CITY OF RICHMOND, INDIANA, JULY 21, 1983
1 The Board of Public Works and Safety of the City of Richmond,. Indiana, met in
2 regular session July 21, 1983 at the hour of 9:00 a.m. in the Municipal Building
3 in said City. Mr. Meredith presided. with Mr. Cordell and Mr. Webb present. The
4 following business was had, to-wit:'

6 APPROVAL OF MINUTES OF.JULY 14, 1983 .

18 Mr. Webb moved the minutes be accepted as prepared, seconded by Mr. Cordell and
9 on unanimous voice vote the motion was carried.

11 REQUEST FOR BLOCK'PARTY, 10TH-11TH NO. "D" ST. - George Strate

13 Mr. George Strate, 7 .Howard Place, appeared to request barricading North 'TD"
14 Street between 10th and 1.1th on September 5, .1983 from 700 a.m. to 9:00 p.m.
15 for a .block party. There will be a patrol officer present. There are plans
16 for a .band and a pig roast. Lt. Ron Williams stated _he foresees' no traffic
17 problems.

. - 19 Mr. Cordell moved the request for the closing of 10th to llth Street on .North
- 20 "D".in_Richmond, Indiana on September 5, 1983 from 7 :00 a.m. to 9:00 p.m. be.
21 approved, seconded by Mr. Webb and on unanimous voice vote the motion was carried.

. 23 REPORT ON RAVINIA PARK ARCH Ruth Guthrie

25 Myron Hunt; 3115 S. E. Parkway and'Mrs. Ruth Guthrie, 3112 S. E. Parkway, appeared
26 with a report on the arch to the entrance of Ravinia Park which had been destroyed
27 by a motorist. They had appeared last April requesting reconstruction of the
28 arch which had been built in the. 1920's. Mr. Hunt presented the Board with two (2)
29 bids for reconstruction and a petition. from neighbors favoring the project.

31 Mr. Meredith. continued this item under. advisement for .one week and. requested the
III 32 city. attorney take the- sketch and bids on replacing the arch and. negotiate with
33 the insurance company and .bring -a'.report to the Board next week if at all possible.

35 REQUEST FOR' BLOCK PARTY, NO. '12TH & ."F" ST. - James Baker . .

37 Mr. James Baker, 1025 North "H"., appeared. on. behalf of the- Road Runners concerning
38 their ennual_ block party. They wish to barricade North 12th Street from "F" to
39 "G" and on North "G" from 12th to lath Streets ':pn-September 3, 1983 from 9:00 p.m.
40, to 2:00 a.m. There will. be music and dancing. Due to complaints last year, the •
41 music will be set up differently to prevent ,the noise from carrying. Officer
42 Mark -Smith recommends approval of the party and will be present. In discussion,
'43 Mr. Baker suggested changing the hours .to 8:00 pm. until 1 :00 a.m'.

. 45 Mr. Cordell moved the request forthe block party- of -North 12th from "F" to "G"
. 46 ' and-North-'G" from 12th to 13th streets be approved from 8:00 p.m. .September 3,
47 to 1:00 a.m. on September 4, 1983, 'seconded by Mr. Webb and on unanimous voice
48 vote the motion was carried. :

50 REQUEST ROADBLOCK. FOR CYSTIC FIBROSIS AT 18TH & MAIN —Jeff Hughes

52 Jeff Hughes, 4369 Westgate.Dr:., appeared -on behalf of the Jaycees to request a
53 roadblock to collect -for' Cystic Fibrosis on..Saturday, July '30 from 10:00 a.m.
' 54 to -4:00 p.m. at all corners of '18th and East Main with .a. rain date of August 13
55 from 10:00 to 4:00 p.m.: He .stated.::.traff.ic is :only approached as it is stopped.
56 for the traffic. lights. '•Mr-... Hughes said they have• signs which can be set up
III57 notifying oncoming traffic of the' collection point. Lt. Williams finds no traffic
58 problem with this:project.

60 Mr.. Webb moved 'the annual Cystic Fibrosis collection by the Jaycees at 18th and
61 Main between'the. hours of 10:00 a.m. and 4.:00 p.m. July 30 and with the date of
• 62 August 13_ as the rain date 'be. accepted, seconded by Mr. Cordell and on unanimous
63 voice vote the motion was carried.

• 3 Lt. Ron Williams stated the request to block the street completely has been
4 dropped. •The Gas Company will block only one-half of the street at a time to
5 allow traff.ic' at least. one' lane, and it will be monitored.

7 AWARD BID FOR POLICE CRUISERS

9 Major .Chestnut read the following' letter from .Chief. Chris.:.. .

11 I recommend the Board of Works accept .the bid of Orland. Park
. 12 Dodge and RV, Incorporation, 9401 West 143rd Street, Orland
13 Park, Illinois 40462, for Police vehicles.

15 It is further recommended that under their hid dated July 12,
16 1983,. 12 Dodge Diplomat , Salon four door sedans be purchased at
17 a price of $9,257.00 each. The expenditure would be $111,084.00
18 .
19 The vehicles meet bid specifications and represent low bid price.

21 Mr. Webb moved :the Board of Works award the police cruiser bid to Orland Park
22 Dodge and RV for: twelve (112) Dodge 'Diplomat four door sedans at a unit price of
23 $9,257. each and a total 'price of $111,084. , seconded by Mr. Cordell and on
24 unanimous voice vote the'motion was carried.

26 UTILITY AGREEMENT WITH GENERAL TELEPHONE FOR SO. "L". ---George Webb

28 Mr. Webb presented' a signed agreement •in conjunction With the South "L". Street -
29, project from.the 'General Telephone 'Co. Three (3) . agreements'have• been received,
30 which completes all but the water company. . :-This is .for phase II between South
31 23rd and the Elks Road and it has been.'reviewed by the City Attorney. Mr. Webb
32 recommended acceptance of the agreement.

34 Mr. Webb moved for approval of the subject agreement, seconded by Mr. Cordell
35 and on unanimous voic'e' vote5t-he motion was carried.

37 RECEIVE 'BIDS FOR RECONSTRUCTION OF N. W. 11TH STREET

39 City Attorney Ed Anderson' examined proof ,of publication and found it to be in
40 order. Mr. Webb .moved th'e'proof be accepted and placed on file, seconded by Mr.
41 Cordell and on unanimous voice vote the motion was carried.
