BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, MAY 5, 1983
1 The Board of Public Works and Safety of the City of Richmond, Indiana,- met
2 in regular session May 5, 1983 at the hour:. of 9:00 a.m. in the Municipal
3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb
4 present. The following business was had, to-wit:

8 Mr. Webb moved the minutes be approved as prepared and placed on file, seconded
9 by Mr. Cordell and on unanimous voice vote the motion was carried.

11 REPORT ON NEIGHBORHOOD FOOT PATROL PROGRAM - Chief Chris and Capt. Sanford
12
13 Police Chief Charles Chris identified the officers who went to Flint to observe
14 their neighborhood foot patrol program and also identified the districts where
15 our patrolmen will be used. Two (2) areas through the center of town have been
16 divided into districts. One area is Main Street south to "L" from 9th to 16th
17 Streets, subdivided at "E" with an officer assigned to each of the two (2)
18 squares. There will be a third officer assisting who will be ready to move into
19 another area. The second area is Main Street north to the river and 9th to 16th
20 Streets with "E" being the divider. There will be an office serving each dis-
21 trict having a telephone and other services. The office for the southern district
22 will be in SWAC House with the northern office location yet to be selected.
23 Capt. Steve Sanford will be in charge of the program with Lt. John Lantz the
24 field supervisor. Officers engaged in the program are Tim Tyler, Dale Sharits,
25 Mark Smith, Kris Walski, Terry Hopkins and Harl Boyce. The program will start
26 Monday, May 16.

28 Capt. Sanford stated people have an idea what a working officer is, but in
29 Flint the concept is to have a police officer who can meet with people on a
30 one-on-one basis and provide them information, lead neighborhood watch pro-
31 grams, family troubles involving juvenile delinquents and marital assistance
32 within the city free of charge. The officers here are going to parallel these
III 33 lines. They will knock on doors and introduce themselves tothe residents
34 explaining what their job function will be and what they are not going to do
35 trying to put crime prevention back on the homeowner. Capt. Sanford noted
36 this is the best program he has heard of in many years. Flint was totally
37 against the Police Department before the implementation of the foot patrol
38 but the response has been tremendous. ' The Richmond officers walking with the
39 Flint officers were impressed with the rapport between the citizenry and
40 "their" officer. Negative attitudes were minimal. The walking patrol is
41 looked upon as an information gathering unit. Flint is a self-supporting tax
42 base program as the community voted a levy to support the program. Chief Chris
43 noted, to his knowledge, this is the first community in Indiana to have a
44 Neighborhood Foot Patrol program.

46 Mayor Cliff Dickman commended the Police Department for taking this step. The
47 times dictate the activities of the Police Department in a community. We should
48 assist the citizens and they assist us in crime prevention.

50 U/A REQUEST FOR CLOSING SOUTH "A" STREET BETWEEN 22ND AND 23RD STREETS

52 Mr. Meredith stated he has received letters from school officials encouraging
53 consideration of the request to close South "4" between 22nd and 23rd Streets
54 during school hours. He has also received several calls from residents in the
55 area opposing the request.

111 57 Traffic Capt. Dan Wogoman presented the following letter :

59 The Department of Traffic Safety has had the 2200 Block of South
60 "A" Street under close examination on several occasions during the
61 previous two weeks. This action has resulted in the following
62 observations:

64 -- The area is heavily traveled both east and west
65 bound with an average of 42 (fourty-two) vehicles
66 in a 15 minute period.

68 -- There is a degree of traffic congestion during the
69 morning and afternoon's arrival and departure of
70 students, buses, and parents.

1 Please'be aware that we are concerned with the protection and safety of the
2 students in this area. It is our opinion, however, that the students at
3 Test Jr. High are of the age that they should take some responsibility
4 upon themselves when crossing the street; and that the school should bear
5 some responsibility to see that the students cross the street in a proper
6 manner. Further consideration is that the law is clear in that motorists
7 must yield to pedestrians when in a properly marked crosswalk, this area
8 being so marked with a crosswalk, signs, and markings.

10 Area response to the proposed blocking of this street has not been favor-
11 able. It is also the consensus of our Department that barricading this
12 street with a chain would pose a serious traffic hazard.

14 Re; The proposal was to block for. a "short time" changing traffic patterns
15 causing congestion in other areas,. ie: South 22nd and South 23rd Streets.
16 This would be an even greater hazard causing considerable confusion to the
17 motorist.

19 Therefore, having assessed the matter of safety pertaining to both student
20 and driver, it is recommended that the request to barricade the 2200 block
21 of South "A" Street be denied. It is further recommended that the four
22 steel posts and chains thereon be removed.

29 Mr. Webb moved that the request to close South "A" between 22nd and 23rd be
30 denied, seconded by Mr. Cordell and on unanimous voice vote the motion was
31 carried.

33 Mr. Cordell moved that the four (4) steel posts and chains be removed from the
34 "A" Street area, seconded by Mr. Webb and on unanimous voice vote the motion
35 was carried.

37 The Clerk is to send a copy of Capt. Wogoman's letter and the decision of the
38 Board to Mr. Mangus.

40 RESCHEDULE RIDE-A-BIKE REQUEST FOR RETARDED CHILDREN TO MAY 15

42 Ride-A-Bike was originally set for May 1, but due to rain, the request is set
43 for rescheduling for May 15.

45 Mr. Webb moved that the Ride-A-Bike request for retarded children be rescheduled
46 for May 15, seconded by Mr. Cordell and on unanimous voice vote the motion was
47 carried.

51 Mr. Meredith was notified by the Richmond Rose Festival Committee that they
52 have found another location, so the request has been withdrawn.

54 MILLER CAFETERIA DRIVEWAY PETITION

56 Mr.. Webb presented a petition from Miller Corporation for two (2) driveway cuts
57 on S. W. 1st. The request has been checked by Planning, Engineering and Traffic.
58 The request is subject to State Highway approval. .

60 Mr. Webb moved that the subject driveway petition be approved, seconded by Mr.
61 Cordell and on unanimous voice vote the motion was carried.

63 BUREAU OF BUILDINGS MONTHLY REPORT

65 Mr. Webb moved that the Bureau of Buildings report for April be accepted and
66 filed, seconded by Mr. Cordell and on unanimous voice vote the motion was
67 carried.

3 Mr. Webb moved that the monthly report for. April for. Radio Maintenance
4 be approved and placed on file, seconded. by Mr. Cordell and on unanimous

7 CANCELLATION OF BOARD OF WORKS MEETING FOR MAY 12, 1983

9 Mr. Meredith announced that there will not be a quorum present for the
10 Board of Works meeting for May 12, 1983; therefore, the meeting is
11 cancelled.
