BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, FEBRUARY 10, 1983
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in
2 regular session February 10, 1983 at the hour of 9:00 a.m. in the Municipal
3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb
4 present. The following business was had, to-wit:

6 APPROVAL OF MINUTES OF FEBRUARY 3, 1983

8 Mr. Webb moved the minutes be approved and placed on file as prepared, seconded'
9 by Mr. Cordell and on unanimous voice vote the motion was carried.

11 WELCOME SCOUTS

13 Mr. Meredith welcomed Boy Scouts who will be serving as officials of the City
14 for the day.

16 PROMOTION OF FOUR (4) PROBATIONARY FIREFIGHTERS TO REGULAR FIREFIGHTERS -
17 Chief Mullin

19 Fire Chief Paul Mullin recommended the following to the Board for action:
20
21 1. Michael Elsrod completed his one (1) year probationary
22 period with the Richmond Fire Department on February 8, 1983.
23 I recommend that he be advanced to the rank of firefighter
24' effective that date.

26 2. Michael Parks completed his one (1) year probationary
27 period with the Richmond Fire Department on February 8, 1983.
28 I recommend that he be advanced to the rank of firefighter
29 effective that date.

31 3. Vincent DeVito will complete his one (1) year probationary
32 period with the Richmond Fire Department on February 11 , 1983.
33 I recommend that he be advanced to the rank of firefighter
34 effective on that date.

36 4. William Edward Haller will complete his one (1) year probationary
37 period with the Richmond Fire Department on February 11, 1983.
38 I recommend that he be advanced to the rank of firefighter
39 effective on that date.

41 Mr. Webb moved that the recommendation of Chief Mullin be approved, seconded
42 by Mr. Cordell and on unanimous voice vote the motion was carried.

44 AGREEMENT WITH BOSTON FIRE DEPARTMENT

46 The following proposal was presented to the Board:

48 The Boston Fire Department, in an attempt to improve its ability to
49 answer a fire call has purchased a paging system and encoding unit.
50 Boston Fire .Chief Jim Mussoni has been in contact with your Chief
51 Mullins in regards to the possibility of our being able to install
52 the encoding unit and a private line to the Richmond Fire Department
53 enabling the co-operative operation of the communications system.
54 Thus broadening the .relationship of the two departments and hope-
55 fully strengthening the Fire Fighting capabilities of the two
56 communities.

58 The Town Board of Boston and the Township Advisory Board, as the
59 governi}1g and responsible agencies backing the Boston Community Fire
60 Department, do hereby request that you seriously consider the following:

62 1. That the Boston Fire Department be allowed to install a private
63 line to the Richmond Fire Department.
64 2. That the Boston Fire Department be allowed to install their encoding
65 unit and that all costs of maintaining said unit shall be borne by
66 the Boston Fire Department as well as those costs involved to
67 maintain the phone.

1 3. It is also understood and agreed to that the Richmond Fire De-
2 partment is to answer all calls for the Boston Fire Department
3 and to activate the encoding unit and paging units.

5 4. It would be further agreed that all responsibility and procedures
6 of this system shall be set up and worked.-. out between the two
7 Fire Chiefs of the two communities.
8 5. That upon approval of this agreement a two week "Testing Period"
9 to assure that the system is working properly.
10 6. That after the two week testing period that either party may in
11 writing and a 30 day notice void this agreement.

13 Chief Mullin stated his department has a dispatcher on duty at all times and
14 this is no problem. Radio Technician Gary Hardwick stated he sees no problem
15 with providing this service. Boston would supply all the necessary equipment
16 and maintain their equipment. There would be no additional expense to the City.
17 City Attorney Ed Anderson finds the proposal in order and suggested a copy of
18 procedures be put on file with the Board of Works. He further suggested the
19 Board put an endorsement - on the proposal letter.

21 Mr. Webb moved that the City of Richmond enter into an agreement with the Boston
22 Fire Department, seconded by Mr. Cordell and on unanimous voice vote the motion
23 was carried.

25 APPROVAL OF ACTING DIRECTOR OF DEPARTMENT OF TRANSPORTATION

27 Mayor Dickman has appointed Bill Davis as acting Director of the Department of
28 Transportation and this appointment needs concurrence of the Board.

30 Mr. Webb moved that the appointment of Mr. Davis as acting Director of the De-
31 partment of Transportation be approved and• confirmmd, seconded by Mr. Cordell
32 and on unanimous voice vote the motion was carried.

34 REPORT ON NORTH RICHMOND
35
36 Mr. Meredith stated he has asked several departments to respond to a letter
37 received on January 20, 1983 from Rev. Eugene Spicer concerning concerns of
38 citizens in north Richmond. He noted one area concerned response from Richmond
39 Power & Light for changing of bulbs in street lights in the area. He contacted
40 RP&L and they told him the normal length of time is 10 days to 2 weeks.

42 City Plan Director Bob Goodwin presented the following letter:

44 Those areas of complaints over which I have some control include zoning,
45 redevelopment properties and junk automobiles.
46
47 I have consulted with the Redevelopment Commission and they are receptive
48 to granting some type of long range control over properties adjacent to
49 Townsend Center to the Townsend Center Board. This may be through sale
50 of the property, long term lease or outright grant of ownership.

52 We have compiled a list of junk automobiles located on private property
53 in the area, and Mr. John Bronston, Zoning Administrator',will see that
54 they are removed.

56 I found no evidence of zoning violations in the area, and will need to
57 depend on local residents to point those out to me. We will take im-
58 mediate action on those violations when identified.

60 Police Chief Charles presented a report noting service requests, response time
61 and patrol times in north Richmond. He noted his department uses 90 individual
62 quarter sections of the map of Richmond, called zones, for service. His report
63 compared the zone in the core of north Richmond with two other zones on the west
64 side showing number of calls for service. Zone 126, Townsend Center area, is
65 the eleventh (11) ranking zone for service with 479 requests in 1982. Attached
66 to his report was the State statute on trespass and the Municipal Code on loitering.

'1 - Chief Chris read the following from his letter:

3 The Chief of Police fully concurs with the Concerned Citizens
4 in relation to the illegal sale of alcoholic beverages.
5
,6 The presentation of legally obtained evidence of illegal sale
7. is difficult' to obtain and when such evidence is obtained and
' 8 - arrests affected, the minimal penalties are little deterrent to
9 ending the violations.

11 We have and will continue to make efforts to legally obtain
12 evidence and prosecute: I would implore, the Citizens to in-
13 - form the other elements of the Criminal Justice system to
14 extract the full measure of 'the penalty on those occasions we
15 are successful.

17 • , He stated he has been watching the area and his measures in applying particular
. 18 standards of enforcement come when he sees excessive activity in an area. It •
19 has' not been evidenced by police reports to. take that action. If it iS the
, 20 . desire of the community to have some special effort applied to some 'special
21 problems for a period of• time as can be. done with the manpower, they will res-
22 .. pond to-that,. He is willing to meet with the. group at any,.tithe to discuss the
23 specifics and how it can be gone about legally. He will be glad' to work with
24 them .in'crime watch and specific allocated patrol.

26 Mr. Meredith requested the Clerk make available to Rev. Spicer and Councilman
27 Williams copies of the reports. He requested comments be directed to his •

30 Rev.. Spicer responded he felt 10 days to 2 Weeks. to replace light .bulbs is very
31 dangerous. He stated Mr. .Goodwin has been working_ with them in trying to 'secure
32 the property that is adjacent .to the center. As far as his department knowing
33 'what particular ordinances 'are not being fulfilled or the zoning fulfilled,
34 that department and the total City,of Richmond, he feels, knows what's going on
35 in various- establishments in north Richmond. ; The traffic on Sunday morning in-
36 • dicates .something is going on. -He stated there has been more, police patrol in •
37 'tha area in the' last two ' (2) .weeks-which will deter a lot of the loitering. He
38 defined the<area as being between No. "J" and No.. "F." and .l.lth and 17th. He
39 feels there is a double standard in the loitering 'law as a group of individuals

40 cannot loiter on any' other private'. property without being asked to move. He
41 recommended the groups in the-north end be asked to move. He recommended
42 keeping raiding the..illegal sale of alcoholic beverage establishments, which
43 '' possibly -do'not meet the standard codes for .housing, These- establishments are
44 not conducive to youth- who are allowed. to be there.: He_ stated Townsend Com-
45 ,munity Center needs the city's help in cleaning up the areaso they can continue
46 '. to be funded. He feels the north end should receive the proper city response .
47 in all areas as any other part 'of. the city. He wants to,meet with Mr. Meredith
48 and Chief Chris, who have thus far been very responsive. A crime watch program
49 is being setup, in the neighborhood.

51 ! Mr. Meredith thanked Rev. Spicer. for his comments and stated the city is willing
52 to help out, whenever they can. • '

54 Ms. Betty Wilson, 'President of the group, stated she got involved in 1970.. She
55 has put the problem before the proper people .so that she knows they are aware.
56 She .noted vulgarity 'and. bottles on the streets.

`58 Mr. :Meredith noted the 'schools, Redevelopment Commission and RP&L have their own
59 boards and .are-not under' this.Board.

63 -Mr. Webb presented a request from the Street Light, Committee for three (3) 100
64 watt ornamental street lights on 'South "A" Street between South 45th and 48th
65 =Streets.

2 Mr. Cordell and on unanimous voice vote the motion was carried.

4 SET DATE FOR TWO- (2) NUISANCE HEARINGS

6 Mr. 'Meredith set March 3 at 9:00 a.m. to hear nuisances located at 921
7 Sheridan Street and 911 N. W. 5th.
