HomeMy Public PortalAbout11-24-1982 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 24, 1982 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session November 24, 1982 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Webb presided with Mr. Cordell present. Mr. Mere- 4 dith was attending the tax hearings. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF NOVEMBER 18, 1982 7 II/ 8 Mr. Cordell moved to approve the minutes of November 18, 1982 as prepared, 9 seconded by Mr. Webb and on unanimous voice vote the motion was carried. 10 11 STREET LIGHT REQUEST FOR OAK PARK - George Webb 12 13 Mr. Webb noted a request from the Street Light Committee of Common Council 14 for lighting in the Oak Park Addition. This request had been presented be- 15 fore and there seems to be a disagreement as to whether the residents do or 16 do not want lights. Some residents have gas lights and do not want street 17 lights, while others do not but want lights. The request is taken under 18 advisement for one (1) week for people to respond. 19 20 REQUEST FOR STREET. ACCEPTANCE IN HUNTER'S POINTE SUBDIVISION - George Webb 21 22 Mr. Webb presented a letter of surety for maintenance to City Attorney Ed 23 Anderson who found it to be in order. The developer has completed the 24 streets in this subdivision, which were in the process of being accepted 25 a year ago. A few minor defects have been corrected and Mr. Webb recom- 26 mended acceptance of Hunter's Pointe Drive from Hodgin Road to the dead 27 end, approximately .10 miles; also, Quail Ridge from Hunter's Pointe Drive 28 to the dead end, approximately .13 miles. 29 30 Mr. Cordell moved the City of Richmond do accept Hunter's Pointe Drive from 31 Hodgin Road to the dead end and also Quail Ridge from Hunter's Pointe Drive 32 to the dead end, seconded by Mr. Webb and on unanimous voice vote the motion 33 was carried. 34 35 POLICE DEPARTMENT CHANGE OF POSITIONS - Chief Chris 36 37 Chief Chris noted as a result of recent promotional testing the following 38 change in acting ranks was effected: Acting Sergeant Denzel Williams re- 39 placed by Patrolman Jon Carrico. Therefore, he recommended Officer Jon 40 Carrico be promoted to Acting Sergeant and Acting Sergeant Denzel Williams 41 be returned to his permanent rank of Patrolman effective November 26, 1982. 42 43 Mr. Cordell moved that Acting Sergeant Denzel Williams of the Richmond Police 44 Department be replaced by Patrolman Jon Carrico be promoted to Acting Ser- 45 geant and Acting Sergeant Denzel Williams be returned to the permanent rank 46 of Patrolman, seconded by Mr. Webb and on unanimous voice vote the motion 47 was carried. 48 49 NEW TRAFFIC LIGHT AT INTERSECTION OF SIM HODGIN PARKWAY AND BRIDGE AVENUE 50 51 Traffic Capt. Dan Wogoman emphasized the new traffic signals at Sim Hodgin 52 Parkway and Bridge Avenue are operational, as they were turned on yesterday. 53 Due to habit people are running this light and there was an accident there 54 yesterday evening that injured three (3) . This intersection has been on a 55 flasher for many years but is not signalized and people should drive acord- 56 ingly. 57 58 RECESS 59 60 The meeting was recessed until 10:00 at which time two (2) hearings for 61 unsafe buildings will be held. /ao Board of Works Minutes Cont'd. November 24, 1982 Page 2 1 UNSAFE BUILDING HEARINGS 2 1530 E. Main & 216 'N. 16th 3 4 Mr. Webb announced under the procedure City Attorney Ed Anderson will 5 conduct the hearings. 6 7 Mr. Anderson stated it is his understanding that Building Commissioner 8 Charles Roberts is willing to dismiss the two (2) cases, and requested 9 Mr. Roberts give his reasons. 10 11 Mr. Roberts stated there have 'been quite a few changes since the in- 12 vestigation of these buildings started. The building at 1530 E. Main 13 has been purchased and the new owner is present. The structure at 216 14 No. 16th was a barn and it has been torn down and just has to be cleaned up. 15 The building.. on East Maini=has been secured by the new owner complying 16 with what should be done at this time. 17 18 Mr. Anderson suggested that the record show on motion by the Board that 19 the dismissals be accepted and made of record. 20 21 Mr. Cordell moved the charges for property at 1530 E. Main Street, Richmond 22 and the property at 216 No. 16th Street, Richmond be dismissed, seconded by 23 Mr. Webb and on unanimous voice vote the motion was carried. 24 25 Ms. Diane Bates, 1107 Sheridan, new owner of the property at 1530 E. Main, 26 requested closure of a curb cut at the property as it will be hard to main- 27 tain.
