HomeMy Public PortalAbout11-10-1982 //_S BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 10, 1982 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session November 10, 1982 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb 4 present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF NOVEMBER 4, 1982 • 7 8 Mr. Webb moved the minutes be approved and placed on file as prepared, 111 9 seconded by Mr. Cordell and on unanimous voice vote the motion was carried. 10 11 REQUEST FOR 2 HOUR PARKING ON NORTH 10TH - U/A FROM 11/4/82 12 13 Traffic Capt. Dan Wogoman noted when North 10th between "A" and "B" is parked 14 full, there are seventeen (17) vehicles parked on the street . There is room 15 for four (4) cars to be parked between the new curb cut on the east side of 10th 16 Street for Carefree Travel and "B" Street. Repainting of the area in the last 17 few days may hopefully relieve some problem with parking in the area. Mr. Von 18 Pein has ten (10) parking spaces in his lot. Capt. Wogoman recommended the 19 area be observed for six (6) months and see how much of a problem there is at 20 that time. Mr. Meredith noted the request was for restricted parking for the 21 north half of the east side of the street; however, Capt. Wogoman stated if 22 anything is done, it would have to be for the whole block on both sides of 10th 23 between "A" and "B" rather than just four (4) spots. 24 25 Mr. Webb moved that the request for two (2) hour parking on North 10th Street, 26 north of Carefree Travel, as presented to the Board on November 3 be denied, 27 seconded by Mr. Cordell and on unanimous voice vote the motion was denied. 28 29 Mr. Meredith directed Capt. Wogoman stay in touch for the next several months 30 and see what the situation is and, if it does cause a great deal of problem, 31 perhaps Mr. Von Pein may want to resubmit his request. 32 III33 STREET LIGHT REQUEST - U/A 34 35 Yesterday the Board and the Traffic Captain investigated the following requests 36 of the Street Light Committee. 37 38 1. Removal of three (3) lights on N. W. 18th north of Hilldale Drive to the 39 railroad. These lights are. numbers 4303, 4305 and 4307 . 40 41 Mr. Webb moved that street lights 4303, 4305 and 4307 be removed, seconded by 42 Mr. Cordell and on unanimous voice vote the motion was carried. 43 44 2. Requested two (2) lights on Kensington Drive from South "E" to Heathfield 45 in Meadow Park. 46 47 Mr. Webb moved that two (2) lights be installed on Kensington Drive in accor- 48 dance with estimate 7317 being street lights 124 and 125, seconded by Mr. 49 Cordell and on unanimous voice vote the motion was carried. 50 51 3. Removal of following lights: N. W. 5th & Peacock; S. W. 13th & W. Main; 52 S. W. 18th & W. Main; S. W. 16th & National Road West; S. W. 5th & W. Main. 53 Mr. Meredith noted this duplication of lighting was caused by running lights 54 from both directions and, therefore, doubling up at the corners. In observing 55 this area, the Board felt the light approximately sixty feet (60') west on W. 56 Main on the north side of the street, which is right in front of the Village 57 Pantry shopping complex, also seemed to be excessive. 58 59 Mr. Webb moved that the street lights shown by estimate 7315 be removed and 60 in addition a street light west of N. W. 5th in front of the Village Pantry 61 also be removed, seconded by Mr. Cordell and on unanimous voice vote the 62 motion was carried. 63 Mr. Meredith stated on N. W. and S. W. 5th Street going from National Road 64 north, there seemed to be an excessive number of street lights in that area. 65 He requested the Clerk inform the Street Light Committee of Common Council 66 to take a look at this area for recommendation. Board of Works Minutes Cont'd. November 10, 1982 Page 2 1 4. Requested twelve (12) lights on South 45th, 47th and 48th Streets between 2 South "B" and "A". Under the old standards lights were placed 110' apart; 3 however, on this request they are spaced from 140' to 150' apart . Mr. Meredith 4 drove the area and feels the request is in order. They are moving one (1) 5 light at the corner of 46th Street and putting it across the street at the "T" 6 intersection, which should improve the intersection. 7 8 Mr. Webb moved that the street light request shown by estimate 7316 be approved, 9 seconded by Mr. Cordell and on unanimous voice vote the motion was carried. 10 11 REVOKE SPECIAL POLICE POWERS OF RICHMOND POLICE DEPARTMENT RESERVE OFFICER 12 13 Chief of Police Charles Chris requested the special powers of Richmond Police 14 Department Reserve Officer Sandra L. Johnson be revoked effective immediately 15 as she submitted her resignation from the Police Reserves for personal reasons. 16 17 Mr. Webb so moved, seconded by Mr. Cordell and on unanimous voice vote the 18 motion was carried. 19 20 CONTRACT WITH KROGER'S 21 22 Mr. Meredith stated he received a contract and letter from Mr. Richard C. Mospens, 23 Real Estate Manager for Kroger Food Stores. It is a three (3) way contract be- 24 tween Kroger, the City of Richmond and the State of Indiana through the Indiana 25 Department of Highways. The contract is for the proposed traffic signal at the 26 intersection of U. S. 40 (East Main) and Elks Country Club Road. Kroger is 27 agreeing to totally install, at their cost, traffic signals to the specifications 28 . of the State of Indiana Department of Highways and, after installation of the 29 traffic signals, to turn it over to the Department of Highways. The contract 30 specifically is requesting the City pay the electric energy to operate the traffic 31 signal and also states (which is a requirement of the Department of Highways) to 32 be reviewed after six (6) months as the particular intersection does not meet the 33 warrants for the State to put up a traffic signal. At the time of this study, 34 that study is to be made available to Kroger and the City for their review 35 after which time it is hoped it will become a permanent installation. The 36 document was drawn up to be signed by just the President of the Board so, if the 37 Board does approve this, Mr. Meredith should be authorized to sign as President. 38 Mr. Webb noted the Traffic Division has been requesting this light for many 39 years and the intersection does not meet the warrants because people avoid the 40 intersection. He feels once the light is there people will use it and it will 41 meet the warrants. Traffic Capt. Dan Wogoman stated he is glad to see the,signal 42 being installed. 43 44. Mr.. Webb moved that the agreement with the Indiana Department of Highways and 45 Kroger Company for a traffic signal at U. S. 40 (East Main Street) and Elks 46 Country Club Road be approved and Mr. Meredith be designated as the signator 47 for the Board of Public Works and Safety, seconded by Mr. Cordell and on 48 unanimous voice vote the motion was carried. 49 50 Mr. Meredith will inform Kroger that the contract has been agreed upon and re- 51 quested the Clerk furnish a copy of the minutes to be included with the contract. 52 53 Police Chief Charles Chris requested his Department see a copy of the engineer 54 diagram of the blue print as soon as possible. Mr. Webb noted Kroger is to 55 contact an approved engineering firm and construction firm to do the designing. 56 The Clerk is to request the name of the consulting engineers. 57 58 ADJOURNMENT 59 60 There being no further business the meeting was adjourned. 61 62 Donald E. Mr. Meredith presided with Mr. Cordell and Mr. Webb 4 present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF NOVEMBER 10, 1982 7 8 ;•ir. Cordell moved to approve the minutes of November 10, 1982 as prepared, 9 seconded by Mr. Webb and on unanimous voice vote the motion was carried. 111. 10 11 MEETING DATE CHANGED 12 13 Mr. Meredith announced the next meeting of the Board of Works would be changed 14 from November 25 to Wednesday, November 24 at 9:00 a.m. due to Thanksgiving. 15 16 FIRE DEPARTMENT - Request Use of Truck 17 18 Fire Chief Paul Mullin requested a blanket approval for use of the fire trucks 19 for the purpose of bringing Santa Claus to town as has been done on an annual 20 basis. They have received at least three requests already and expect more. 21 The dates will be November 26th at 10:00 a.m. and 6:30 p.m. and November 27th 22 in the morning. 23 24 Mr. Webb moved that the Fire Department be given approval to accomodate Santa 25 Claus at the discretion of the Fire Chief, using a fire truck to attend that 26 important occasion, seconded by Mr. Cordell and on unanimous voice vote the 27 motion was carried. 28 29 SET DATE TO DISPOSE OF JUNK VEHICLES 30 31 Mr. Meredith noted the impound area has about one hundred ten (110O vehicles 32 which have been processed and set the date of Thursday, December 16 at 9:00 a.m. 33 to receive bids for disposal of the junk vehicles. Specs and bid forms will be 34 available from the Clerk's office. 35 • 36 STREET LIGHT REMOVAL - Fort Wayne Avenue 37 38 Mr. Webb relayed a request from Raj Rao for removal of street lights in the 39 area from North 8th to North "H" on Ft. Wayne Avenue. The removal of nine (9) 40 lights would save the City $89.19 per month. 41 42 Mr. Webb moved for approval of the subject request, seconded by Mr. Cordell 43 and on unanimous voice vote the motion was carried. 44 45 U/A: BIDS ON STORAGE AREA 46 47 Mr. Meredith announced that upon site visitation and discussion with the 48 two (2) companies who made bids, a few things must be done in order to be. 49 satisfactory. These are in the process and until done to the satisfaction 50 of the Board, the item will be continued under advisement. 51 52 WEIGHTS AND MEASURES REPORT 53 54 . The Board received the report of the Weights & Measures Department for September 55 and October. Mr. Meredith read from the report that the oil tank meters rejected 56 were repaired, approved and sealed. That is a fairly new service in the last 57 year or so since getting the new portable meter. 58 59 60 Mr. Cordell moved to accept the Weights & Measures report for September and October as prepared by the Department, seconded by Mr. Webb and on unanimous 61 voice vote the motion was carried. 62 63 ADJOURNMENT 64 65 There being no further business the meeting was adjourned. 66 67 Donald E.
