BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, JUNE 30, 1983
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in
2 regular session June 30, 1.983 at the hour of 9:00 _a.m. in. the. Municipal Building
3 in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb present. The
4 following business was had, to-wit:

6 APPROVAL OF MINUTES OF JUNE 23, 1983

II/ 8 Mr. Webb moved the minutes of the previous meeting be approved and placed on file
9 as prepared,seconded by Mr. Cordell and on unanimous voice vote the motion was
10 carried.

12 REPORT ON UNSAFE BUILDING HEARINGS - Charles Roberts
13 24 River Court , 'so

15 Building Commissioner Charles Roberts stated he has been in contact this past
16 week with Mrs. Lockaby and the building at 24 River Court is almost ready to
17 re-rent. He is expecting to make final inspection this week.

19 1516 South 4th Street

21 Mr. Roberts stated the owner never received copies of the certified letters;
221 however, Mr. Ellison did come in. He is going to tear down the structure. . There
23 is concern in the neighborhood about rats and cockroaches and the area will be
24 exterminated.

26 REPORT ON JUNK VEHICLE HEARING FOR 1516 SOUTH 4TH - Dennis Bronston

28 The Clerk read a letter from Zoning Administrator John- D. Bronston advising, the
29 Board that the, inoperable vehicle located at 1516 .South 4th Street has been re-
30 moved from the property by the owner, Donald Ellison. .

III 32 Mr. Webb moved that the order to remove a junk vehicle at 1516 South 4th Street
33 be voided, seconded by Mr. Cordell and on unanimous voice vote the motion was
34 carried.

36 SET BID DATE FOR CONSTRUCTION OF N. W. 11TH - George Webb
37 -
38 City Engineer George Webb requested a bid date be set for the complete recon-
39 struction of N. W. llth'from N. W. "L" Street to Rich Road for July 21, 1983
40 at 10:00 a.m. He noted the advertisement will be run July 4, July 11 and
41 July 18 under federal regulations. There will be a pre-bid meeting for July
42 15 with the bid hopefully awarded on July 28. He noted Mr. Bob Goodwin, Director
43 of City Planning is preparing the specs.

45 Mr. Meredith set July 21 at 10:00 a.m. to receive bids for construction of N.
46 W. 11th.

48 DRIVEWAY PETITION FOR RICHMOND SENIOR HIGH SCHOOL - George Webb

50 Mr. Webb noted, as part of the reconstruction at Richmond High School, they are
51 closing the south end of S. W. 1st at "D" Street and are requesting constructing
52 a new drive east of that location. The petition has the approval of Traffic,
53 Planning and the Engineering Department. .

55 Mr. Webb moved for approval of the subject driveway petition for the Richmond
56 High School construction, seconded by Mr. Cordell and on unanimous voice vote
57 the motion was carried.

59 STREET LIGHT REQUEST FOR PARKDALE DRIVE & OAK PARK DRIVE

61 Mr. Raj Roa, RP&L Chief Electrical Engineer, stated the Street Light Committee
62 has approved' two street lights on Parkdale Drive and Oak Park Drive. This com-
63 pletes theā¢ lighting in this area. The two (2) lights will be 100 watt sodium
64 ornamental.' The total cost will be $11.08 per month for the two (2) lights.

66 Mr. Webb moved for approval of the subject request, seconded by Mr. Cordell and
67 on unanimous voice vote the motion was carried.

1 CONTINUATION OF PUBLIC HEARING ON PROPERTY ON NORTH 17TH STREET

3 Mr. Meredith stated several weeks ago the Board held a public hearing on property
4 on North 17th Street and the question arose as to the true ownership of the bridge.
5 Mr. Anderson checked and entered Ordinance No. 83-4 passed by the Wayne County
6 Commissioners which satisfies the'.question' of the ownership of the bridge. Mr.
7 Anderson read a portion of the ordinance as follows: "The Board of Commissioners
8 of Wayne County, Indiana, based upon investigation determine that no evidence of
9 ownership in North 17th Street bridge located in Richmond, Indiana has been found;
10 no Wayne County monies have been expended on said bridge for a period exceeding 27
11 years and the concrete structure has no value for salvage.

13 Be it further ordained that Wayne County transfers and releases any interest that
14 it may have in the North 17th Street bridge to the City of Richmond, Indiana."
15 This ordinance satisfies that the ownership goes to the City of Richmond and the
16 bridge can be sold as a part of the real estate under consideration.

18 Mr. Meredith closed the public hearing on the property that the city is desiring
19 to sell on North 17th Street., which is basically from the south end of the bridge
20 through the right-of-way and including the property at the top of the hill that
21 fronts on New Paris Pike.

23 Mr. Anderson noted it would be in order for the Board to make a recommendation in
24 the form of a motion or resolution to submit to the Mayor.

26 Mr. Webb moved that the Board recommend to the Mayor of Richmond that the so-called
27 property known as North 17th Street running from approximately the bridge to New
28 Paris Pike be sold, seconded by Mr. Cordell. It was noted this is from the south
29 end of the bridge to New Paris as per the legal description. On unanimous voice
30 vote the motion was carried.

32 If approved by the Mayor, this matter comes back to the Board for them to advertise
33 and sell.

35 UTILITY AGREEMENT FOR SOUTH "L" FROM.RP&L

37 Mr. Webb presented. a utility agreement from RP&L. in conjunction with the construc-
38 tion of South "L" from 23rd to 1 mile west of Garwood. Mr. Anderson has reviewed it
39 and finds it in order as to legality and form.

41 Mr. Webb moved that the Board of Public Works and Safety accept the utility agree-
42 ment from RP&L, seconded by Mr. Cordell and on unanimous voice vote the motion was
43 carried.

45 REQUEST TO MOVE POLE FOR TRAFFIC SIGNAL AT N. W. 5TH & RICHMOND AVENUE - Capt.
46 Wogoman

48 Traffic Capt. Dan Wogoman stated the traffic signal mast arm pole setting on the
49 northeast corner of N. W. 5th & Richmond Avenue sets on the curb line and has been
50 hit many times. The lane lines of the intersection have been reworked. He re-
51 quested that this signal pole be moved to the east, which would be three to four
52 feet back on the sidewalk to try to eliminate the possibility of its being hit. A
53 new pole is ready to be installed and he requested the Board send RP&L a letter of
54 approval for the movement of this pole.

56" ..,:Mr. _Cordell- moved::: permission be given to move the pole for the traffic signal at
57 N. W. 5th & Richmond Avenue from its present location east about four feet, second-
58 ed by Mr. Webb and on unanimous voice vote the motion was carried.

60 REQUEST TO CLOSE STREET FOR BLOCK PARTY - Mary Lou Binnig

62 Ms. Mary Lou Binnig, 1697 Idlewild Drive, representing the residents in the neigh-
63 borhood, requested closing of Idlewild Drive from Mikan to Capri from 10:00"a.m.
64 to 8:00 p.m. on Sunday, July 3 and Sunday, September 4 for a block party. Capt.
65 Wogoman stated there is no problem.

67 Mr. Webb moved the subject request be approved, seconded by Mr. Cordell and on
68 unanimous voice vote the motion was carried.

1 SPECS APPROVAL FOR N. W. 11TH CONSTRUCTION

3 Mr. Goodwin delivered the specs for the reconstruction of N. W. 11th
4 Street. Mr. Webb noted they are certified by the design engineer, Jacob-
5 Maze & Associates, who did the design for the Economic Growth Group.

7 Mr. Webb moved for approval of the specifications for the reconstruction
II/ 8 of N. W. 11th from N. W. "L" to Riche.Road, seconded by Mr. Cordell and
9 on unanimous voice vote the motion was carried.

11 C&O RAILROAD CROSSING RECONSTRUCTION

13 Capt. Wogoman announced the C&O Railroad will be starting Tuesday, July 5
14 to reconstruct the railroad crossings on South 6th Street south of "G" and
15 on South "G" Street. The work will take approximately one (1) week:and
16 traffic will be closed.

18 INDIANA HIGHWAY DEPARTMENT TO MAKE REPAIRS ON I-70 OVER U.S. 40
19
20 Mr. Webb reported the_Indiana Department of Highways will be making emer-
21 gency repairs on I-70 over U.S. 40. They will be receiving bids on July 6,
22 1983 and the work will start soon after.
