BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, JANUARY 27, 1983
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met
2 in regular session January 27, 1983 at the hour of 9:00 a.m. in the Municipal
3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb
4 present. The following business was had, to-wit:

6 APPROVAL OF MINUTES OF JANUARY 20, 1983

8 Mr. Cordell moved to approve the minutes of January 20, 1983 as prepared,
9 seconded by Mr. Webb and on unanimous voice vote the motion was carried.

11 REQUEST FOR MARCH OF DIMES WALK-A-THON - Charles Weiss
12
13 Mr. Charles Weiss, 295 College Corner Road, Greensfork, representing the
14 Wayne County Foundation of the March of Dimes requested approval of the
15 eleventh annual march. The route is the same as last year starting at #1
16 fire house and the march will be held Saturday, April 23 with registration
17 beginning at 8:00 a.m.

19 Mr. Webb moved that the Walkamerica request by the March of Dimes be approved
20 for Saturday April 23, 1983 starting at 8:00 a.m. as outlined in the proposal
21 presented to the Board of Works, seconded by Mr. Cordell and on unanimous
22 voice vote the motion was carried. A representative will sign a hold harmless
23 agreement for the City.

25 REQUEST FOR USE OF FIRE TRUCK FOR WATERBALL FIGHT FOR ROSE FESTIVAL - John Curts

27 Mr. John Curts, 318 Richmond Avenue, Chairman of the Richmond Area Rose Festival
28 waterball competition, requested permission for use of a pumper to pump water to
29 be used in waterball competition at the Richmond Square Mall parking lot from
30 8:00 a.m. to 10:00 p.m. on Saturday, June 25, 1983. Mr. Curts stated he has
31 approval of the Richmond Water Works and they will donate the water. From 8:00
32 a.m. to noon will be competition among the Wayne County teams and in the after-
33 noon will be competition among approximately sixteen (16) teams from out of
34 town, including the champion team from Ohio.

36 Mr. Cordell moved to approve the request for the use of a fire truck for the
37 waterball fight for the Rose Festival on June 25, 1983 during the hours of 8:00
38 a.m. to 10:00 p.m. and the Fire Chief will designate which pumpers at what times,
39 seconded by Mr. Webb and on unanimous voice vote the motion was carried. Mr.
40 Curts stated they are covered under the blanket policy of the Rose Festival and
41 participants will sign a waiver holding the City harmless.

43 POLICE DEPARTMENT - Chief Chris
44 Hiring of Special Officer for Greenwood
45
46 Chief Charles Chris requested Brian Easley be appointed as a Special Police
47 Officer for security at Greenwood Apartments effective this date with powers
48 limited to the boundaries of the apartments and hours designated by the manage-
49 ment.

51 Mr. Webb moved the subject appointment for a Special Police Officer at the
52 Greenwood Apartments, namely Brian Easley be approved, seconded by Mr. Cordell
53 and on unanimous voice vote the motion was carried.

55 Resignation of Patrolman Philman Bickel
56
III 57 Chief Charles Chris read a letter from Philman Bickel dated January 25, 1983,
58 informing him of his wish to resign from the Richmond Police Department ef-
59 fective that date for personal reasons.

61 Chief Chris recommends acceptance of Officer Bickel's resignation from the
62 Department.

64 Mr. Webb so moved, seconded by Mr. Cordell and on unanimous voice vote the
65 motion was carried.

1 FIRE CONTRACT FOR SPRING GROVE

3 The Board received the annual contract to provide fire services for Spring
4 Grove. They have agreed to pay $13,900 for the year 1983 which is a slight
5 increase over 1982.

7 Mr. Webb moved that the fire contract with Spring Grove for the year 1983
8 be approved, seconded by Mr. Cordell and on unanimous voice vote the motion
9 was carried.

11 STREET LIGHT REQUEST FOR SOUTH "A" FROM 45TH TO 48TH

13 Mr. Webb stated he received a request on January 25 for street lights on
14 South "A" between 45th and 48th streets. As he has been out of town and
15 hasn't seen the request he recommended it be taken under advisement until it
16 can be checked.

18 Mr. Webb moved that the subject request for street lights on South "A" between
19 45th and 48th be taken under advisement, seconded by Mr. Cordell and on
20 unanimous voice vote the motion was carried.

24 There being no further business on motion duly made, seconded and passed
25 the meeting was adjourned.
