HomeMy Public PortalAbout11-04-1982 a/ BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 4, 1982 1 The 'Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session November 4, 1982 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb 4 present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF OCTOBER 28, 1982 7 8 Mr. Cordell moved to approve the minutes of October 28, 1982 as prepared, 9 seconded by Mr. Webb and on unanimous voice vote the motion was carried. 10 11 RECEIVE BIDS FOR STORAGE AREA FOR ABANDONED VEHICLES 12 13 City Attorney Ed Anderson examined the proof of publication for bids and found 14 it to be in order. Mr. Webb moved the proof of publication be accepted and 15 placed on file, seconded by Mr. Cordell and on unanimous voice vote the motion 16 was carried. 17 18 The following bids were received and recorded: 19 20 S&S $6,375 with the storage area to be located at 1500-1508 National Road West. 21 They will comply with all specifications and included a certified check for $1000. 22 23 Courtesy Realty $3500 with a deviation of a six foot (61) solid fence in lieu of 24 an eight foot (8') solid fence as specified in paragraph 3 of the specifications. 25 The storage area will be the west side of South 2nd Street between Main and the 26 1st alley north of South "A" Street - the rear of 111 Main Street, Richmond, IN. 27 The bid was accompanied with a certified check in the amount of $350. 28 29 Mr. Webb moved the bids be taken under advisement, seconded by Mr. Cordell and 30 on unanimous voice vote the motion was carried. Mr. Meredith stated he appreci- 31 ated the chance to review the bids more closely and the chance to inspect the III 32 two sites. Attorney Andrew Cecere asked if there would be an examination of 33 the Board relative to the site location, zoning, paving etc. Mr. Meredith 34 stated they will be checked as to specifications of the bid. It was noted the 35 meeting next week will be on Wednesday, November 10. 36 37 ROUTINE MAINTENACE OF RAILROAD CROSSINGS - Mr. Webb 38 39 City Engineer George Webb reported as a matter of public interest he has received 40 word from Mr. Mike Kelley, District Engineer for the C&O Railroad that they will 41 be performing routine maintenance on all crossings in Richmond. These crossings 42 Noould be South "N", South "J", South "H", South "G", South 6th, railroad station, 43 Waterfall Road and Industries Road. The crossing at Union Pike is completed and 44 South "L" should be completed the middle of November. 45 46 Mr. Cordell moved that the Board approve the routine maintenance of railroad 47 crossings as listed and the streets be closed at the pleasure of the Board, 48 seconded by Mr. Webb and on unanimous voice vote the motion. was carried. 49 50 REQUEST FOR STREET LIGHTING - Mr. Webb 51 52 City Engineer George Webb stated he received two (2) requests for street lighting 53 as follows: 54 55 Removal of eight street lights in various intersections on the west side of the 56 City. The savings to the city on removing these lights will be $69.04 per month. 57 A study is also being made for removal of lights on N. W. 18th. 58 59 Installation of twelve (12) street lights on So. 45th, 47th and 48th Streets. 60 61 Mr. Webb moved the requests be taken under advisement, seconded.by Mr. Cordell 62 and on unanimous voice vote the motion was carried. 63 64 SET BID DATE FOR AUCTION OF CONFISCATED PROPERTIES - Chief Chris 65 . 66 Chief Charles Chris stated it has become a practice to sell confiscated and 67 abandoned property from the Police Department. This has been done by holding 68 an auction in December the last 'several years; therefore, he requested the //d Board of Works Minutes Cont'd. November 4, 1982 Page 2 1 Board to set a date for the public auction of these properties on Saturday, 2 December 11 starting at 10:00 to be held at the police garage on Garden Avenue. 3 The Department is required to notify any owners they have record of and make a 4 reasonable attempt to return properties. Anything held over six (6) months can 5 be put into the sale and an inspection time of one (1) hour prior to the auction 6 is provided for anyone to make any claim to the property and, also, give people 7 an opportunity to look over property they may be interested in buying. 8 9 Mr. Meredith set 10:00 a.m. Saturday, December 11 to hold the police auction. 10 11 DELIVERY OF ABANDONED MONEY - Chief Chris 12 13 Chief Chris noted under the statute for the sale of properties, cash money is 14 included and the statute requires that the money be turned over to the Board of 15 Safety, who shall deposit that money in the treasurey. The same six (6) months 16 applies and a reasonable search to return the money to the proper owner. The De- 17 partment had $1741.89 which had been held for a period of time meeting the require- 18 ments of the law. This money was delivered to the Controller's office yesterday 19 and this is notification to the Board the money is in their custody. 20 21 Mr. Meredith stated the money will be receipted into the General Fund of the City 22 of Richmond as set forth in the statute. • 23 24 Mr. Webb moved that the Board of Public Safety receive the subject funds from Chief 25 Chris, seconded by Mr. Cordell and on unanimous voice vote the motion was carried. 26 27 SET BID DATE FOR FUEL AND STREET MATERIALS 28 29 Mr. Meredith set 9:00 a.m. Thursday, December 2 to receive bids for fuel and street 30 materials. 31 32 REQUEST FOR TWO (2) HOUR LIMITED PARKING ON NORTH 10TH - John Von Pein 33 34 Mr. John Von Pein, representing Carefree Travel, presented a letter requesting a 35 two (2) hour parking limit on the east side of the 100 block of North 10th Street, 36 extending from the curb cut at 121 North 10th to the corner of North 10th aiid "B" 37 Streets, which is approximately ninety feet (90') . This area would be in front of 38 Carefree Travel and a vacant lot to the north. Mr. Von Pein stated this area is 39 now being used for all day parking by employees in the area. He has provided 40 twelve (12) off street parking spaces for his staff and an additional nine (9) spaces, 41 which he feels is not enough. He noted parkers are extending over his curb cut 42 which creates a site problem. 43 44 Mr. Webb moved the subject request be taken under advisement, seconded by Mr. 45 Cordell and on unanimous voice vote the motion was carried. 46 47 BUREAU OF BUILDINGS MONTHLY REPORT 48 49 Building Commissioner Charles Roberts presented his monthly report for October. 50 Mr. Webb moved that the monthly report of the Bureau of Buildings be accepted and 51 placed on file, seconded •by Mr. Cordell and on unanimous voice vote the motion 523 was carried. 53 54 RADIO MAINTENANCE MONTHLY REPORT 55 56 The Board was presented a copy of the Radio Maintenance monthly report. 57 58 Mr. Webb moved that the monthly radio maintenance report be accepted and placed 59 on file, seconded by Mr. Cordell and on unanimous voice vote the motion was 60 carried. 61 62 REPORT ON SIGNALIZATION ON NORTH AND SOUTH "A" STREETS - Capt . Wogoman 63 64 Capt. Dan Wogoman noted the signals on North and South "A" Streets are not 65 synchronized. This is due to the new equipment that is being installed with 66 the signal project, which does not match with the old equipment; therefore, 67 the lights cannot be synchronized. When all the new equipment is installed, 68 they will be synchronized again. He requested the press help make the public 69 aware that the lights are out of synchronization. //3 Board of Works Minutes Cont'd. November 4, 1982 Page 3 1 WINDOW ETCHING PROGRAM OF THE POLICE DEPARTMENT 2 3 Mr. Webb noted that last week the Police Department etched windows for 4 the citizens of Richmond. This was a highly successful program, which was 5 well organized. Chief Chris noted the program will continue; however, it 6 will have to be restricted during the winter months because of the atmospheric 7 conditions. His Department is working on doing this on a regular basis on 8 Saturday morning and the location will probably be moved to the Police 9 Garage where conditions will be better for the winter months. He will make 10 an announcement when it will be available. 11 12 ADJOURNMENT 13 14 There being no further business the meeting was adjourned. 15 16 Donald E.
