Meeting Minutes

Members Present : Susan Riseman , Joe Sullivan, George Bausch, Eric Levy, Rick Scannevin
Members Absent : Greg Wright
Guest : Hal Minis, Brewster Vision Planning Committee
Meeting :
1 . Call to order : Meeting called to order at 12 : 10 PM .
2 . Declaration of Quorum : Quorum present with 5 of 7 members present, one vacant position .
3 . Meeting Participation Statement: Read by Chair Sullivan .
4 . Public Forum : There weren't any comments received from the public . One citizen observed the
meeting online .
5 . Review and Approval of Previous Meeting Minutes : There was a brief discussion as to whether
or not we should include the names of citizens who are watching the meeting online in the
minutes . It was decided it would take up too much time out of the meeting to get everyone' s
information if there was a large number of people . Eric Levy make a motion to accept the
February 12 , 2021 meeting minutes as written, seconded by George Bausch and unanimously
approved . The Town has not been posting the Bikeways Minutes on the Town of Brewster
website for some time now. Rick Scannevin was going to look into it and resend if necessary .
6 . Path between the Stony Brook and Eddy Schools : Joe Sullivan spoke with David Telmen,
Chairman of the Brewster School Committee, regarding the possibility of improving the existing
access path between the two schools . Mr. Telmen agreed with Bikeways proposal and said he
would present it to the School Committee . Joe said he would attend the meeting . We also will
send a letter to the Selectboard and inquire about funding the project . It would require funding
for the engineering and then the actual construction . The Bikeways Committee would like to see
the path extend all the way to the existing walkway at Stony Brook and not just end at the
baseball field .
7 . Complete Streets update : We reviewed a letter Joe had written to Peter Lombardi , Town
Administrator, expressing the Committee' s concerns about the possible downsizing of the
Millstone Road Project . The Committee backs the original design and layout of the Project . After
a brief discussion , Rick made a motion to send the letter to the Town Administrator, motion was
seconded by Susan Riseman, and unanimously approved .
8 . Bike Rack/ Repair Station Update : After a brief discussion regarding the bike repair station that
Ryan Burch, Natural Resources Department, had picked out it was decided the unit would be
satisfactory .
9 . Review of Committee member terms : Eric, Greg and Joe' s terms expire this June . Eric and Joe
have agreed to stay on for another 3 year term , Greg has not indicated his choice at this time .
10 . Brewster Vision Planning Committee Outreach Q&A: Hal Minis, Brewster Vision Planning
Committee, was on hand to lead a discussion about the Bikeways Committee's involvement in
the "Town of Brewster Vision Plan 2018" . Part of that Plan ( Purpose #2 ) calls for expanding bike
paths for recreation and transportation . Rick said that Greg Wright had done a considerable
amount of work mapping out roads and paths that are "cycle friendly" . Unfortunately, due to
the Covid interruption and break in meetings we have not finalized that map , Joe mentioned a
map that Provincetown has designed that we might want to use as a guide . The Committee
would like to promote Brewster as a " bicycle friendly" town . We would also like to see more
sharrows on the roads to indicate that a road is shared by cyclists. We are also supportive of the
plan to extend the Cape Rail Trail down to Linnell Landing Beach . That is something that is also
on the Selectboard ' s wish list . Eric Levy, Bikeways member and Park Superintendent for
Nickerson State Park, said things have slowed down on the project because of the Town' s desire
to have a tunnel or bridge to cross Rt . 6A. The State does not have the money for that type of
construction . The Selectboard is interested in seeking funding from other sources. The Bikeways
Committee also sponsors an annual Bike Day Event to get youngsters involved and teach them
some bike safety .
