BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, DECEMBER 16, 1982
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met
2 in regular session December 16, 1982 at the hour of 9:00 a.m. in the Municipal
3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb
4 present. The following business was had, to-wit:

6 APPROVAL OF MINUTES OF DECEMBER 9, 1982

8 Mr. Cordell moved to approve the minutes of the previous meeting as prepared,
9 seconded by Mr. Webb and on unanimous voice vote the motion was carried.

11 RECEIVE BIDS FOR JUNK VEHICLE REMOVAL

13 City Attorney Ed Anderson examined proof of publication for removal of junk
14 vehicles and found it to be in order. Mr. Webb moved the proof of publication
15 be accepted and placed on file, seconded by Mr. Cordell and on unanimous voice
16 vote the motion was carried. .

18 Mr. Meredith noted the bid is .for junk vehicles at the City impoundment area
19 that have been therefor the legal length of time and are ready to be sold by
20 the City.

22 The following bids.. were received and recorded: Dobrow Industries $5.27 each
23 vehicle; Salisbury Auto Parts $538.00 total; "J" Street Auto Parts, Inc.
24 $8.56 each or $941.60 total for 110 vehicles..

26 Mr. Webb moved the bids be taken under advisement for evaluation, tabulation
27 . and recommendation, seconded by Mr. Cordell and on unanimous voice vote the
28 motion was carried.

30 Mr. Meredith suggested Mr. Haynes and Mr. Anderson look the bids over at this
31 time and the Board will take a short recess at the end of their agenda and
32 reconvene to award the bid today, if everything is in order.

34 BID FOR STORAGE AREA FOR ABANDONED VEHICLES

36 Mr. Meredith noted this item has been under advisement. Two bids were received
37 (1) from S&S for a total of $6,375 and one (1) from Courtesy Realty for $3,500.
38 He noted the Board has reviewed both sites, looked at the locations and reviewed
39 the bids.

41 Mr. J. D. Howard, 210 Woodlawn Avenue, representing Salisbury Auto Parts, noted
42 his corporation is just across the road from the City limits and, therefore,
43 he could not bid on the storage. Next to his business is a two (2) acre lot
44 and he has been told it is going to be used for the overflow cars of the sal-
45 vage operation. If this is true, he wants the opportunity to bid. Mr. Meredith
46 stated, as part of the specifications, the sites were to be outlined on the
47 bid and that is what will be authorized. No overflow lot will be authorized.
48 If, after a period of time, the car becomes the property of that individual that
49 is storing it under State statute, he can do with it whatever he wants; but,
50 as long as it is being held for the City, it has to be on the lot as outlined
51 on the proposal. Mr. Webb noted wrecker companies are also towing for the
52 County and State, as well as the City.

54 Mr. Robert Burton, 25 North 7th Street, representing S&S, stated for the record
55 that S&S has applied to the Board of Zoning Appeals for variances as to the set
56 back requirements for their property and the paving of the property and, as
57 mentioned in his letter to Mr. Meredith as of three (3) days ago, those variances
58 have been awarded by the Board of Zoning Appeals. Mr. Meredith stated he has
59 made the other Board members aware of the letter. Plan Director Bob Goodwin
60 confirmed these variances were granted by the BZA.

62 Mr. Cordell moved that the bid be awarded to S&S for the year 1983, seconded
63 by Mr. Webb and on unanimous voice vote the motion was carried.

3 Mr. Meredith recommended the following holidays for the City:

29 Mr. Webb so moved, seconded by Mr. Cordell. Mr. Meredith noted these days
30 are for observance by general government of the City of Richmond. Any
31 department having a contract that would establish a holiday in the contract,
32 the contract would take precedence. On unanimous voice vote the motion was
33 carried.

35 AWARD BID FOR REMOVAL OF JUNK VEHICLES

37 Department of Transportation Director Jerry Haynes noted all three (3) bids
38 received are in order. It is the Department of Transportation's recommenda-
39 tion that the bid be awarded to "J" Street Auto Parts, Inc. for the unit
40 price of $8.56 each or $941.60.

42 Mr. Webb moved that the award be given to "J" Street Auto Parts, Inc. at
43 the unit price of $8.56 per vehicle, seconded by Mr. Cordell and on unani-
44 mous voice vote the motion was carried.
