HomeMy Public PortalAbout04-07-1983 /7, • BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY QF RICHMOND, INDIANA, APRIL 7, 1983 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session April 7, 1983 at the hour of 9:00 a.m. in the Municipal 3 Building in said .City. Mr. Meredith presided with Mr. Cordell and Mr. Webb 4 present. The following business was had, to- wit: 5 _ 6 APPROVAL OF MINUTES OF MARCH 31, 1983 • III 7 8 Mr. Cordell moved to approve the.minutes of March 31, 1983 as prepared, 9 seconded. by Mr. Webb and on unanimous voice vote the motion was carried. 10 . 11 REQUEST TO BARRICADE SOUTH "A" _BETWEEN 22ND AND 23RD - Thomas Mangas 12. . , . 13 President of Test Junior High School Student Body Thomas Mangas appeared 14 stating a safety problem at the school. In the morning and evening students. 15 are delivered and picked up by parents on South "A" Street causing a traffic 16 hazard which threatens'. .the safety of the students. Also, cars pass school 17 busses loading and unloading students. Students• cross South "A" to .get to. 18 Test field for intermurals., and gym classes. He requested barricading South "A" • 19 between 22nd -and 23rd from 7 :.45 to` 4:30 every school day of'the year. This was 20 done in 1973- and• the posts 'and• chains are still there. although they are not. 21 being..used. In. response to .a question:, Mr. Mangas stated the custodian would 22 put the chains across and remove them and have to remove the barricades for 23 the three (3) busses to enter and exit. It was pointed out the cause of the 24 congestion is parents bringing students' to school. Mr. Mangas 'noted students 25 could be let out on 22nd and 23rd Streets. Mr. Mangas :stated he was asked to 26 make this request by the• principal' and the Test council. 27 • 28 Traffic Capt. Dan Wogoman noted the order to barricade the street was rescinded - 29 in 1977 •at which time the chains were to be wrapped around the poles and. 30 locked. He noted a great liability problem with chains across the street at 31 any time. • He .said he is aware of the problem in the morning and afternoon. Mr. III 32 .Webb'..noted. the city's biggest concern in 1977 was that there had been occasions 33 when the chain was not removed causing near accidents: Mr. Meredith noted . 34• streets-are designed, built and maintained for the use of vehicular traffic. 35 He stated he is against barricading any street in the city. 36 37 Mr. Meredith stated the matter is put under aditsement .and requested the 38 Traffic Capt. give this some consideration as to possible solutions and 39 recommendations that would ,be. advisable. ' Is barricading the only solution? 40 . He requested the -City Attorney look into the legal liability of barricading 41 and making another person responsible for placement'.and removal of that 42 barricade and any liability that could arise out of that barricade could be 43 transferred to .Richmond Community School; and, if it can be, the school would . 44 have to' be contacted to see if' they will' assume this responsibility. Mr. 45 Meredith requested Mr. Mangas furnish the Board with a letter from: the Prin- 46 cipal stating Richmond Community Schools and: Test Junior High School is 47 supportive of this and do request -this also. - He- further requested a letter 48 signed by Mr. Mangas and -the• Secretary' of the Student Council stating this • 49 is the desire of the Student Council. He noted the news media will report 50 this request which will give 'residents a chance to respond. 51 52 CONSTRUCTION ENGINEERING AGREEMENT. ON SOUTH "L" BETWEEN 8TH AND 23RD 53 V . 54 Mr. Webb presented an-agreement between the City and Butler, Fairman & 55 Seufert to act as the constructional engineer for the reconstruction of . 56 South "L" Street between 8th and 23rd Streets. :The City Attorneyhas reviewed 57 _ the contract for legality. -The fee schedule has been reviewed by the consul- 58 - tant selection-committee who did negotiate the fee down. -The engineering 59 • costs are based on actual payroll. It is a cost plus fixed fee .contract. s. 60 Hopefully,• thi project will get under way. this summer. 61 _. 62 Mr. Webb moved that the agreement-between the City and Butler, Fairman & 63 Seufert to act as the construction engineer on South "L" between 8th and 64 23rd Streets be approved, seconded by Mr. Cordell and on unanimous voice ' 65 vote the motion was carried. April 7, 1983 Page 2 1 Mr. Webb stated as a part of the construction the State and Federal Highway 2 Administration does require that a local individual be appointed project 3 engineer. In this instance the project engineer would be the City Engineer 4 and he presented a --letter to the Indiana Department of Highways designating 5 the City Engineer as the project engineer, who will act as the local public 6 agency designee. 7 8 Mr. Cordell moved that the City Engineer act and be the project engineer on 9 the South "L'.' between 8th and 23rd Streets project, seconded by Mr. Webb and 10 on unanimous voice vote the motion was carried. 11 -- 12 SET DATE FOR TWO (2) NUISANCE HEARINGS 13 14 Mr. Meredith set April 28, 1983 at 9:30 to hear two nuisance complaints. 15 - 16 DRIVEWAY PETITION FOR WAYNE BANK AND TRUST 17 18 Mr. Webb presented a driveway petition for construction of Wayne Bank and 19 Trust. The request has gone through the Redevelopment Commission and pre- - 20 liminary approval was given by this Board several months ago. The driveways 21 that were previously approved and have not been materially changed are for 22 a two-way cut off 6th, a two-way cut off 5th, a two-way cut off the service 23 drive and a one-way cut off South "A". 24 . . 25 Mr. Webb moved that the driveway petition for the Wayne Bank and Trust 26 Company be approved, seconded by Mr. Cordell. Mr. Meredith stated he would 27 like to see the motion amended to say that the curb cut off South "A" be 28 entrance only. Mr. Webb so moved, seconded by Mr. Cordell and on unanimous 29 voice vote the motion was carried. 30 31 BUREAU OF BUILDINGS MONTHLY REPORT 32 33 Building Commissioner Charles Roberts presented his monthly report for March. '34 35 Mr. Cordell moved to approve the monthly report of the Bureau of Buildings 36 for March, 1983, as prepared, seconded by Mr. Webb and on unanimous voice 37 vote the motion was carried. 38 , 39 RADIO MAINTENANCE MONTHLY' REPORT 40 41 Mr. Webb moved the Radio Maintenance Monthly Report for March 1983 be approved 42 and placed on file, seconded by Mr. Cordell and on unanimous voice vote the 43 motion was carried. . 44 45 REQUEST FOR RESTORATION OF ARCH INTO RAVINIA PARK 46 . 47 Mr. Myron Hunt, 3115 S. E. Parkway and Mrs. Ruth Guthrie, 3112 S. E. Parkway, . 48 appeared to request assistance from the Board in the restoration of an arch on 49 East Main Street denoting the entrance to. Ravinia Park. The arch was destroyed 50 when it was hit by a motorist. Mr. Hunt noted the arch was built in the late 51 1920s. from bricks on a base approximately 16" by 6' . The base is still there. 52 The structure was 6 or 7' tall. Some residents would like to see it 'recon- 53 structed. He requested the Board's advice and help. 54 55 Mr. Meredith noted there has been some discussion as to whether it should be 56 rebuilt. The motorist who destroyed the arch was insured and City Attorney 57 Ed Anderson has been in contact with the insurance company. Mr. Meredith 58 noted the easement upon which the arch sat adjoins property of Mrs. Orr who 59 had the debris removed. She thinks the sign is on her property and wants 60 her money for the removal of the debris. Mr. Anderson stated he advised her 61 the sign was on the city right-of-way. He noted the cost of rebuilding would 62 have to go to the insurance company as a claim. Mr. Anderson further stated 63 a picture should be obtained and estimates received if the Board desires to 64 have it reconstructed. He suggested circulating a petition of the residents 65 showing they want the sign. . 66 67 Capt. Dan Wogoman stated the sign created no traffic hazard. /Z3 • • Board of Works Minutes Cont'd.
