HomeMy Public PortalAbout12-09-1982 /a7 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIAi'A, DECEMBER 9, 1982 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session December 9, 1982 at the hour of 9 :00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb 4 present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF DECEMBER , 1982 7 8 Mr. Webb moved the minutes of the previous meeting be approved and placed on 9 file as prepared, seconded by Mr. Cordell and on unanimous voice vote the 10 motion was carried. 11 12 REQUEST FOR ROSE FESTIVAL PARADE ROUTE 13 14 Mr. Bob Clark, 3270 E. Main, Vice president of the Rose Festival, presented 15 the following proposed 1983 Rose Festival Parade Route: 16 17 The parade route, scheduled to start at 2:00 p.m. June 26, will begin 18 at 22nd & Main Streets at the Glen Miller Park entrance; travel west 19 on Main Street to North 16th and Main; north on 16th Street to North 20 10th & "A" Street. The parade will disperse-- at this point with 21 dignitaries and marching units going left, bands going straight and 22 all others going right (north) on 10th to North 10th & "E" Streets. 23 24 Alternate Traffic Route: 25 26 South on South 23rd Street to South "E" Street and north 27 on 23rd Street to East Main Street. 28 29 Capt. Dan Wogoman, Traffic Department, approves of the proposed route. Main 30 Street will be closed between 1 :00 and 1:30 p.m. Mr. Clark was told he will 31 need State Highway approval, insurance and a hold harmless agreement with 32 the City. 33 34 Mr. Cordell moved the Board approve the parade and route for the Richmond 35 Rose Festival being June 26, 1983 subject to insurance and hold harmless 36 agreement, seconded by Mr. Webb and on unanimous voice vote the motion was 37 carried. 38 39 OAK PARK STREET LIGHT REQUEST 40 41 The Board had received a request for seven (7) street lights on Sylvan Nook 42 Drive and twenty (20) lights on Parkdale Dr. and Oak Park Dr. ; also removal 43 of three (3) lights on Park. Lane with one (1) being replaced. Mr. Meredith 44 noted the request has two (2) lights on the east-west short leg of Parkdale 45 Drive and he recommended only one (1) ; on Oak Park and the remainder of 46 Parkdale, he recommended arranging the spacing of the lights as shown on the 47 diagram so that light #5 is at the east end of Parkdale. Change light #18 and 48 move east so it is at the intersection. This would make one (1) light less 49 than the proposed request. He requested two motions - one for Sylvan Nook 50 Drive and one for the Oak Park addition. 51 52 Mr. Webb moved for the installation of seven (7) 150W sodium pendant street 53 lights on Sylvan Nook Drive as depicted on sheet of work order 19233, second- 54 ed by Mr. Cordell and on unanimous voice vote the motion was carried. 55 56 Mr. Webb moved for installation of nineteen (19) 100W sodium vapor lights and 57 removal of three (3) 175W mercury ornamental street lights as depicted on sheet 58 2 of work order 19233 and said nineteen (19) lights be installed as close as 59 practical to the marked up sketch, seconded by Mr. Cordell and on unanimous 60 voice vote the motion was carried. 61 62 Mr.. Meredith and Mr. Cordell noted they received calls from residents in the 63 area in support of the street lights. Mr. Cordell stated there are 5,878 64 lights in Richmond and he recommended some of them be turned off. Board of Works Minutes Cont'd. December 9, 1982 Page 2 1 TABULATION AND RECOMMENDATION OF FUEL AND STREET DEPARTMENT MATERIALS 2 3 Director of Transportation Jerry Haynes noted all bids have been checked 4 and found in order. We did receive an envelope from New Paris Oil Company 5 with a letter stating they were not bidding; however, they offered a sug- 6 gestion that we do not bid on gas with the current fluctuation in prices. 7 This option will be studied. 8 9 Mr. Haynes recommended the following be accepted as the lowest and best bids: 10 11 Warfield Oil for regular gasoline at .920 and no lead gasoline at .950. 12 Farm Bureau for regular grade diesel #1 at 1.0325 and grade #2 at 1.0125. 13 Marshall-Herdrich for #1 heating oil at 1.10. 14 Farm Bureau for #2 heating oil at 1.0125. 15 16 Mr. Webb moved for approval of the subject fuel bid recommendation as far as 17 awarding the purchase of same, seconded by Mr. Cordell and on unanimous voice 18 vote the motion was carried. 19 20 Richmond Concrete Co. was the only bid for ready-mix concrete. 21 22 Mr. Webb moved that the concrete bid be awarded to Richmond Concrete Co. as 23 depicted on their proposal, seconded by Mr. Cordell and on unanimous voice 24 vote the motion was carried. 25 26 American Aggregates be awarded stone and gravel for #12 and #73. 27 Middleboro Stone for #2, #4, #7, #9C and #11C. 28 29 American Aggregates was the only bidder for #4 washed gravel and #5 sand. 30 31 Mr. Cordell moved that American Aggregates receive the bid on #12 and #73 32 stone; Middleboro Stone receive the bid on #2, #4, #7, #9C and #11C; 33 American Aggregates on washed gravel and sand as the only bidder, seconded 34 by Mr. Webb and on unanimous voice vote the motion was carried. 35 36 Contractors United Inc. for #3 hot bituminous concrete; #4 hot asphalt 37 emulsion and #5 hot bituminous concrete f.o.b. 38 39 Ashland Oil for emulsified asphalt f.o.b. RS-2 , AE--T, AE-60, AE-90, AE-150 40 and AE-200. 41 Contractors United Inc. for #8 cold bituminous coated aggregate f.o.b. 42 43 Mr. Webb moved that hot bituminous concrete be awarded to Contractors United 44 Inc. , hot asphalt emulsion to Contractors United Inc. , hot bituminous con- 45 crete to Contractors United Inc. , all 6 items under emulsified asphalt f.o.b. 46 to Ashland Oil, cold bituminous aggregate f.o.b. to Contractors United Inc. , 47 seconded by Mr. Cordell and on unanimous voice vote the motion was carried. 48 49 SET HEARING DATE FOR TWO (2) JUNK VEHICLE HEARINGS 50 51 Mr. Meredith set Thursday, December 30 at 9:30 a.m. for the hearings. 52 53 REMINDER OF POLICE AUCTION - Major Chesnut 54 55 Major Ron Chestnut reminded and invited everyone to the annual police auction 56 this Saturday at the police garage on Garden Avenue at 10:00 a.m. All the 57 sale items have been held a minimum of six (6) months and no owners have been 58 located for these articles. The auction will be conducted by Jim Kottyan 59 who volunteers his time. Lunch will be available by the Richmond Police 60 Department reserves. The building will be open at 9:00 for viewing of articles. 61 62 RESOLUTION NO. 5-1982 63 64 Resolution No. 5-1982 was submitted to the Board. This deals with a govern- . 65 mental transfer between the City of Richmond and the Town of Liberty for the 66 sale of one 4-way flasher for the sum of $10.00 and other valuable consid- 67 eration. / Board of Works Minutes Cont'd.
