HomeMy Public PortalAbout08-04-1983 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, AUGUST 4, 1983 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met . 2 in regular session August 4, 1983 at the hour of 9:00 a.m.in the Municipal - 3 - Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb 4 present. The following business was had, to-wit: 5 . 6 APPROVAL OF MINUTES OF JULY 28, 1983 • 7 8 Mr. Webb moved the minutes of the previous meeting be approved and placed on 9 file. as -prepared, seconded _by-Mr. Cordell and on unanimous voice vote the 10 motion was carried. - 11 • 12 RECEIVE BIDS FOR NORTH 17TH STREET PROPERTY . 13 14 City Attorney Ed Anderson examined proof of publication for the sale of the 15 North 17th Street property and found..it to be in order. Mr. Webb moved the 16 proof. of publication be accepted and placed on file, seconded by Mr. Cordell - 17 and on unanimous voice vote the motion was carried. 18 ' 19 Mr. Meredith noted sealed bids would. be received and any bidder who 'is present 20 and would so desire .to raise his bid after all have been opened would have the 21 right-.to do so. The Board reserves the right to reject -any and all. bids. The 22 only bid. received'was from Lloyd Hamm & Sons Excavating, Inc. for $1,500. Mr. 23 Meredith requested the City Attorney review the bid and, if he finds it in 24 order, --the Board .could act on it. • - 25 . . 26 REQUEST TO BLOCK STREET FOR. SOUTH 4TH STREET FAIR - Gertrude Ward 27 ' 28 Ms. Gertrude Ward,' P. O. .Box 14, Airport Road, . Centerville, -representing the . 29 Neighborhood Preservation Services,. Inc. and Historic Richmond, Inc. , requested 30 closing of South 4th Street from "A" through "E" for- the 3rd Annual' Fourth 31 Street. Fair. The side streets of "B", "C" and "D" will be kept open for traffic. ' 32 Traffic Capt. Dan Wogoman notes no problems in the past. . The request dates are III33 Saturday_, October 8 and Sunday, October 9. There will be booths along -the 4th 34 Street area and residents are invited to have wares for sale in their yards. 35 She noted this' is the same weekend as' the Sertoma Oktoberfest •and they -are 36 working through the Tourism-Bureau by sending 500 flyers for promotion of a big 37 weekend in Richmond. They -had a. surrey ride last year and if this is done this 38 year-the route will be- the west 's ide of "B" on 4th, south on 4th to "D", west • 39 on "D" to 3rd, north to "B" 'and east back to .4th. • 40 - - . 41 Mr. Webb moved that Neighborhood Preservation Services, Inc. and Historic 42 Richmond-, Inc. be given permission to block South.4th.Street at the south side . 43 of the "B" intersection, north' and -south side of "C" intersection, north and 44 south 'side of the'-"D". intersection, also-block "E" Street at the west side of 45 South 5th Street on October 8 and 9, 1983 between the hours of 11 :00 a.m. and 46 5:00. p.m. , seconded by Mr. Cordell. It was noted there is no rain date set as 47 the fair will •be.moved indoors 'in- case of rain. .On unanimous voice vote the 48 motion was carried. - 49 50 AWARD BID FOR NORTH 17TH STREET PROPERTY 51 - - 52 Mr. Anderson reviewed the statute .and bids and noted it would _be proper. for the 53 Board 'to' accept' or reject .this bid as' the highest and best bid. He suggested 54 changing the proposition that we can deliver an abstract. Attorney John Sayre 55 was -present and stated his client, Mr. Hamm, would have no objection to title 56 insurance. Mr'; Anderson noted a 'condition in the proposal that the real estate 57 can be properly zoned. If it does not get properly zoned, the contract is voided. 58 ' 59 Mr., 'Cordell moved the bid of Lloyd Hamm & Sons Excavation, Inc. be ratified to 60 . them as outlined in the contract, seconded by Mr. Webb. It is understood the 61 contract refers to the offer by Lloyd Hammy & Sons Excavation. The motion passed 62 with -Mr- Webb voting no. '. ' 63 64 CHANGE OF STREET LIGHTS FROM MERCURY TO SODIUM ON U.S. 27 AND U.S. 40 - Raj Rao 65 66 Mr. Raj Rao, Chief Electrical Engineer for RP&L, reported to the Board on June 9 67 of RP&L'.s intentions to change the lighting on U.S. 27 north and south and U.S. 40 Board of Works Minutes Cont'd. August 4, 1983 Page 2 1 east and west from 400''waat. mercury to 250 watt sodium. This will be a savings 2 to the city o.f: $3600 per year. Mr. Rao noted in '1885 the city paid $90 per -3 light and now the- cost is $96 per light per year. Last year RP&L installed 75 4 250 watt sodium lights on U.S. 40 east of Garwood Road for a test area. RP&L 5 and the Street Light Committee now recommend changing the approximate 870 lights. 6 . As these lights are changed, checks will be made .to see if any lights can be • 7 eliminated and still keep the light level necessary for proper lighting. The 8 cost of this transition is $75,000 to $80,000. In response to questions con- 9 cerning other lights in the city, Mr. Rao noted the city has to spend $200 to 10 remove -any poles now being used- to save $20 in present lighting. costs. The 11 Clerk will send Mr. Rao this Board's previous correspondence concerning light- ' 12 ing around the West Main & 5th Street area. 13 . 14 Mr. Webb moved that the subject street light. request be approved, seconded ' 15 by Mr. Cordell and on unanimous voice vote the motion was carried. 16 . 17 SIGN CONTRACT.FOR RECONSTRUCT.ION' OF N. .W. 11TH STREET PROJECT - Dan Dooley 18 • . 19 Mr. Dan Dooley, Deputy Director of City Planning, noted the Board -last 20 awarded the .bid for the reconstruction of N. W. llth To Contractors United, 21 Inc. and now the contract is ready to be executed. The contract would in- 22 elude the agreement for the project, notice to bidders, :instructions to. 23 bidders, signed copy of bid and non-collusion affidavit, bid specifications 24 and drawings, proof of insurance, affirmative action program and Section 3 25 affirmative action program. With Board approval and approval of the Mayor 26 the project would be ready to proceed. Mr. Anderson finds this in order. 27 28 Mr. Webb moved that the..contr.act with. Contractors United, Inc. for the 29 reconstruction of N. W. 11th between N. W. "L" and Rich Road be approved, 30 seconded by..Mr. Cordell and on unanimous voice vote the motion was carried. 31 32 BUREAU OF BUILDINGS MONTHLY REPORT 33 34 Building Commissioner Charles Roberts presented .his monthly report for -July, 1983. 35 . . . . . 36 Mr._ Roberts further noted that State Auto has bought the property at 95-97 37 Ft. Wayne Avenue and has received a permit to tear it down. 38 39 Mr. Webb-moved the report be accepted and placed on file, seconded by Mr. 40 Cordell and. on unanimous voice vote the motion was carried. 41 42 REQUEST FOR BLOCK PARTY ON PINE, DRIVE. BETWEEN BIRCH & RICHWOOD - Corky Cordell 43 , . . 44 Mr. Cordell., representing residents .in .the area, requested closing of Pine 45 Drive between Birch & Richwood for a block party on August 26, 1983 during 46 the hours of 5:00 to 9:00 p.m. Capt. Wogoman noted this would not present 47 a traffic problem. 48 . 49 Mr. Webb moved that the block party on Pine Drive between Birch & Richwood be 50 approved for the 26th of August between the hours of 5:00. and 9:00 p.m. , 51 seconded by Mr. Cordell and on unanimous voice vote the motion was carried. 52 53 ADJOURNMENT 54 55 There being no further business on motion duly made, seconded and passed the 56 meeting was adjourned. • 57 . 58 Donald E.
