HomeMy Public PortalAbout07-29-1982 77 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JULY 29, 1982 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session July 29, 1982 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb 4 present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF JULY' 22, 1982 7 8 Mr. Webb moved the minutes be approved and placed on file as prepared, seconded 9 by Mr. Cordell and on unanimous voice vote the motion was carried. III 10 11 DUMPING IN GORGE PARK - Bob Goodwin 12 13 Mr. Goodwin requested help from the Board of Works, other City Departments and 14 concerned citizens to stop illegal dumping i.n, the Gorge area off South 1st 15 Street into the Starr Piano area. The problem was reported several weeks ago 16 to the Sanitary Department and they are stepping up enforcement. The Street 17 Department is there cleaning now and will sign the area "no dumping". A large 18 sign has been installed denoting it to be a park area: - 19 ' 20 Mr. Meredith.requested Mr. Goodwin get _a progress report from the Sanitary 21 District and, :after the Street Department finishes their beautification, see 22 what effect this has. He further requested Mr. Goodwin keep the Board informed. 23 24 POLICE DEPARTMENT RETIREMENT - Chief Chris 25 26 Chief Chris read the following letters: 27 28 Dear Sirs, 29 30 I respectfully request that I be granted retirement from the Richmond 31 Police Department effective Sunday August 1, 1982, after serving 20 32 years with the department. It has been my. pleasure to serve the Rich- 33 mond Police Department- and the City of Richmond, Indiana for the past 34 20 years. 35 36 Respectfully., 37 38 /s/ James E. Hieger 39 Det. Capt. 40 41 Dear Board Members: 42 43 Attached find a copy of the letter of resignation from Capt. James E. 44 Hieger, effective August 1, 1982. 45 46 I recommend acceptance of Capt. Hieger's resignation as he has met 47 the minimum 20 years service requirement for retirement. 48 49 Capt. Hieger will have served the City of Richmond for twenty years. 50 51 I further recommend he be placed on the retired roll as of August 2, 1982. 52 53 Sincerely, 54 55 /s/ Charles R. ' 61 62 Mayor Clifford Dickman presented Capt. Hieger his Certificate of Retirement. 63 64 POLICE DEPARTMENT PROMOTIONS Board of Works Minutes Cont'd. July 29, 1982 Page 2 1 Chief Chris read the following letter: 2 3 Dear Board Members: 4 5 The following promotions are recommended to be effective on 6 August 2, 1982: 7 • 8 Acting Captain Joseph Nimitz to Permanent Captain 9 Acting Lieutenant Howard Bailey to Permanent Lieutenant 10 Investigator Ron -Pennington to Permanent Sergeant 11 Patrolman Joseph Klein to Investigator. 111 12 - 13 All positions subject to 90 day probation. 14 15 Permanent Lieutenant Dennis Rice to Acting Captain 16 Permanent Sergeant John Lantz to Acting Lieutenant 17 18 Sincerely,. 19 20 /s/ Charles R. Chris 21 Chief of Police 22 23 These promotions have gone through the Police Merit Commission. 24 25 Mr. Webb moved that the subject promotions, both permanent and acting, be 26 approved, seconded by Mr. Cordell and on unanimous voice vote the motion was 27 carried. 28 29 REVOKE POWERS OF SPECIAL OFFICER FOR EARLHAM COLLEGE 30 631 Chief Chris read the following letters; 32 33 Dear Chief Chris: 34 35 l. Earlham Campus POl-ce Officer, Greg A. Smith, is no longer on 36 our duly roster. 37 38 Will you please take his name before the Board of Public Works 39 and Safety in order to have his police powers revoked in the City 40 of Richmond, Indiana. 41 42 Thank you for your continued support and cooperation. 43 44 Sincerely,. 45 46 /s/ Kenneth A. Christmon 47 Assistant Dean for Security 48 Earlham College 49 50 Dear Board Members: 51 52 Request that the Police Powers of Mr. Greg A. Smith, Earlham 53 College Police Department be revoked. July 29, 1982 Page 3 1 APPOINTMENT OF SPECIAL OFFICER FOR EARLHAM COLLEGE 2 3 Chief read: 4 - 5 Dear Chief Chris: 6 7 The bearer of this letter, John Daniel Bowling, has applied for 8 a position with the Earlham Campus Police. As all requirements have 9 been satisfactorily met by him, I am requesting John's appointment III 10 to the Earlham College Police Department to function as Special 11 Police Officer at Earlham. 12 13 I recommend that you as Chief of Richmond Police Department take 14 this request before the Board of Public Works and Safety. 15 16 Thank you for your continuedsupport and cooperation. 17 18 - Sincerely, 19 20 /s/ Kenneth A. Christmon 21 Assistant Dean for Security 22 Earlham College 23 24 Dear Board Members: 25 26 Chief Kenneth Christomon, Earlham College Security requests the 27 appointment of John Daniel Bowling, 2052 East Plum Street, Cen- 28 terville, Indiana, as a Special Officer to serve with Earlham 29 College Security. 30 31 The Chief of Police recommends approval of this request. 32 33 The officer will have police powers limited to the hours of III 34 assignment as approved by Earlham College Security and limited 35 to those properties owned and or controlled by Earlham College. 36 37 Effective Date July 29, 1982. - 38 39 Sincerely, 40 41 /s/ Charles R. Chris 42 Chief of Police 43 44 Mr. Cordell so moved, seconded by Mr. Webb and on unanimous voice vote the 45 motion was carried. 46 47 REQUEST FOR USE OF SIDEWALKS FOR CIVIC THEATRE PROMOTION 48 49 As there was no one to represent this request, Mr. Meredith announced it will 50 be continued until next week. 51 52 REQUEST FOR BIKE-A-THON FOR AMERICAN DIABETES ASSOCIATION - Capt. Wogoman 53 . 54 Capt. Wogoman stated he received a letter from Ms. Linda Petigrew requesting 55 City approval for the annual bike-a-thon for the Diabetes Association. The 56 route is the same as used in the past and it will be Sunday, October 3 from 57 9:00' a.m. to approximately 5:00 p.m. 58 59 Mr. Webb recommended the subject request be approved, seconded by Mr. Cordell 60 and on unanimous voice vote the motion was carried. 61 62 ADJOURNMENT 63 64 There being no further business the meeting was adjourned. 65 66 Donald E.
