CITY OF RICHMOND, INDIANA, FEBRUARY 9, 1984
1 The Board of Public Works and Safety of the City of Richmond, Indiana met
2 in regular session February 9, 1984, at the hour of 9:00 A.M. in the Municipal
3 Building of said City. President Maness presided with the following members
4 in attendance: John Brown and Sue Silberstein. The following business was
5 had to-wit:

7 APPROVAL OF MINUTES OF FEBRUARY 2, 1984

9 Ms. Silberstein moved to approve the minutes of the February 2, 1984 meeting
10 as presented, seconded by Mr. Brown and on unanimous voice vote the motion
11 was carried.

13 INQUIRIES FROM COMMON COUNCIL

15 President Maness presented the following statements and inquiries from
16 Common Council:
17
18 1. Notify all Department Heads that they are expected to be present at
19 meetings of Common Council if they have any business on the Agenda.
20
21 2. Councilperson Parker requested that the Board check on the merging
22 traffic lanes at S.W. 1st and Main Streets. Traffic is becoming
23 confused as to which lane to drive in since lane divider originally
24 designed for bus traffic is not well marked and becoming crumbled.
25
26 Traffic Captain, Dan Wogoman, commented that First and Main had been
27 a problem for some time and that the Street Department had in the past
28 been directed to curb off the merging lane with the OK of the State
29 Highway Commission. He recommends that this be done.

31 Mayor Waltermann commented that he is currently talking with the School
32 system regarding transportation of High School students on City buses
33 and possibly this intersection can once again be used as a bus stop area.

35 3. Councilperson Bodiker asked the Board to investigate the timing of the
36 traffic lights on North and South A Streets in the downtown area. The
37 lights are no longer timed properly causing problems in the traffic
38 flow.

40 Capt. Wogoman stated that he is aware of this problem and is working
41 with Mr. Dave Ellis of the Greenfield District of the State Highway
42 Commission. The State is also working with Richmond Power & Light in
43 a learning process regarding the maintenance of the signals. Capt.
44 Wogoman also explained that the traffic signals on 8th and 9th Streets
45 were causing some of the problems on North and South A Streets. President
46 Maness requested Capt. Wogoman to attend the next meeting of the Common
47 Council to explain this to the members of the Council

49 4. Councilperson Morris asked the Board to investigate the possibility of
50 a NO TURN ON RED sign at the corner of North 16th and East Main Streets
51 to assist the north bound traffic on 16th Street.

53 Capt. Wogoman stated that this corner is very confusing to the north
54 bound traffic and that eventually plans are being considered to make
55 this intersection a T crossing to correct this situation.

57 . FIRE DEPARTMENT MONTHLY REPORT

59 Assistant Fire Chief, Don Atkins, presented the first monthly report for
60 the Fire Department. The report recorded 88 runs and 74 actual fire runs.
61 Mr. Brown moved to accept and file the Fire Department monthly report,
62 seconded by Ms. Silberstein and on unanimous voice vote the motion was
63. carried.

3 Police Chief Nimitz read the following letters for action by the Board:

5 Dear Board Members:

7 Request that the police powers of Michael J. Davis, Special Police
8 Officers for security at Greenwood Apartments be revoked. Gae Ann
9 Williams, Executive Director of Greenwood Apartments has been advised.
10
11 This revocation is due to changes in special police powers, a
12 reorganization and evaluation of this service which was initiated
13 in January.
14
15 Please make this effective immediately.

20 Dear Board Members:

22 . Request that the Special Police Powers of Al Carey employed by the
23 Richmond Park Department, be revoked retroactively, to Thursday,
24 January 12, 1984, at 5:00 P.M.

26 This revocation is due to changes in special police uniforms and
27 authority, a reorganization and evaluation of this service along
28 with equipment evaluation and user equipment recall.
29
30 The Richmond Police Department will continue to patrol the park area
31 as they have in the past.

33 The above's name was inadvertently left off of the request previously
34 submitted to the Board.

39 Mr. Brown inquired of Chief Nimitz regarding patroling of Greenwood
40 Apartments. Chief Nimitz assured Mr. Brown the City Police would continue
41 to assist the Greenwood Apartments.

43 Ms. Silberstein moved to revoke the police powers of Al Carey and Michael
44 Davis, seconded by Mr. Brown and on unanimous voice vote the motion was
45 carried.

47. INTRODUCTION OF GUESTS

49 The attending Department Heads introduced the Boy Scout that had been
50 assigned to be Acting Department Head in their respective office for
51 that day.

53 RICHMOND POWER & LIGHT

55 Mr. Robert Hankosky, Distribution Engineer for Richmond Power & Light,
56 presented the Board a request to continue the project of replacing mercury
57 bulbs in street lights with sodium vapor bulbs. This request concerns
58 the area on North and South 5th Street from U.S. 40 to Sheridan Street.
59 The conversion will save the City 97.66 in costs per month. The project
60 will take approximately two (2) weeks.

62 Mr. Hankosky asked the Board for blanket approval to complete the
63 conversion within the City. This will save time for both parties. Ms.
64 Maness requested Mr. Hankosky to present the Board with a total project
65 for their approval and to keep them posted on the progress.

1 Ms. Silberstein moved to allow Richmond Power & Light to continue the
2 conversion of mercury bulbs to sodium vapor bulbs as presented in the
3 current request, seconded by Mr. Brown and on unanimous voice vote the
4 motion was carried.
111 6 REQUEST OF H & R BLOCK

8 Mr. James Harmon of H&R Block presented a request to the Board regarding the
9 temporary removal of No Parking signs in front of their business on West
10 Main Street. He commented that February and March are very busy and his
11 customers are having a hard time parking and some are being ticketed.

13 Capt. Wogoman commented that West Main Street between the hours of 3:00 P.M.
14 and 6:00 P.M. is very heavily traveled and it takes only one vehicle making
15 a left hand turn to back traffic up. Capt. Wogoman stated that this would
16 be setting a precedent for other businesses with the same problem and he
17 requested the Board to deny the request.

19 Ralph Willis suggested to Mr. Harmon there may be other ways of correcting
20 his parking problem and he is willing to work with him to find another
21 solution.

23 Ms. Silberstein commented that she agreed it was not wise to make this kind
24 of exception for on street parking on heavily traveled routes within the
25 City and moved to deny this request, seconded by Mr. Brown and on unanimous
26 voice vote the motion was denied.

28 APPROVAL OF CLAIMS FOR PAYMENT

30 Mr. Brown moved to approve claims in the amount of $38,949.45 for payment,
31 seconded by Mr. Silberstein and on unanimous voice vote the motion was
32 carried.

38 COMMENT FROM DEPARTMENT HEADS

40 Ralph Willis, Acting Sanitary Superintendent, announced that the trash pick-
41 up scheduled for Monday, February 20, 1984 will be picked up on Tuesday,
42 February 21, 1984 with the regular Tuesday route. This will be done to
43 compensate for the Holiday on the 20th and the Sanitary District will
44 continue to pick up missed routes due to Holidays on the next working day.

49 the meeting was adjourned.
