City of Richmond, Indiana, met 2 in regular session April 21, 1983 at the hour of 9:.00 a.m. in the .Municipal 3 Building in said City. Mr., Meredith presided with. Mr. Cordell and Mr. Webb 4 present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF APRIL 14, 1983 . 111 .7 8 Mr. Cordell moved to .approve the minutes of April 14, 1983 as prepared, 9 seconded by -Mr. Webb 'and on unanimous voice vote the motion was .carried. 10 _ . 11 REQUEST FOR ROAD BLOCKS BY ARMY RESERVE FOR CANCER BUCKET BRIGADE - Jim Wagers 12 : 13 Jim Wagers, .718 Henley Road; said the American Cancer Society .is_ requesting the 14 date of June 4 from 10:00 a.m. to 2:00 p.m. for the Bucket Brigade at three (3) 15 locations: 18th & East Main, 5th. & West .Main and at..East ,40 at the entrance to 16 K-Mart Shopping _Plaza. He .mentioned the volunteers will. have posters- and will 17 be very prominent , The Board expressed concern about the location on East 40 18 and suggested the'.Army Reserve contact K-Mart for permission to use their lot. 19 20 Mr. Cordell moved the request .for a road block from the Army Reserve for ,a 21 Cancer Bucket Brigade on -June 4, 1983 from 10:00 a.m. to 2:00. p.m. be approved 22 for 18th & East Main and 5th & West Main_only, seconded by Mr. Webb and on 23 unanimous voice vote the motion-was carried. 24 25 ROSE FESTIVAL TEN KILOMETER ROAD RUN REQUEST - Joe Parker. 26 . 27 Joe Parker, 308 Earlham Dr. , showed the Board a map and said. the course for the 28 run will be basically the same as last year's. They will begin and finish in 29 the Glen Miller Park at' shelter house #4, wind through the Park and the Glen 30 ' Hills area. The race will be on June 25 at 9:00 a.m. They hope to have just 31 over the 247 runners they had last year:- - III 32 33 Mr. Webb moved the Ten Kilometer Road Run for Saturday,- June 25- at 9:00 a.m. be 34 approved as presented, seconded by Mr. Cordell and on unanimous voice vote the 35 motion was 'carried. 36 • 37 . Mr. Parker told the .Board that the entry forms are left at other races through- 38 out the country and the race must bring about. 200 people in from other places 39 •plus last year there was- one woman from Virginia. . 40 41 • CONTRACT WITH JBI, INC. FOR LITTER RECEPTACLES 42 43 . Last year was .the first year we entered. into contract. with JBI in which they ' 44 furnished twenty (20) receptacles. City Controller Don Meredith said they are 45 located mostly in the. downtown .area..and they are responsible for the maintenance 46 and location. Basically we give permission to use the city streets and their 47 income -is from advertising on the receptacles. . • 48 . . . . . 49 ' Mr. Webb moved for-approval of the contract with JBI; Inc. for the litter 50 ' receptacles, seconded by Mr. Cordell and on unanimous voice vote the motion 51 was carried. 52 53 REQUEST FOR STREET LIGHTS ON SOUTH "C" STREET AND. SOUTH "C" COURT 54 55 City Engineer George Webb stated the Board has received a request from the 56 ' Street Light 'Committee for five (5) .100-watt sodium lights on South "C" and 111 57 South "C" Court. He presented a letter from the Chairman of the Street Light 58 Committee and a .petition from the residents of the eleven (11) homes in the 59 ' area. He recommended approval with the exception of a few minor changes in . 60 the positions of the lights. • 61 62 Mr. Webb moved the subject street light request be approved as amended, secon- . 63 ded by Mr. Cordell and on unanimous voice vote the motion was carried. 64 65 Mr. Webb: added that the cost to the city is .$4.54 per month per light. Board of Works Minutes Cont'd. April 21, 1983 Page 2 1 DRAINAGE EASEMENT FROM JUERLING BEVERAGE FOR N. W. 11TH ST PROJECT - George Webb 2 3 Mr. Webb presented the drainage easement instrument from Juerling ..Beverage Co. 4 for the deeding of an area for drainage in the N. W. 11th Street area. This is 5 the fourth and last easement for the project. The City Attorney has reviewed 6 the easement and has recommended the Board of Works accept the agreement. 7 8 Mr. Webb moved the easement from Juerling Beverage Corporation be accepted by the 9 Board of Public Works and Safety, seconded by Mr. Cordell and on unanimous voice 10 vote the motion was carried. 11 12 GENERAL TELEPHONE CO. AGREEMENT 13 14 Mr. Webb presented an agreement from the General Telephone Company which is also 15 a part of the reconstruction of N. W. llth St. 16 17 Mr. Webb moved that the utility agreement from the General Telephone Co. be 18 accepted'; seconded by Mr. Cordell and on unanimous voice vote the motion was carried. 19 . 20 PROGRESS REPORT ON NEIGHBORHOOD FOOT PATROL - Chief Chris 21 22 Police Chief Charles Chris reported that they have researched some areas and have 23 pretty well defined some areas in which they will serve. There are seven (7) 24 officers who are interested in this type of foot patrol program and on May 3 and 4 25 they will be in Flint, Michigan for a "hands on" training program in which they 26 will be, in the field with experienced officers. That knowledge will then be given 27 to the officers here. We hope that about the middle of May they will be in the 28 selected area andhave direct contact with residents. 29 30 LETTER FROM INDIANA DEPARTMENT OF HIGHWAYS 31 32 City Engineer George Webb read the following letter: 33 34 Gentlemen: 35 , - 36 This is to advise you that the Indiana Department of Highways has 37 accepted the completed construction under Contract T-13237, Project 38 MG-00C(87) , and released the contractor from further maintenance 39 responsibility as of February.. 28, 1983. 40 41 This project was constructed on various city streets under the super- 42 vision of the Indiana Department of Highways, as an agent of the 43 Federal Government. Under the provisions of the Agreement between 44 the State of Indiana and the City of Richmond for Project MG-000C(87) , 45, the streets, and the improvements involved, now revert to the City of 46 Richmond for .proper,ma'intenance. - 47 . 48. He'-said_:.we have fifty one (51) signals at a total cost of approximately $1,313,000. 49 Traffic Capt. Wogoman stated that citizens are concerned with the timing on 50 North & South "A" Streets. They are timed per the contract, but we are in the 51 process of changing them closer to 30 mph the way it was and inserting the "all 52 phase red signal" as before. 53 - 54 POLITICAL SIGNS ON RIGHT OF WAY 55 56 City Controller Don, Meredith reminded citizens and the candidates that it is a 57 violation of the city ordinances to post signs in the city right-of-way.. 58 59 ADJOURNMENT 60 61 There being no further business on motion duly made, seconded and passed the 62 meeting was adjourned. 63 64 Donald E.
