OF THE CITY OF RICHMOND, INDIANA, OCTOBER 14, 1982 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session October 14, 1982. at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb 4 present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF OCTOBER 7, 1982 7 8 Mr. Cordell moved to approve the minutes of October 7, 1982 as prepared, 9 seconded by Mr. Webb and on unanimous voice vote the motion was carried. 10 11 STREET LIGHT REQUEST - South "C" Street 12 13 Mr. Webb read from a letter from Jim Mays, Commercial Manager of RP&L, 14 stating the Street Light Committee has recommended the installation of 15 the following lights on South "C" Street, east of Garwood Road, and one 16 on Garwood: 17 18 1 - 250 Watt Sodium on existing wood pole $7.97 (proposed) 19 7 - 100 Watt Sodium Ornamentals $6.54 ea (proposed) 20 21 This will increase the City billing by $53.75 per month. -This is based on 22 proposed new rates which are on file with the Public Service Commission and 23 subject to their approval. 24 25 Mr. Cordell moved the street light request for Garwood and South "C" be taken 26 under advisement, seconded by Mr. Webb and on unanimous voice vote the motion 27 was carried. 28 29 STREET LIGHT REMOVAL - Clear Creek Park 30 31 Mr. Webb stated this item was held over from a previous request by Don McBride 111 32 regarding a street light that was obscured by a tree. Mr. Mays of RP&L has 33 checked with the Street Light Committee and agreed that the light is. unnecessary. 34 35 Mr. Webb moved for removal of one (1) light in Clear Creek Park which is about 36 150 feet south of West Main Street, seconded by Mr. Cordell and on unanimous 37 voice vote the motion was carried. 38 39 REQUEST TO CLOSE SOUTH "L" - RR 40 41 Mr. Webb noted the C&O will block the crossing at South 5th and "L" Street next 42 Monday, October 18th, for reconstruction of the crossing. This is done by the 43 Federal Urban Highway Fund with 100% federal funds. It will be closed two (2) 44 or three (3) weeks. There will be some city participation on the approaches. 45 46 Mr. Webb moved the C&O Railroad be allowed to close South "L" Street starting 47 October 18 for the installation of a new grade crossing until such time as the 48 crossing is completed, seconded by Mr. Cordell and on unanimous voice vote the 49 motion was carried. 50 51 REPORT ON CLOSING OF NORTH 17TH STREET 52 53 Mr. Meredith stated the Board had closed the street temporarily for thirty (30) 54 days or so from the bridge to the New Paris Pike to receive public input. No 55 comments were received from the public in that time. Capt. Wogoman recommended 56 closing the street, stating that previously the only residents were favorable. 57 Mr. Meredith stated the majority landowner is SPUR. He stated that under Indiana 58 statute, the Board of Works must recommend to Council the street be closed. 59 60 Mr. Webb moved the Board of Works recommend to Common Council that North 17th 61 Street be closed from the south side of the existing bridge to New Paris Pike, 62 seconded by Mr. Cordell. 63 64 Mr. Webb moved the word "closed" be changed to "vacated", seconded by Mr. Cordell 65 and on unanimous voice vote the motion was carried. 1010 Board of Public Works Minutes Cont'd. October 14, 1982 Page 2 1 On unanimous voice vote the motion as amended was carried. 2 3 REVOCATION OF SPECIAL POLICE POWERS 4 5 Major Chesnut read the following letter: 6 7 Dear Board Members: 8 9 Request that the Police Powers of Joe Webster, Special Police 10 Officer for Security at Greenwood Apartments be revoked. Mr. 11 Webster's employment at Greenwood Apartments has been terminated. 12 13 Please make this effective as of October 8, 1982. 14 15 Sincerely, 16 17 /s/ Charles R. Chris 18 Chief of Police 19 20 Mr. Webb moved the subject request be approved, seconded by Mr. Cordell and 21 on unanimous voice vote the motion was carried. 22 23 CURB CUT REQUEST - 1053 NORTH 10TH 24 25 Mr. Webb told of a request to change the use of an existing driveway at 1053 26 North 10th for a drive-up flower shop, which will necessitate a curb cut. 27 This has been checked by Engineering, Planning and Traffic and all recommend 28 approval for a drive-up flower shop by Lemon's Florist. 29 30 Mr. Webb moved for approval of the subject curb cut request, seconded by 31 Mr. Cordell and on' unanimous voice vote the motion was carried. 32 33 ADJOURNMENT 34 35 There being no further business the meeting was adjourned. 36 37 Donald E.
