CITY OF RICHMOND, INDIANA, SEPTEMBER 23, 1982
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in
2 regular session September 23, 1982 at the hour of 9:00 a.m. in the Municipal
3 Building in said City. Mr. Webb presided with Mr. Cordell present. Mr.
4 Meredith was out of town. The following business was had, to-wit:

6 APPROVAL OF MINUTES OF SEPTEMBER 16, 1982

8 Mr. Cordell moved to approve the minutes of September 16, 1982, seconded by
111 9 Mr. Webb and on unanimous voice vote the motion was carried.

11 REQUEST FOR STREET FAIR ON SOUTH 4TH - Gertrude Ward

13 Gertrude Ward, R.R. 1, Centerville, told the Board of plans for the Fourth Street
14 Art and Antique Fair to be held October 16 and 17 from 11 :00 a.m. to 5:00 p.ri.
15 There will be about thirty (30) booths and there will be a separate charge to go
16 into the houses. The headquarters will be in the Find Center. They plan to have
17 surrey rides on South 4th to "C" or "D" and north on South 3rd, and are requesting
18 traffic control in that area.

20 Capt. Wogoman stated traffic control worked well last year when they blocked
21 South 4th Street at the intersections only, of "C" to "B", "B" to "C" and on the
22 other side, "C" to "D" and at 5th & "E". This left access for cross traffic
23 and for residents to get to their homes.

25 Mr. Cordell moved to approve the request for a street fair on South 4th Street,
26 Saturday, October 16 and Sunday, October 17 from 11 :00 a.m. to 5:00 p.m. with
27 Capt. Wogoman in charge of blocking intersections, seconded by Mr. Webb and on
28 unanimous voice vote the motion was carried.

30 DRIVEWAY PETITION - 19th & Main - Webb

32 City Engineer George Webb has received a request from Wayne Vincent for a driveway
33 on South 19th off East Main by the old Shelley Apts. The request included a
34 driveway off the alley. The subject driveway has been reviewed by the Planning,
35 Engineering and Traffic Division. The driveway off the alley was not included in
36 the BZA request. The recommendation is that the existing drive for the old garage,
37 which will eventually be a shop, be closed, and a new twenty-four foot (24') drive
38 be placed in for a twenty-four foot (24') parking lot and the request for the
39 drive off the alley be denied.

41 Mr. Webb moved that the subject request be approved with the deletion of the
42 twelve foot (12") drive off the alley as requested, seconded by Mr. Cordell
43 and on unanimous voice vote the motion was carried.

45 NORTH 12TH STREET CROSSING - Wogoman

47 Capt. Wogoman told the Board that next week the Board will rule formally on it,
48 but as a forewarning to drivers, the North 12th Street crossing will be closed
49 beginning the week of October 4th for Conrail to put in a rubberized crossing,
50 and will be closed two to three weeks.

52 Mr. Webb pointed out that this is a Federal Aid Urban Highway Project which the
53 City has been pursuing for about six years. They expect to do the North 15th
54 Street crossing after this.

56 SET DATE FOR TRICK OR TREAT NIGHT - Chris

58 Chief of Police Charles Chris recommends the night of Saturday, October 30 from
59 6:00 to 9:00 p.m. be set as Trick or Treat night.

61 Mr. Cordell moved Trick or Treat night be Saturday, October 30, - from 6:00 to 9:00
62 p.m. and those wanting to participate have on their porch lights, seconded by
63 Mr. Webb and on unanimous voice vote the motion was carried.
