RESOLUTION NO. 22-9988
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, DIRECTING THE
INTERIM CITY MANAGER, DARVIN WILLIAMS, TO SEEK
FUNDING OPPORTUNITIES, INCLUDING
PARTNERSHIPS AND ESTABLISH AN ANNUAL
MOORISH ARTS AND CULTURAL FESTIVAL FOR A
RECOMMENDED PRELIMINARY BUDGETED AMOUNT
OF $50,000.00 FOR THE FY 2023 BUDGET; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Opa-Locka ("City
Commission") desires to highlight its reemergence as a preeminent South Florida
community by, in part, establishing an annual festival utilizing the City's Moorish
design heritage to allow visitors to experience an environment markedly different
from other municipalities; and
WHEREAS, the City of Opa-Locka ("City") is exploring ways to bring a more
positive image to the City and allow for a successful festival to take place that will
serve to create a positive image by offering a high level of enjoyment for residents
and visitors; and
WHEREAS, by highlighting the City's Moorish Design heritage, the City is
seeking a greater level of engagement from the business community and sees a
festival as a way to support local businesses and also incentivize new businesses to
invest within the City; and
WHEREAS, the City Commission hereby directs the Interim City Manager to
seek funding opportunities, including partnerships to establish an annual Moorish
Arts and Cultural Festival, utilizing the City's Moorish design heritage; and
WHEREAS, the Interim City Manager estimates that the cost of annual
Moorish Arts and Cultural Festival will be approximately $50,000.00.

WHEREAS, the Interim City Manager is hereby required to produce a
detailed budget to the City Commission with a specific plan of action for an annual
Moorish Arts and Cultural Festival to the City Commission within ninety (90) days
from the approval of this Resolution.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA LOCKA, FLORIDA:

Recitals. The recitals to the preamble herein are incorporated
Section 2. Directing Interim City Manager. The City Commission hereby
directs Interim City Manager, Darvin Williams, to seek funding opportunities,
including partnerships, for the establishment of an annual Moorish Arts and
Cultural Festival. The Interim City Manager is further required to produce a
detailed budget to the City Commission within ninety (90) days from the approval
of this Resolution showing a specific plan of action for the establishment of an
annual Moorish Arts and Cultural Festival within the City.
Section 3. Scrivener's Errors.
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors which do not affect the intent may be authorized by the Interim
City Manager, following review by the City Attorney, without the need for public
hearing, by filing a corrected copy of same with the City Clerk.
Section 4. Effective Date. This Resolution shall be effective immediately.

Staff Summary:
The City of Opa-locka is making major progress on its road to recovery and needs to take actions which
highlight its reemergence as a preeminent South Florida community. One manner by which the City can be
brought to the attention of the world is to establish an annual festival utilizing the City's Moorish design
heritage to allow visitors to experience an environment markedly different from elsewhere. A successful
