BOARD OF PUBLIC WORKS AND SAFETY OF-THE
CITY OF RICHMOND, INDIANA, MAY 19, 1983
1 The Board of Public Works and. Safety of the City of Richmond, Indiana, met
2 in regular session May 19, 1983 at the hour of 9:00 a.m. in the Municipal
3 Building of said City. Mr. Webb presided with Mr. Cordell present. Absent:
4 Mr. Meredith. The following business was had, to-wit:

6 APPROVAL OF MINUTES OF MAY 5, 1983

8 Mr. Cordell moved the minutes be approved as prepared and placed on file,
9 seconded by Mr. Webb and on unanimous voice vote the motion was carried.

11 ROSE CITY GRAND PRIX RAIN DATE - Jeff Hughes
12
13 Mr. Jeff Hughes, 4369 Westgate Dr. , Community Development Director for the
14. Jaycees, appeared regarding .the July 3rd Amateur Race. He requested a rain
15 date of July 10th with the same hours of 7:00 a.m. to 3:30 p.m. He stated
16 the July 4 Pro Race will remain on that date - rain or shine.

18 Mr. Cordell moved that the rain date for the Rose City Grand Prix be set for
19 July 10, 1983 and the Pro Race to remain on the 4th, seconded by Mr. Webb and
20 on unanimous voice vote the motion was carried.

22 APPOINTMENT OF RESERVE OFFICER - Chief Chris

24 Chief of Police Charles Chris read the following letter to the Board:

26 I recommend that Larry L. Walton be accepted as a duly quali-
27 fied Richmond Police Department Reserve Officer and sworn as
28 such.
29
30 The above individual has successfully completed the Reserve
31 Training Program. As .a Richmond Police Department Reserve
32 Officer he will have full police powers within the boundaries
33 of the City of Richmond and during the hours of assignment as
34 approved by the Chief of Police, City of Richmond.

36 Effective May 19, 1983.

38 Chief Chris noted that. Larry Walton had previously been a regular officer in the
39 Police Department so the Reserve Training Program was waived in lieu of his full
40 time police qualifications.

42 Mr. Webb moved the subject request to make Larry L. Walton a Reserve Officer be
43 approved, seconded by Mr. Cordell and on unanimous voice vote the motion was
44 carried.

46 The oath was administered .to Mr. Walton.

48 TRAFFIC DEPARTMENT - Dan Wogoman
49 "No Parking" signs on brick at Court House
50
51 Capt. Wogoman requested they be allowed to place four. (4) "No Parking Anytime"
52 signs, which would be two (2) on each side, in the first block of South 4th St. ,
53 in front of the Court House and the Court House Annex in the crosswalk brick
54 area. It is being used more frequently for parking even though it is marked,
55 but is not signed adequately for good enforcement. The County Commissioners
56 concur with the recommendation.

111 58 Mr. Cordell moved that "No Parking" signs, four (4) of them, two (2) on each
59 side of the street, be placed on the bricks between the Court House and the
60 Annex, seconded by Mr. Webb and on unanimous voice vote the motion was carried.

62 Proposal to remove traffic signal - S. W. 16th & National Road West
63
64 Capt. Wogoman told the Board of a proposal from the State Highway to remove the
65 signal as it does not meet warrants; however, approximately forty (40) school
66 children cross at that location twice daily and there are no cross walks on the
67 south side of National. If removed, it might slow traffic a bit, but it also
68 might create a racetrack.

1 Chief Chris concurred that in this case, where there are primary children
2 crossing at peak times nine months of the year, the Department would be opposed
3 to the removal of the signal.

5 Capt. Wogoman is to prepare a cover letter to accompany a copy of the minutes
6 of the Board to be sent to the State Highway Department. Capt. Wogoman said
7 he believes the accompanying form is to be returned unsigned if the request is
8 unacceptable.

10 Mr. Webb recommended we not endorse the request to remove the light and go on
11 record in favor of keeping the light because of •'.pedestr.i-an=traffic and the
12 lack of advantageous crossings in the area, especially 18th and National Road.

14 Mr. Cordell made a motion that we send them a copy with a cover letter outlining
15 the reasons, the letter to be sent to the Indiana Department of Highways, 100
16 North Senate Av. , Indianapolis, and also a copy to the Greenfield District
17 Office, seconded by Mr. Webb and on unanimous voice vote the motion was carried.

19 Mr. Webb instructed the clerk to hold the letter until a cover letter is received
20 from Capt. Wogoman and the minutes and to return the forms unsigned.

22 DRIVEWAY PETITIONS - George Webb
23 1304 N. W. 5th Street

25 City Engineer George Webb stated that the request from Ivan Foust is for a new
26 business at 1304 N. W. 5th. It has been reviewed by the Engineering and Traffic
27 Departments and they recommend approval. The location is off N. W. "L" and
28 slightly west of N. W. 5th. Mr. Webb recommended approval of the subject request.

30 Mr. Cordell moved the twenty -footd (20•'.); drive be made at N. W. "L" just off N.
31 W. 5th St. at 1304 N. W. 5th, seconded by Mr. Webb and on unanimous voice vote
32 the motion was carried. -

36 Mr. Webb said the driveway petition is for the Mt. Olive Baptist Church which
37 is presently under construction. This has been reviewed by the Engineering and
38 Traffic Departments and they recommend approval.

40 Mr. Cordell moved for approval of the driveway at 11.08 N. "H" St. , seconded by
41 Mr. Webb and on unanimous voice vote the motion was carried.

43 REQUEST FOR BLOCK PARTY

45 Capt. Wogoman read the following letter addressed to the Board of Works from
46 Officer .Shoemaker:

48 We, the neighbors of S. W. 4th St. , are planning another block party
49 this year, which would fall on Friday, June 10, 1983. We request to
50 block the 300 block of S. W. 4th St. from S. W. "C" St. off to S. W.
51 "D" St. , from 5:00 p.m. to 10:30 p.m. on the above date.

53 I myself will be there for safety and to see that the barricades are
54 removed at 10:30. Thank you for your time and cooperation.

56 Mr. Cordell- moved .-we block the street in the 300 block of S. W. 4th St. , between
57 the hours of 5:00 to 10:30 p.m. on June 10th, seconded by Mr. Webb and on
58 unanimous voice vote the motion was carried.
