HomeMy Public PortalAbout03-03-1983 f` / • BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 3, 1983 • 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session March 3, 1983 at the hour of 9:00 a.m. in the Municipal ' 3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb 4 present. The following business was had, to-wit: 5 III6 APPROVAL OF MINUTES OF FEBRUARY 24, 1983 7 8 Mr. Cordell moved to approve the minutes of February 24-, 1983 as prepared, 9 seconded by Mr. Webb and on unanimous voice vote the motion was carried. 10 11 • SET DATE FOR CLEAN UP WEEK - Mayor Dickman 12 13 Mayor Clifford Dickman set spring clean up. for the week of April 11th through 14 April 16th. Our goal this year will be. getting people and organizations involved 15 in public areas of the city, particularly vacant lots; We will assist with trucks 16 and the land fill will be open Saturday. Through concerted effort our city can 17 be beautiful. Citizens can call in on brush and special collection pickups. 18 19 I-70' INTERCHANGE MAINTENANCE LIGHTING AGREEMENT 20 • 21 ' Mr. Meredith explained the city has had a lighting..agreement with, the. Indiana 22 Department of Highways and have contracted through them for lighting maintenance 23 .to be done by a private contractor. This year, Richmond Power & Light requested 24 they be offered an opportunity to provide the maintenance 'on the interchange 25 lighting and, in order to do that, our agreement had to be modified to allow an 26 electric utility to bid the job. This agreement provides for that. 27 28 City Attorney Ed Anderson has checked the agreement for legality and finds it 29 in order. 30 III 31 Mr. Webb moved for approval of the subject lighting agreement, seconded by Mr. 32 Cordell' and on unanimous voice vote the motion was carried. 33 • 34 ' PROGRESS REPORT ON UNSAFE BUILDING AT 734 PEACOCK - Charles Roberts 35 36 Building Commissioner Charles Roberts noted the structure at 734 Peacock is a 37 garage. As' of yesterday the structure has been renovated.and completed except 38 for shingles on the roof. . Everything is ready .for the shingles to be put on and 39 this will be done. He noted this is another case of the ,Unsafe Building Ordi- 40 • nance working. 41 42 Mr. Cordell moved to rescind the order of demolition of an unsafe building 43 at 734 Peacock Road, .seconded by Mr. Webb and on unanimous voice vote the 44 motion .was carried. • 45 • 46 REPORT;ON NEW SIGNALIZATION - Capt. Dan Wogoman 47 48 Traffic Capt. Dan Wogoman stated the new traffic signals on North and South "A" 49 are' now synchronized at a speed between. 23 and 25 mph. He checked with the 50 signal tech yesterdaywho will check with -a representative of the state to,-boost 51 the speed to around 30 mph.- This is state highway and-they determine the speed. 52 The state has rescinded the yellow flashing emergency system which was used for 53 emergency runs as they said it was 'illegal. The new system is 100% better. It 54 is controlled by 'the Fire Department only and for their use only. When they get III 55 a call to make a run, a button is pushed to activate a different dial in the 56 master control at 5th and South "A". When the signals on South "A" come to a 57 • green cycle they will lock ,on green. The signal ,at. 5th will lock on green for 58 north-south bound traffic and the. ones--on South "A" will lock on green for' east-' 59 bound traffic from 6th to 13th for one.minute' and forty-five seconds. The. signal 60 at North 9th. and "A" will lock on green for northbound and the signal at 3rd and 61 Main will lock on green for westbound. This gives the Department ample time to 62 get out of the core area of the city. Test runs were made and it worked beauti- 63 fully. - The system will go back to being a regular signal after the one minute 64 forty-five second maximum -delay time. March 3, 1983 Page 2 • 1 SET DATE FOR THREE (3) NUISANCE HEARINGS 2 3 Mr. Meredith set March 24, 1983 .at 9:30 a.,m. for three (3) nuisance hearings. 4 5 BUREAU OF BUILDINGS MONTHLY REPORT - Charles Roberts 6 7 Building Commissioner Charles Roberts presented his report for February, ,1983. 8 9 Mr.. Webb moved the report of the Bureau of Buildings for February 1983 be 10 accepted and placed on file, seconded by Mr. Cordell and on unanimous voice 11 vote the motion was• carried. 12 13 RADIO.MAINTENANCE MONTHLY REPORT • 14 15 Mr. Webb moved the Radio Maintenance.
