BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, DECEMBER 2, 1982
1 The Board of Public Worksand Safety of the City of Richmond, Indiana, met
2 in regular session December 2, 1982 at the hour of 9:00 a.m. in the Municipal
. 3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb
4 present. The following business was had, to-wit:

6 APPROVAL OF MINUTES OF NOVEMBER 24, 1982

8 Mr. Cordell moved to approve the minutes of November 24, 1982 as prepared,
9 seconded by Mr. Webb and on unanimous voice vote the motion was carried.

13 City Attorney Ed Anderson examined proof of publication and found it to be in
14 order. Mr. Webb moved the proof of publication be accepted and placed on file,
15 seconded by Mr. Cordell and on unanimous voice vote the motion was carried.

1 Mr. Webb moved that the bids be taken under advisement for evaluation and
2 recommendation, seconded by Mr. Cordell and on unanimous voice vote the motion
3 was carried.

5 REQUEST FOR USE OF FIRE TRUCKS FOR SALVATION ARMY FUND RAISING - Chief Mullin
6
7 Fire Chief Paul Mullin stated for the last four (4) years the Fire Department
8 has helped the Salvation Army in the Christmas money collection. He requested
9 permission for use of men and trucks at 8th and Main from 9:00 a.m. to 5:00
10 p.m. on December 6, 7 and 8. The trucks will be in service. The Chief has

11 checked with the Traffic Department who forsees no problem. The Chief noted
12 it is good public relations for his Department as well as helping out the
13 Salvation Army.

15 Mr. Cordell moved that the Richmond Fire Department cooperate with the Salvation
16 Army by helping with their fund drive at 8th and Main'from 9:00 a.m. to 5:00
17 p.m. on December 6, 7 and 8, seconded by Mr. Webb and on unanimous voice vote
18 the motion was carried.

20 Mr. Cordell complimented the Fire Department on their help with the Christmas
21 lighting of downtown.

23 The Clerk read the following letter from Downtown Richmond Inc. :

25 Dear Board of Works,
26
27 Thank you for your cooperation in preparing the Downtown
28 Promenade for the Christmas season. Your support of the Lighting
29 of the Greens helped make it a success. A very large crowd turned
30 out to participate and over 400 peices of candy were handed out to
31 the children by Santa Claus.

33 The new Christmas lighting is very beautiful and is bringing
34 a lot of traffic downtown. Thank you again for your assistance.

42 FIRE SERVICE AGREEMENT WITH WAYNE TOWNSHIP

44 Earlier this year the City negotiated with Wayne Township to provide fire
45 service and drew a contract which the township has approved and returned
46 for City approval. The total amount they have agreed to pay the City for the
47 year 1983 for this service is $185,400. which is approximately a 3% increase.
48 City Attorney Ed Anderson found the agreement in order.

50 Mr. Webb moved for approval of the subject contract, seconded by Mr. Cordell
51 and on unanimous voice vote the motion was carried.

53 STREET LIGHTING IN OAK PARK AREA
54
55 Mr. Meredith stated the street light request from Oak Park residents was taken
56 under advisement for input from the public in the area. The Board had not had
57 any comments when the agenda was prepared; however, since that time it has come
58 to the attention of the Board that there is a petition concerning this project.
59 Mr. Meredith continued this item under advisement for further study as the
60 Board was unaware of this petition.

62 BUREAU OF BUILDINGS MONTHLY REPORT - Charles Roberts

64 Building Couuuissioner Charles Roberts presented his monthly report for
65 November, 1982.

67 Mr. Webb moved the report be accepted and placed on file, seconded by Mr.

1 Mr. Roberts reported progress on the demolition of the dwelling at North 8th
2 & "B" is going well. He will report at the end of December.

4 RADIO MAINTENANCE MONTHLY REPORT - Gary Hardwick
5
6 City Radio Technician Gary Hardwick presented his report for November 1982.
7 A question has been raised concerning the total hours on his report and Mr.
8 Hardwick explained these are hours assigned to the various departments. He.
9 noted the new assigned scheduling is working out well.

11 Mr. Webb moved that the monthly report of the Radio Maintenance be accepted
12 and placed on file, seconded by Mr. Cordell and on unanimous voice vote the
13 motion was carried.

15 HONORING OF OFFICER RICHARD SHOEMAKER FOR COMPLETING TWENTY YEARS
16
17 Chief Charles Chris announced there will be coffee and cake in the squad room
18 of the Police Department this morning honoring Officer Richard Shoemaker for
19 completing twenty (20) years on the Richmond Police Department.

21 REQUEST FOR PURCHASE OF UNUSED CITY PROPERTY
22
23 Capt. Dan Wogoman noted Clerk-Treasurer Dorothy Ray of Liberty has contacted
24 him regarding the possible purchase of a flasher signal. We do have one that
25 we are not using and do not contemplate using. The sale of property takes a
26 resolution from both governing bodies. Capt. Wogoman recommended Mr. Anderson
27 draw a resolution for this purchase. Mr. Meredith instructed Mr. Anderson to
28 proceed.
