. He was told the 51 vehicle hasn't been moved for three (3) or four (4). years. It has a '78 license 52 plate. Mr. Bronston sent a form letter to Ms. Winn on 6-2-82. Shortly after 53 that she called and said she had contacted someone and was going to have the 54 vehicle removed. Last week she was contacted and said it would be removed prior 55 to this meeting. Complaints have been received from the neighborhood concerning 56 this nuisance. 57 58 Mr. Anderson noted the Board must determine whether a nuisance does in- fact 59 exist, if the owner is maintaining the nuisance which is contrary to the - 60 ordinance and then take if under advisement or render a decision. Usually 61 thirty (30) days is given for removal and, if they fail to remove it, the 62 nuisance will be removed by the city and the cost put on the real estate taxes. 63 64 Mr. Anderson stated usually the decision reads like this: Comes now the Board 65 of Public Works and Safety of the City of Richmond and being duly advised in 66 the premises now finds that 1) a nuisance does in fact exist on the premises 67 known as 418 N. W. 7th Street 2) the defendant, Betty Winn, does own said 68 premises and -the nuisance being now maintained on said premises and 3) the 69 maintaining of such nuisance is contrary to Section 94.04 of the Municipal 70 Code of the City of Richmond; now, therefore, be it ordered that 1) defendant • Board of Works Minutes Cont'd. September 8, 1983 Page 3 1 Betty Winn, owner of the .real and personal .property which is creating the 2 nuisance, remove and abate .said nuisance from:the aforesaid ,premises within 3 thirty (30) -days hereof and it is further ordered that,. if, the. defendant 4 • fails to comply with this order to.abate said .nuisance as set out...above,. ,the 5 Board of Public 'Works and. Safety •of the City, of Richmond. will-..caus.e.said. . . 6 nuisance to be-.removed_and. .the cost .thereof,assess.ed..against said._d.efendant 7 and said cost- to be placed. on the real estate tax duplicate for said premises. 8 - • . _ . . 9 Mr. Webb so moved, seconded by Mr. Cordell and on unanimous voice vote the 10 motion was carried. 11 12 NUISANCE HEARING FOR 1116 SOUTH 7TH STREET • 13 ._ . 14 This complaint is against-Margaret. Whitehead,. 111.6 South 7th Street, who was 15 not present. This hearing can be held in her. absence. The clerk read the._ 16 complaint for, one ,(1) inoperable vehicle on the premises. The record ,will show 17 that Ms. Whitehead was sent a .notice of this hearing by certified mail and the 18 receipt was returned signed, -Mr.• Bronston noted the vehicle is a-:Ford .located 19 at the rear of the property. His office received a complaint about several 20 vehicles in the neighborhood. At that time four (4) persons were contacted 21 and form letters were sent to two (2), on July 15, one of whom was Ms. Whitehead. 22 On August 10 a complaint,was filed with the .Board of Works in regard to this 23 inoperable -vehicle. ' During this time, the vehicle has set in the same location. 24 It does not have all the tires and does not have a current license -plate.. 25 Mr. Bronston presented a -picture taken this morning. He has checked the audi- 26 tor's office as to the ownership of this property and found it is Ms.. White- 27 head's, who resides there. In talking with her, Mr. Bronston stated she • 28 indicated it was her intention to have the- vehicle removed prior to this meeting. 29 30 Mr. Anderson recommended the same type motion. • 31 32 Mr. Webb moved that a nuisance does exist at 1116 South 7th Street and that 33 said nuisance must be removed within -thirty (30): days from this date or the III 34 city will cause said vehicle to be .removed and- the cost of such action will 35 be assessed against the owner of the property and be collected in the same 36 manner that real estate taxes are collected, seconded by Mr. Cordell and on 37 unanimous -voice vote the motion was carried. 38 • 39 ADJOURNMENT 40 41 There being no further business the meeting was adjourned. 42 43 - George Webb - 44 - Acting President 45 46 ATTEST: JoEllen Trimble 47 Clerk of the Board I
