HomeMy Public PortalAbout02-03-1983 //V7 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, FEBRUARY 3, 1983 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session February 3, 1983 at the hour of 9 :00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb 4 present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF JANUARY 27, 1983 7 8 Mr. Cordell moved to approve the minutes of January 27, 1983 as prepared, 9 seconded by Mr. Webb and on unanimous voice vote the motion was carried. 10 11 REQUEST FROM LIONS CLUB FOR CANDY SALE - Charles Carter 12 13 Mr. Charles Carter, 322 South 19th, stated the Richmond Lions Club is going 14 to join Lions throughout the state on Saturday, April 16 from 10:00 a.m. to 15 4:00 p.m. in selling "Candy for Cancer". The proceeds will go for the pur- 16 chase of a new machine to be installed at the I. U. Medical Center to be 17 used for cancer control. This will be the third machine purchased by the 18 Lions for the Medical Center. They will be using the Promenade and side street 19 sidewalks as well as the entrance to the parking garage and shopping centers. 20 21 Mr. Webb moved that the Lions Club be given permission to solicit funds on 22 April 16 between the hours of 10:00 and. 4:00; said funds to be used for the 23 purchase of a cancer machine for the I. U. Medical Center, seconded by Mr. 24 Cordell and on unanimous voice vote the motion was carried. 25 26 RESOLUTION NO. 1-1983 - Jock Pitts 27 28 The Clerk read the following resolution: 29 30 A RESOLUTION TO AUTHORIZE AND TO ENDORSE AN 31 ENERGY CONSCIOUS PURCHASE PROGRAM AND GUIDE 32 FOR THE CITY OF RICHMOND, INDIANA. 33 34 WHEREAS, the Board of Public Works and Safety is responsible for the 35 purchase of goods and services for the operation of the government of 36 the City of Richmond; and 37 38 WHEREAS, the Common Council of the City of Richmond, Indiana has 39 previously adopted a policy on Community Energy Strategy by 40 Resolution No. 12-1980; and 41 42 WHEREAS, it is one of the purposes of such strategy to conserve 43 energy and, if possible, to reduce expenditures in the purchasing 44 of products and services on an energy conserving basis; and 45 46 WHEREAS, the United States congress has recognized the importance 47 of state and local government purchasing to energy conservation 48 through the Energy Policy and Conservation Act (EPCA) ; and 49 50 WHEREAS, it is in the best interest of the citizens of Richmond, 51 Indiana to incorporate energy conscious purchasing into the pur- 52 chasing actions of the city. 53 54 NOW THEREFORE, BE IT RESOLVED by the Board of Public Works and 55 Safety of the City of Richmond, Indiana that: 56 III 57 1. The Board of Public Works and Safety being responsible 58 for the purchases for the City of Richmond hereby es- 59 tablishes such a procurement program and guidelines to 60 effectively carry out an energy conscious program to 61 achieve energy efficient procurement for goods and 62 services for the City of Richmond, Indiana. 63 64 PASSED and ADOPTED by the Board of Public Works and Safety of the 65 City of Richmond this 3rd day of February, 1983. Meredith, President 5 6 /s/ George Webb, Member 7 8 /s/ Edward Cordell, Member 9 10 ATTEST: /s/ JoEllen Trimble, City Clerk 11 12 Mr. Jock Pitts, Director of Energy for the city, noted this resolution is an 13 essential element in receiving grant money from the Department of Commerce in 14 the form of residential energy management program block grant funds. The money 15 would be used for residential low and middle income home energy improvement 16 :with a limit of $300 per residence. 17 18 Mr. Webb moved for adoption of Resolution No. 1-1983, seconded by Mr. Cordell 19 and on unanimous voice vote the motion was carried. 20 21 Mr. Meredith noted he has attended several seminars concerning this type of 22 purchasing and it is an important step for the City. He has done some energy 23 conservation purchasing already. He requested the Clerk see that all departments 24 and Boards who do major purchasing receive a copy of this resolution to be aware 25 that the City of Richmond is attempting to purchase on an energy conservation plan. 26 27 BUREAU OF BUILDINGS MONTHLY REPORT 28 29 Building Commissioner Charles Roberts presented his report for January, 1983. 30 This report includes the new Tiernan Center being constructed by Richmond 31 Community Schools. 32 33 Mr. Webb moved that the report for the Bureau of Buildings for January 1983 be 34 accepted and placed on file, seconded by Mr. Cordell and on unanimous voice 35 vote the motion was carried. 36 37 RADIO MAINTENANCE MONTHLY REPORT 38 39 The Board received a copy of the Radio Maintenance report for January 1983. 40 41 Mr. Webb moved that the monthly Radio Maintenance report for January 1983 be 42 accepted and placed on file, seconded by Mr. Cordell and on unanimous voice vote 43 the motion was carried. 44 45 DEDICATION OF EASEMENT FOR DRAINAGE FROM IMPERIAL DIE CASTING, INC. - G. Webb 46 47 City Engineer George Webb presented a dedication of drainage easement from 48 Imperial Dye Casting in conjunction with the reconstruction of N. W. 11th. The 49 document has been checked by City Attorney Ed Anderson and found to be in order. 50 51 Mr. Webb moved that the dedication from Imperial Die Casting to the City of 52 Richmond, Indiana, be accepted, seconded by Mr. Cordell and on unanimous voice 53 vote the motion was carried. 54 55 ADJOURNMENT 56 57 There being no further business the meeting was adjourned. 58 59 Donald E.
