HomeMy Public PortalAbout09-30-1982 /0/ BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 30, 1982 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in 2 regular session September 30, 1982 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb 4 present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF SEPTEMBER 23, 1982 7 8 Mr. Cordell moved to approve the minutes of September 23, 1982 as prepared, 9 seconded by Mr. Webb and on unanimous voice vote the motion was carried. 10 11 REPORT ON UNSAFE BUILDING HEARING FOR 200 NORTH 8TH - Charles Roberts 12 13 Building Commissioner Charles Roberts reported he had called for a contract to 14 demolish the property at 200 North 8th, but, since the owner, Mr. Gardiner, is 15 doing the work himself and furnished the necessary insurance, a wrecking permit 16 was issued. Mr. Roberts stated he is satisfied with the progress being made. 17 18 SET DATES FOR LEAF BURNING - Mayor Dickman 19 20 Mayor Dickman stated he has requested leaf burning for the City under a blanket 21 certificate and has received approval of the Fire Chief and the Superintendent 22 of the Sanitary District. Leaf burning will be allowed from October 1 through 23 December 12, 1982 from 8,:O0, a.m. to 8:00 p.m. The rules are for leaves only 24 and the public is to use common sense and discretion. Burning cuts the cost of 25 removal and cleaning out of the sewers. Fire Chief Paul Mullin noted there has 26 been no problem with this the last few years. 27 28 Mr. Webb moved that the Board of Public Works and Safety concur with leaf 29 burning between October 1 and December 12 between the hours of 8:00 to 8:00 30 during the day, seconded by Mr. Cordell and on unanimous voice vote the motion 31 was carried. 32 11/ 33 REQUEST TO CLOSE CONRAIL NORTH 12TH STREET CROSSING FOR IMPROVEMENTS 34 35 Mr. Webb noted, as announced a week ago, Conrail is contemplating a complete 36 reconstruction of the crossing at North 12th Street with an expected starting 37 date of October 4. The construction will require two to three weeks. Fol- 38 lowing the North 12th Street crossing they will be doing the North 15th Street 39 crossing. 40 41 Mr. Webb moved that Conrail be given permission to close the North 12th Street 42 crossing for the proposed crossing improvements starting October 4 and ending 43 upon successful completion =of the crossing and approach work, seconded by Mr. 44 Cordell and on unanimous voice vote the motion was carried. 45 46 REQUEST APPROVAL OF SATISFACTION OF MORTGAGE FOR 301 -SOUTH 4TH - Ron Cheek 47 48 Mr. Ron Cheek, representing the Department of Community Development, requested 49 a satisfaction of mortgage for property at 301 south 4th. This mortgage was a 50 loan out of the historic district revolving loan fund. He asked the note be 51 executed because a note was received from Second National Bank which has been 52 paid in full. 53 54 Mr. Webb moved for release of the subject mortgage, seconded by Mr. Cordell 55 and on unanimous voice vote the motion was carried. 56 57 REPORT ON SPEEDERS IN HIGH SCHOOL AREA - Capt. Wogoman 58 59 Capt. Wogoman noted on September 16 Mrs. Hardin, 438 S. W. 3rd, and others 60 expressed concern to the Board of reckless driving, speeding, bus location 61 for school children pick-up and general concern for the safety of children 62 in the area from National Road to S. W. "E" and Whitewater Blvd. to College 63 Avenue. The Board was invited to a meeting that night held in Council Chambers. 64 Suggestions from that meeting trying to be implemented at this time are: /°;- Board of Public Works Minutes Cont'd. September 30, 1982 Page 2 1 (1) realignment of manpower (2) changed bus stop (3) installed bus stop signs 2 (4) enforcement program in area - officers there when needed (7 :00 a.m. to 8:00 3 a.m. and 2:00 p.m.) (5) suggested parents in area might be able to get to- 4 gether and set up a "Mother's Watch" type program to help children. People ex- 5 pressed the desire for stricter enforcement along with traffic regulations and 6 parking. The traffic department has conducted speed counts which also serves 7 as a traffic count. Speed in the area is way below 30 m.p.h. 8 9 FOOD WAGON FOR OPERA COMPANY 10 11 No one was present to represent this request. 12 13 RECESS 14 15 The Board was recessed until 10:00 a.m. 16 17 HEARING FOR SALE OF PROPERTY AT 838 NORTH 12th - Ron Cheek 18 19 City Attorney Ed Anderson noted this hearing is under I.C. 36-1-11-3 which states 20 that before real estate can be disposed of the Mayor must approve it; however, 21 the Mayor designates this Board to give notice and conduct this hearing and 22 notify the executive of its recommendation as to whether the real estate should 23 be disposed of. Once the Board makes its recommendation and the Mayor approves 24 it, Council must approve any sale of real property having an appraised value 25 of $10,000 or more. A resolution will go to Council which will authorize the 26 Board of Public Works to: conduct the sale and take bids. Publication was made 27 for this hearing and Mr. Anderson found the proof of publication in order. Mr. 28 Webb moved the proof be accepted and placed on file, seconded by Mr. Cordell 29 and on unanimous voice vote the motion was carried. 30 31 Mr. Ron Cheek, representing the Department of Community Development, noted this 32 house is owned by the Department of Community Development. He presented 33 pictures taken a year ago noting the house previously was sold on contract, 34 which was not fulfilled, and has reverted to the Department. The property is 35 now vacant and secured. The reasons for the sale are (1) the C. D. program in 36 North Richmond is for practical purposes closed out and will be formally closed 37 in the near future. All the paper work has gone to HUD. There is no funding 38 or administrative process to continue the maintenance of this property or to 39 take care of property management. All property C. D. purchased has either been 40 sold or is in the process of being sold. The only properties C. D. now owns 41 are along North "G" Street, which will be offered for sale, and the Bicentennial 42 Park along Bridge Avenue which is being transferred to the Park Department. 43 C. D. is recommending that the sale be a cash sale as they want an immediate 44 disposal. (2) the property will be in private ownership and go back on the tax 45 rolls (3) the property will be occupied (4) this property has been extensively 46 rehabilitated and will accomplish the goals of the original C. C. program. 47 48 Mr. Anderson noted the Clerk has the original request from Mayor Dickman that. 49 the Board conduct this public hearing. There was no public present for this 50 hearing. 51 52 Mr. Anderson suggested a motion be to the effect that whereas the Board of 53 Public Works, having conducted a public hearing pursuant to Section 4 of the 54 statute, and having heard such hearing, now finds that it is within the best 55 interest of the City of Richmond that said property be sold and so recommends 56 to the Mayor of the City of Richmond that he recommend to the Common Council of 57 the City of Richmond that said property be sold pursuant to the statute. 58 59 Mr. Webb so moved, seconded by Mr. Cordell and on unanimous voice vote the 60 motion was carried. 61 62 FOOD WAGON FOR OPERA COMPANY 63 64 Mr: Meredith stated since Mr. VanPelt has not shown up for this request, 65 this item is stricken from the agenda. 66 67 ADJOURNMENT 68 69 There being no further business the meeting was adjourned. 70 71 Donald E.
