1 The Board of Public Works and Safety. of the City of Richmond, Indiana, met
2 in regular session April, 14,. 1983. at the .hour of 9:00 a.m. in .the Municipal
3 Building in said..City. Mr. Meredith presided with .Mr.. 'Cordell and Mr. Webb
4 present. The following business .was had, to-wit:

8 Mr. Cordell moved to approve the minutes of April 7, 1983 as prepared, seconded
9 by Mr. Webb and on unanimous voice:vote 'the motion was carried.

13 • Mr.. Meredith welcomed the fifth-grade students from Crestdale School who were
14 visiting the Board of Public Works: .

16 REQUEST TO HOLD LIONS CLUB FLEA MARKET

18 Raleigh Carmichael; 1631 Chester Blvd. , CO-chairman of the Lions Club Flea
19 Market, appeared to request the use of the downtown Parking Garage Sunday,
20 July 17th from 5:00 a.m." and plan to have it cleaned up by .9.:00 p.m. Bill
21 Davis, Street Department Superintendent, stated he. .sees no .problem with the
22 .request: City Attorney Ed Anderson suggested they check their insurance
23 regarding liability or a save harmless agreement.

25 Mr. Webb moved that the request of the Lions Club to use the parking garage
' 26 on July 17 between the hours of 5:00 a.m. to 9:00 p.m -be approved .subject to
27 _execution of the hold harmless agreement and the proof of insurance, seconded
• 28 by Mr. Cordell and on unanimous voice. .vote_the motion .was carried.

31 REQUEST FOR "RIDE A BIKE" FOR RETARDED CHILDREN - Carolyn Robson

III33 Carolyn Robson, 1682 S. •W. .39th- St. , appeared to request permission to hold a
34 "Ride a. Bike" fund raiser on May 1.:from 1 :00 to 4:00 p.m. for the retarded
35 - citizens of Wayne County and Green Acres. She presented the Board with an
•-- 6 outline of- the -route which, will be-used. About half the route is in the city
37 and half in the county. They-.expect about 200-300 riders on a staggered basis.
38 Capt. Wogoman stated they would be -furnishing assistance with traffic at the
39 beginning of the ride. -

41 Mr.- Webb moved that the Richmond Association of Classroom Teachers be given
42 permission- to hold a Ride-a-Bike- for retarded personsof Wayne County on
43 May 1, 1983 between the hours of 1 to 4:00 p.m. and the Police Department be. •
44 • given permission-to use. officers at the discretion of the Traffic Department .
45 as required, seconded by Mr. Cordell and on unanimous voice vote the motion
46 was carried.

48 REQUEST PERMISSION TO ERECT ROSE FESTIVAL SIGNS

,50 The Clerk read the following letter received by, the.. Board of Public Works:

52 Richmond Area Rose 'Festival, Inc. , .does hereby request permission
53 , • • to place "Welcome Rose Festival" signs,. Rose Festival Flags, and
54 'American Flags, along-the-.designated Rose' Parade route of 22nd and
55 East Main to 16th and East Main, .North "A" Street to North 16th
56 ',Street and :"A" Street, and North 16th and "A" Street to. North 10th

1 Street Department Superintendent Bill Davis stated the department supplies
2 some of the banding apparatus.

4 Mr. Webb moved. the Rose Festival Committee be given permission to erect Rose
5 Festival signs between June 6 and July 1, 1983, seconded by Mr. Cordell and
• 6 on unanimous voice vote the motion was carried.

8 REMOVAL OF -STREET LIGHT IN ALLEY BETWEEN SO. 5th & 6th

10 Mr. Webb stated they had received a letter from RP&L to remove a street .
11 light. sign between:5th & 6th on the south service drive to accoModate the
12 construction of the Wayne Bank & Trust Co. The alley has been previously
13 vacated and the light serves no purpose. . Mr. Webb recommended the request
14 be approved.

16 Mr. Webb moved the street light between 5th & -6th on the south service drive in
17 the previously vacated alley be .removed, seconded. by Mr. Cordell and on •
18 unanimous voice vote. the-motion was carried.

20 DRAINAGE EASEMENT - N. W. ' llth St.

• 22 Mr. . Webb stated they received as request for a drainage easement from Alcoa for
23 construction of a drainage ditch on N. W. 11th between Rich Road and part of
24 Sheridan Street. •

26 City Attorney Ed Anderson .has reviewed the easement and found it in order as to
27 form and legality with a few exceptions, noting it needs the name of a pre-
28 parer and spaces for signatures of the Mayor, Board members and a notary.

30 Mr. Webb moved that the drainage easement from Alcoa for construction of a
31 630' drainage-ditch- on N. W. llth St. be accepted by the Board of Works subject
'32 to the, City Attorney's reference to ackñbwIdgemen ' signatures of acceptance and
33 the .required statement necessary before recording,. seconded by Mr. Cordell and
34 on unanimous voice vote the motion was carried.

36 DRIVEWAY PETITION - 409 Pine Trace Lane

38 Mr. Webb stated the request for the driveway petition has been reviewed by
39 the Planning, Traffic and•Engineering Departments and all recommend approval.

41 Mr. Webb moved the subject driveway petition be approved, seconded by Mr.
42 Cordell and on unanimous voice vote the motion was carried.

44 REQUEST FOR EVENING OPTIMIST CLUB MARCH - Wogoman

46 Capt. Dan Wogoman commented that the march is in, connection with the Evening
47 Optimist Little League. ceremonies on May 22 -which will start at approximately
48 12:30. They will march from 7th &' Peacock to the ball park at 13th and Peacock.
49 A :,'front and rear escort will be provided.

51 Mr. Cordell moved. , the request for the Evening Optimist Club march on May 22.,
52 be approved, seconded by Mr. Webb and on unanimous voice vote the motion was

55 RESOLUTION TO DISPOSE OF OBSOLETE- ITEMS •

57 Resolution No. ..3--1983 was 'submitted to the Board and Mr. Meredith explained
58 that the Street Department. has. some obsolete equipment to dispose of. and the
59 Wayne County Highway Department has-requested three. (3) of the items: ..two ' (2)
60 ' leaf collectors for.which they will pay.$100. each and a slurry seal box .at
61 $150. In order to.meet the statutory requirements, we must have an enabling
62 resolution from 'the Board of Works and then presented to the Wayne County
• 63 Commissioners accepting this before we can sell between governmental units. •

65 Bill Davis stated there was nothing in the' active inventory the•-S•treet'•Depart-
66 merit can use and the motors are not in good shape. The' county does have
67 machinery they can use it on, which is the reason for the sale.

1 Mr. Webb moved that Resolution No. 3-1983 be adopted, seconded by Mr.
2 Cordell and on unanimous voice-vote the motion was. carried.

4 CONTINUED: CLOSING OF SO. "A" BETWEEN 22ND & 23RD.

6 Capt. Wogoman reported he has surveyed the area by Test School several times
7 this -Week, but due to the .recent inclement weather, there has been little
8 crossing by. the students. The street is heavily traveled with about 40-45
9 cars per 15 or 20 minute period. He recommended continuing until better
10 weather when we can get a true pictre"of the crossings. Mr. Meredith stated
11 this item would be continued under advisement.
