HomeMy Public PortalAboutBikeways Committee -- 2021-01-15 Minutes � i 1 „ 1 Brewster Bikeway Committee ' Meeting Minutesfill January 15, 2021 Date : January 15, 2021 Time : 12 : 00 PM Location : Remote meeting Members present : Joe Sullivan, George Bausch, Eric Levy, Rick Scannevin Members absent : Susan Riseman, Greg Wright Guest Speaker : Steven Tupper, Cape Cod Commission 1 . Call to order : Meeting called to order at 12 : 10 PM . 2 . Declaration of Quorum : Quorum present with four out of seven members, one vacant position . 3 . Meeting Participation Statement : Read by Chairman Sullivan . 4 . Questions/ input received from the public : none . 5 . Review and approval of December meeting minutes : Minutes reviewed , motion by George Bausch to approve, seconded by Eric Levy, approved unanimously . 6 . Update from Cape Cod Commission : Steven Tupper, from the Cape Cod Commission, gave a brief update on the CC Rail Trail counts (agenda item 7 ) and the Complete Streets Program ( 8 ) . 7 . Cape Cod Rail Trail counts : Steven said the counter installed at the Underpass Rd . rail trail crossing has been back up and functioning since July of 2020. It has an infrared sensor to count pedestrians and ground loops to pick up cyclists . The data is automatically uploaded and they are able to share that data online . He presented a chart showing the usage since July 2020 comparing it to 2019 . There has been a large increase in the of use of the trail . Approximately 250, 000 individuals were counted with more cyclists counted in the summer season and more pedestrians in the off season . We talked about how the trail could be used to help users access more of the Town' s amenities . Where the rail trail passes through Orleans there is an easy access portal where users can see what the downtown area has to offer. We discussed possibly having signage along the route in areas like Thad Ellis Rd . where it might help to attract people to the center of Brewster. Rick Scannevin mentioned " ladder signs" similar to those in Dennis . He was going to research it . Eric Levy was going to check with Mass . DCR to see if we could get permission to post a sign on the edge of the trail . 8 . Complete Streets Update : Steven gave a brief overview of the Complete Streets Program . He said it is funded through Mass . DOT. He talked about the 3 steps or tiers that have to be followed to be eligible for funding . Brewster has already completed Tier 1 and is in the process of beginning Tier 2 . That tier is a Prioritization list of projects . The Town is hiring the Cape Cod Commission to do this step . He said that Tier 2 is community driven requiring a lot of public outreach and input . If approved the Town could be eligible for up to $400,000 .00 to use on projects . It is not necessary to follow the numerical order of priorities when spending the funds . He mentioned that the money from the State goes quickly . Joe asked about a paved trail between the 2 Elementary Schools . Having it paved and possibly lighted would be a benefit to the town . George Bausch mentioned it is used frequently by locals as well as the Brewster Whitecaps baseball team . He said it is also an emergency route for the children at both schools. Steven thought there might be other ways to fund a project like this separate from the Complete Streets Funding . 9 . Linnell Landing Update : Eric Levy reports nothing new on the project. 10 . Mass Grant : Joe reported the last date to apply is coming up February 1, 2021 . 11 , Zoom Meeting : Joe said the next scheduled meeting will be a new Zoom Webinar format . 12 . FYI : Joe will be participating in the next Complete Streets Program , " Bicycle Network Planning" . 13 . Other Matters : A motion was made and approved to send a letter from the Town to an member of the Committee in regards to their lack of participation in recent meetings . 14 .
