HomeMy Public PortalAbout06-24-1982 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JUNE 24, 1982 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session June 24, 1982 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Webb presided with Mr. Cordell present. Mr. 4 Meredith was on vacation. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF JUNE 17 , 1982 I . 7 . 8 Mr. Cordell moved to approve the minutes of the June 17, 1.982 minutes as 9 prepared, seconded by Mr. Webb and on unanimous voice vote the motion was 10 carried. 11 12 REQUEST TO BLOCK SOUTH 4th STREET BETWEEN "B" AND "E" FOR OLD RICHMOND 13 CANDLELIGHT TOUR - Jeff Lanman 14 15 Mr. Jeff Lanman, 133 south 3rd Street, representing the Rose Festival, re- 16 quested South 4th Street be blocked between South "A" and South 5th & "E" 17 from 9:00 to 12:00 p.m. on June 25, 1982 for the candlelight tour of old 18 Richmond homes. The request is made for safety reasons due to the number of 19 persons attending the tour. There will be twelve (12) homes on the tour. 20 21 Traffic Capt. Dan Wogoman suggested since there are other residents in the 22 area, since 3 :a 'Street is one-way northbound, and with people coming into the 23 area that 4th Street be blocked off; but in doing so the the east-west streets 24 be left open for traffic. He further suggested leaving the first block off 25 South "A" open, blocking South 4th at "B". 26 27 Mr. Cordell moved 4th Street be blocked as designated by Capt.. Wogoman on 28 June 25, 1982 from 9:00 p.m. to midnight for the Richmond Area Rose Festival, 29 Inc. , seconded by Mr. Webb and on unanimous voice vote the motion was carried. 30 31 OPINION FROM CITY ATTORNEY REGARDING DUMPING ALONG WHITEWATER 'GORGE III 32 33 The Clerk read the following opinion: 34 35 Solid waste disposal problems is covered in Chapter 93 of the 36 Municipal Code. 37 38 Section 93.03 (B) specifically provides that: "The administration 39 and enforcement of this chapter shall be conducted by the Board of 40 Sanitary Commissioners and the Board shall: (1) Receive and insti- 41 tute complaints." 42 43 It is my opinion that the Board of Public Works and Safety has no 44 jurisdiction in this area. 45 46 The Board _of Public Works and Safety should file a complaint with 47 . the Board of Sanitary Commissioners reciting the locations of the 48 dumping of refuse and rubbish. 49 50 Section 93.07 (A) of the Code provides: "It shall be unlawful for 51 any person to deposit or place any garbage or rubbish in any alley, 52 street, river or other public place within the city. . . ." 53 54 COMPLAINT BY DALE STANTON 55 . 56 Mr. Dale Stanton, 1526 National Road West, representing S & S Towing & Re- 57 covery, Inc. , voiced displeasure concerning a memo for using George Reed's 58 lot as an impounding area. If the City is going to use outside areas, he 59 would like to have a chance at doing it. 60 ' 61 Capt. Wogoman stated officers were told cars can be taken to George Reed's 62 area. The memo has been retracted. 63 64 City Attorney Ed Anderson stated the City is studying the possibility of (off Board of Works Minutes Cont'd. June 24, 1982 Page 2 - • 1 ending the city operation of the impoundment area. Any change in the operation 2 would require Council approval by amending the Abandoned Vehicle Ordinance. • 3 Specs would have to be drawn, bids taken and contracts entered into. 4 5 COMMENDATION TO. JAYCEES RE GRAN PRIX RACE - Capt. Wogoman 6 7 Capt. Dan Wogoman commended the Jaycees for the job they did for the go 8 cart race.
