HomeMy Public PortalAbout03-10-1983 • BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 10, 1983 . 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session March 10, 1983 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb 4 present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF MARCH 3, 1983 7 8 Mr. Cordell moved to approve the minutes of March 3., 1983 :Las prepared', 9 seconded by.Mr. Webb and on unanimous voice vote the motion was carried. 10 11 REPORT ON. POLICE PROGRAMS - Chief Charles Chris 12 FOOT' PATROLMAN PROGRAM 13 • • 14 Chief Charles Chris stated on certain occasions during the past two (2) or 15 . three, (3) years the Police Department has used a".walking man or foot patrolman. 16 Manpower, 'problems have not allowed this to be done at all times. This program 17 was well received by the neighborhood it was serving and had some very positive . 18 results. He presented an article entitled "Broken Windows" from the Atlantic 19 Journal to board members. Two officers recently attended a training session 20 at Michigan State on the foot patrol project. The Chief noted a program would 21 be implemented this summer to put foot patrolmen back into some of the neigh- 22 borhoods to .give assistance not being able to be done with a patrol car. He ' 23 will. come back to the Board with 5-type of program to be used. The officers 24 will be- in uniform and highly visible. 25 26 ETCHING.PROGRAM . 27 , 28 Chief Chris- stated the car window etching program to 'deter vehicle theft will 29 be stepped up with warm weather coming. ',Ile is going to talk with auto dealers 30 about' the program. as one'r.of the largest losses is still vehicle thefts. He 31 hopes- to have individuals number their hubcaps while the department is etching 32 ' the windows.. ' 33 . . ' 34 SET DATE FOR TWO (2) UNSAFE BUILDING HEARINGS 35 36 Building Commissioner Charles. Roberts requested hearings be set for unsafe 37 buildings located at 519 North 22nd and 24 River Court. He noted the structure 38 on North 22nd burned before Christmas two (2) years .ago and has. been in this 39 condition. Apparently nothing is 'going to be done with' it. It cannot be re- 40 paired, so removal 'is the only answer. The structure on River Court does not 41 look bad outwardly; however,- it violates many codes. . It could not be fixed up 42 and made livable with any reasonable amount of money, so should be demolished. 43 44 ' Mr. Meredith set March 31, 1983 at 10:OO:.a.m. for the two (2) hearings. 45 46 WEIGHTS & MEASURES MONTHLY REPORT. . ' 47 48 Mr. Cordell.moved the Weights .&' Measures'monthly report for the months of 49 January and February be accepted and• placed on file, seconded by Mr. Webb 50 and on unanimous voice vote the motion was carried. 51 " . . . 52 REMINDER ON NEW SIGNALIZATION FOR FIRE EMERGENCY: EQUIPMENT - Capt. Wogoman 53 54 . Traffic Capt. Dan Wogoman reminded citizens that- the new. traffic signals will 55 remain on red for cross traffic for one"-minute' . and forty-five seconds. This III 56 time seems long when waiting for a signal to change; however the system is 57 geared for the protection of:.the public and the Fire Department. He pleaded ' 5'8 with people not to run the signals. 59 • 60 .UTILITY AGREEMENT FOR N. W. 11TH FROM .RP&L. 61 . 62 ' Mr.. Webb noted in conjuction with the N. W. 11th Street project, he requested /4( Board of Works Minutes Cont'd. March 10, 1983 Page 2 1 utility agreements from various utilities. He presented a signed agreement 2 from Richmond Power & Light and recommended acceptance for any utility re- 3 locations needed for the reconstruction of N. W. llth. 4 5 City Attorney Ed Anderson finds the agreement in order. 6 7 Mr. Webb moved to accept the utility agreement from RP&L for any relocations 8 incidental with N. W. 11th. Street, seconded by Mr. Cordell and on unanimous 9 voice vote the motion was carried.. 10 11 ADJOURNMENT 12 13 There being no further business the meeting was adjourned. 14 15 Donald E.
