HomeMy Public PortalAbout03-24-1983 / BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 24, 1983 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session March 24, 1983 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb 4 present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF MARCH 17, 1983 III 7 8 Mr. Cordell moved to approve the minutes of March 17, 1983 as prepared, 9 seconded by Mr. Webb and on unanimous voice vote the motion was carried. 10 11 PROMOTION OF DONNIE BLACK TO REGULAR FIREFIGHTER - Chief Mullin 12 13 Fire Chief Paul Mullin. recommended Donnie Black be advanced to the rank of 14 firefighter 'effective March 26 as he will complete his one (1) year proba- 15 tionary period that date. 16 17 Mr. Webb moved for approval of the subject recommendation, seconded by 18 Mr. Cordell and on unanimous voice vote the motion was carried. 19 20 PROTECTION OF HOMEOWNER BY OBTAINING BUILDING PERMITS - Charles Roberts 21 22 Building Commissioner Charles Roberts warned the public that they should obtain 23 a building permit to make sure the work is done right and not excessively high. 24 Some residents have been taken by contractors, especially out of town contractors. 25 His office is here to protect against this happening and all one has to do is 26 just give the office a call, which could save a lot of dollars and grief. Build- 27 ing permits are needed for anything costing over $300 with no minimum on electi- 28 cal or heating work. 29 30 REPORT ON DEMOLITION OF 200 NORTH 8TH - Charles Roberts - 31 III 32 Building Commissioner Charles Roberts presented pictures taken on February 2 33 of 200 North 8th and also pictures taken March 22. The photo taken March 22 34 shows the property all cleaned up. 35 36 ACCEPTANCE OF NEW TRAFFIC SIGNALS 37 38 City Engineer George Webb stated the traffic signal project is completed. The 39 state has inspected and approved them. Since part of the project is on city 40 right-o'f-way, the city has to approve them also. There have been a few prob- 41 lems with the project but presently the signals are functioning satisfactorily. 42 Traffic Capt. Dan Wogoman noted a few mechanical problems with some of the 43 intersections but, hopefully, this has been corrected. Besides the fact that 44 we do have new signals, there are other things incorporated in that project 45 that helped the city tremendously. This includes new guard rails at Bridge 46 Avenue & Sim Hodgin and redesign of the intersections at 13th & So. "E", .9th 47 & So. "E", 18th & Na_tional Road West and 22nd & East Main. The project did 48 things for the city that the city could not have done for itself. The contractor 49 has done his job per the specifications and the -terms of the contract have been 50 met. The signals are warranted for one (1) year from the date the intersection 51 is turned on. 52 53 Mr.-. Webb moved for acceptance of the signal project, seconded by Mr. Cordell 54 and on unanimous-voice vote the motion was carried. 55 III56 . UTILITY AGREEMENT -IN CONJUNCTION WITH CONSTRUCTION ON N. W. 11TH 57 . 58 Mr. Webb presented a utility agreement, as part of the reconstruction of N. 59 W. llth, from the Sanitary District that any manholes or such in the right-of- 60 way will be adjusted to new grade. This is a standard agreement used on such 61 projects. He recommended acceptance of the agreement by the Board. 62 63 Mr. Webb moved for approval 'of the subject agreement, seconded by Mr. Webb and 64 on unanimous voice vote the motion was carried. Board of Works Minutes Cont'd. March 24, 1983 Page 2 1 AGREEMENT BETWEEN BOARD OF WORKS AND STATE FOR SOUTH "L" 2 3 Mr. Webb presented a State-Local Public. Agency agreement for construction and 4 construction engineering for federal aid projects. This is for the grade con- 5 struction of South "L" between 8th and 23rd Streets. The agreement says the 6 local public agency has appropriated the necessary matching funds and the LPA 7 will reimburse the state for any incidental work that is not a part of the 8 approved project. 9 10 Mr. Webb moved for approval of the agreement between the city and the state 11 pertaining to the reconstruction of South "L" between 8th and 23rd Streets in 12 Richmond,. seconded by Mr. Cordell and on unanimous voice vote the motion was 13 carried. 14 15 NUISANCE HEARINGS 16 17 City Attorney Ed Anderson was ill so Mr. Meredith conducted the hearings. 18 19 921 Sheridan - Mark Issen 20 21 Complaintant Dennis Bronston recommended this complaint be withdrawn as it has 22 been sufficiently altered since the complaint was filed. Mr. Issen was not 23 present. 24 25 Mr. Webb :'moved that the complaint against property at 921 Sheridan be dropped, 26 seconded by Mr. Cordell and on unanimous voice vote the motion was carried. 27 i 28 911 N. W. 5th - David Patti 29 30 Complaintant Dennis Bronston recommended this complaint be withdrawn as it has 31 been sufficiently altered since the complaint was filed. Mr. Patti was present. 32 He stated he is going to seal the building and automobiles; but cannot do so at 33 this time as the property is tied up in divorce proceedings. He will try to keep 34 the area straightened up. 35 36 Mr. Webb moved the complaint against the property at 911 N. W. 5th Street be 37 dropped, seconded by Mr. Cordell and on unanimous voice vote the motion was 38 carried. 39 40 1326 Ridge - Dorothy Henry 41 . 42 Ms. Henry was not present, but was represented by Mr. David Crane, 610 South "A". 43 44 Complaintant Dennis Bronston noted he filed this complaint March 3, 1.983 in re- 45 gard to the storage of two (2) inoperable vehicles at the rear of the property. 46 He was there this morning and submitted pictures taken this morning showing the 47 nuisance still does exist. 48 49 Mr. Crane stated one vehicle is a stock car and the other is a Chevy, . which 50 Ms. Crane (Henry) has been driving. He is going to try to get the Chevy running 51 When he has the money to fix it. Neither vehicle has a current plate. The stock 52 car cannot be driven on the street so is not licensed. Mr. Crane will put the 53 stock car in the garage and will try to get the Chevy operable. 54 . 1 , 55 Mr. Webb recommended the hearing be continued for thirty (30) days to give Mr. 56 Crane an opportunity to get the stock car inside and make an effort to get the 57 Chevy running. 58 59 Mr. Webb moved the nuisance complaint be continued until April 28 at which time 60 Mr. Bronston will report back to the Board,:,as to the repair of the Chevy or dis- 61 posal of the same and the location and condition of the stock car, seconded by 62 Mr. Cordell and on unanimous voice vote the motion was carried. 63 64 ADJOURNMENT 65 . 66 There being no further business the meeting was adjourned. 67 68 Donald E.
