HomeMy Public PortalAbout08-11-1983 /� BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, AUGUST 11, 1983 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in 2 regular .session August 11, 1983 at the hour of 9:00 a.m. in the Municipal Building 3 in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb present. The 4 following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF AUGUST 4, 1983 7 8 Mr. Cordell moved the minutes of the August 4, 1983 meeting be approved as pre- III9 pared and placed on file, seconded by Mr. Webb and on unanimous voice vote the 10 motion carried. 11 12 AGREEMENT TO RELOCATE WATER & GAS LINES (N.W. 11TH STREET PROJECT) - Ron Cheek 13 14 Mr. Ron Cheek, Department of Community Development, presented two (2) agreements 15 for the relocation of utilities for the reconstruction of N. W. llth Street. 16 One agreement is with the Water Company and the other with the Gas Company with 17 the City paying for the relocation of these utilities. The agreements have been 18 reviewed by City Attorney Ed Anderson who finds them in order as far as legality 19 and form. Mr. Cheek noted the City will be using block grant funds and matching 20 funds provided by the State. 21 22 Mr. Webb moved the subject agreements be approved, seconded by Mr. Cordell and 23 on unanimous voice vote the motion was carried. 24 25 SET BID DATE FOR ROOF REPAIRS AT CITY STREET GARAGE - Bill Davis 26 27 Acting Director of Transportation Bill Davis stated his department has revenue 28 sharing money appropriated by Council to repair the roof at the Street Department 29 garage. He requested the Board set a bid date for this project. Mr. Meredith 30 set September 8 at 9:00 a.m. to receive bids. Specifications are available at 31 the City Clerk's office. City Attorney Anderson has reviewed the proposed ad. 32 33 SET HEARING DATE FOR JUNK VEHICLE COMPLAINTS AT 1116 SOUTH 7TH, 1120 SOUTH 7TH 34 & 418 N. W. 7TH 35 36 Mr. Meredith set September 1 at 10:00 a.m. to hear the above junk vehicle complaints. 37 38 RADIO MAINTENANCE REPORT 39 5 40 Mr. Webb moved the Radio Maintenance Report for July be accepted and placed on h ' 41 file, seconded by Mr. Cordell and on unanimous voice vote the motion was carried. 42 _, 43 WEIGHTS & MEASURES REPORT 44 45 Mr. Webb moved the Weights & Measures Report for June & July be accepted and 46 placed on file, seconded by Mr. Cordell and on unanimous voice vote the motion 47 was carried. 48 49 REPORT ON 95-97 FT. WAYNE AVENUE - Charles Roberts 50 51 Building Commissioner Charles Roberts reported the property at 95-97 Ft. Wayne 52 Avenue has been purchased by State Auto and they are in the process of demolishing 53 the building. Mr. Anderson suggested the minutes show that the Building Commissioner 54 reported that his order to demolish is being complied with. 55 56 PUBLIC HEARING ON SALE OF PROPERTY - NORTH "G" BETWEEN 8TH & 10TH - Ron Cheek 57 58 City Attorney Ed Anderson examined proof of publication for this public hearing 59 and found it to be in order. Mr. Webb moved the ad be accepted and placed on 60 file, seconded by Mr. Cordell and on unanimous voice vote the motion was carried. 61 Other than the press no public was present. 62 63 Mr. Cheek, on behalf of the Department of Community Development, stated he has 64 asked the Mayor to request a hearing for the sale of this property. Dickman, Mayor of the City of Richmond, Indiana, hereby request 6 that the Board of Public Works and Safety of the City of Richmond, Indiana conduct 7 a public hearing to determine its recommendation regarding the sale of real pro- 8 perty commonly known as: 9 ,10 Tract No. 1: 11 631 North 8th Street, Richmond, Indiana 12 805 North "G" Street, Richmond, Indiana )13 807 North "G" Street, Richmond, Indiana 14 809 North "G" Street, Richmond, Indiana 15 813 North "G" Street, Richmond, Indiana 16 817 North "G" Street, Richmond, Indiana 17 821 North "G" Street, Richmond, Indiana 18 825 North "G" Street, Richmond, Indiana 19 20: Tract No. 2: 21 800 North "G" Street, Richmond, Indiana 22 23 Tract No. 3: 24 816 North "G" Street, Richmond, Indiana 25 822 North "G" Street, Richmond, Indiana 26 27 Tract No. 4: 28 900 North "G" Street, Richmond, Indiana 29 906 North "G" Street, Richmond, Indiana 30 910 North "G" Street, Richmond, Indiana 31 32 This request is made for the following reasons: 33 1. The Community Development Program in North Richmond has been closed out. 34 35 2. No funding or administrative process for the maintenance or property manage- 36 went of this property exists. 37 38 3. All other property purchased under the Community Development Program has been 39 or is scheduled for disposal. 40 . 41 4. A cash sale is desired for the disposal of this property in order to allow ? 42 immediate possession of the property. 43 , '44 5. Private ownership of the property will return it to the tax rolls. 45 46 6. Dickman, Mayor 53 City of Richmond, Indiana 54 Date: July 27, 1983 55 56 This is four (4) pieces of land which comprise several lots. Almost all are 57 located on North "G" on the south side from 8th to 9th. Three (3) parcels are 58 on the north side of "G" between 8th & 10th. Community Development purchased 59 these properties and all had substandard housing. The people were relocated to 60 standard housing and the houses were demolished. The area is now cleared and 61 the property is ready to be sold. The property is all zoned R-3 (one-to-eight 62 family residential.) 63 64 Mr. Webb moved to recommend to the Mayor that property on North "G" Street be- 65 tween 8th & 10th as shown on the exhibit be sold, seconded by Mr. Cordell and 66 on unanimous voice vote the motion was carried. Mr. Meredith stated this sale 67 does not have to go to Council because of the appraised value. 68 69 ADJOURNMENT 70 71 There being no further business the meeting was adjourned. 72 73 Donald E.
