BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, JUNE 10, 1982
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met
2 in regular session June 10, 1982 at the hour of 9:00 a.m. in the Municipal
3 Building in said City. Mr. Webb presided with Mr. Cordell present. Mr.
4 Meredith was out of town on City business. The following business was had,
5 to-wit:

9 Mr. Cordell moved to approve the minutes of the June 3, 1982 meeting as
10 prepared, seconded by Mr. Webb and on unanimous voice vote the motion was
11 carried.

13 'APPOINTMENT OF RESERVE POLICE OFFICER - Chief Chris
14
15 Chief of Police Charles Chris recommended that Jon Chilcoate be accepted as
16 a duly qualified Richmond Police Department Reserve Officer and sworn as such
17 effective June 10, 1982. He will have full police powers within the boundaries
18 of the City during the hours of assignment and due to his being a former member
19 of the Richmond Police Department for six (6) years the Reserve Training
20 Program has been waived.

22 Mr. Cordell moved the appointment of Reserve Police Officer Jon Chilcoate be
23 approved, seconded by Mr. Webb and on unanimous voice vote the motion was
24 carried.

26 REQUEST FOR YELLOW CURB FOR LOADING FOR RICHMOND DAY NURSERY -
27 Mrs. Coveney & Mrs. Witherby

29 Mrs. Dorothy Coveney, 3535 Niewoehner Road and Mrs. Jane Witherby, 1815
30 Reeveston Road, representing the Richmond Day Nursery, stated there is a
31 severe parking problem for parents delivering and picking up children on
III 32 North "C" Street. There are sixty (60) children in the nursery, which
33 operates five (5) days a week from 6:00 a.m. ,to 6:00 p.m. They requested
34 an area be left free, for short term parking. Traffic. Capt. Dan Wogoman
35 stated the street is narrow, being only twenty feet (20') wide and they do
36 have a parking problem. He suggested to the Board that from the corner of
37 North 10th & "C" west to the playground (approximately eighty feet) be
38 designated as a loading zone from 6:00 a.m. to 6:00 p.m. This should help
39 their needs and would give the residents in the area, which is mostly multi-
40 family apartments, parking after 6:00 p.m. The curb would be painted yellow
41 and signs erected denoting "loading zone".

43 Mr. Cordell moved to have a loading zone made from the corner of 10th &
44 North "C" Street eighty feet (80') west on the north side of the Street.
45 This loading zone would be from 6:00 a.m. to 6:00 p.m. , seconded by Mr. Webb
46 and on unanimous voice vote the motion was carried.

48 REQUEST FROM WAYNE COUNTY COMMISSIONERS FOR TRAFFIC SIGNALS

50 The Clerk read the following letter:

52 Dear Board of Works:

54 The Board of Commissioners of Wayne, County, Indiana, is the owner
55 and lessor of real estate located at the corner of Salisbury and
56 Crowe Roads in Wayne County, Indiana, which is leased to the Wayne
III57 - .County Youth Center, Inc.. The Board of Commissioners of Wayne
58 County., Indiana, understands that there are two stop . lights po-
59 tentially available from the City of Richmond, Indiana, operating
60 through its Board of Public Works.

62 In the event that the stop lights are available, it would appear
63 most desirable that the Wayne County Youth Center, Inc. receipt
64 for ownership and operate and maintain the control and use after
65 transfer.

1 It is the Board's understanding the Board of Public Works
2 requested an approval in the form of a letter, setting forth
3 the Commissioner's approval that the Wayne County Youth Center,
4 Inc. can utilize the signs.

6 In the event that there are any questions, please let me know so
7 that I can provide reply from the Wayne County Commissioners.

14 Capt. Wogoman stated he will have Mr. Duke Chamness of RP&L check to see what
15 is available. Mr. Webb noted that due to the current. signalization program,
16 the City will receive surplus from ten (10) intersections. In response to
17 Mr. Cordell's question about transferring property, Mr. Anderson noted the
18 transfer would have to be by joint resolution and the County will have to pay
19 for the property. You cannot give property from one government entity to
20 another.

22 Mr. Webb recommended taking the matter under advisement to get a better idea on
23 the inventory and what is available.

25 Director of Transportation Jerry Haynes encouraged the Board to provide the
26 lights for the County if at all possible. Due to the design of the. intersection,
27 traffic control by a Deputy is difficult and the site is being used for
28 numerous events,

30 Mr. Cordell moved that this be tabled until a later date so it can be investigated
31 further, seconded by Mr. Webb and on unanimous voice vote the motion was carried.

33 UNSAFE BUILDING HEARING

35 Mr. Webb moved that the Unsafe Building Hearing involving property at 413
36 South 6th Street be continued until July 15, 1982, that the Building Com-
37 missioner be ordered to order the owner of said property to secure the cistern
38 within one (1) week and, if the cistern is not secured, the Building Commis-
39 sinner will secure said cistern, and that the Building. Commissioner contact
40 the owner and secure the necessary documentation that would prove that the owner
41 intends to bring the building up to the present code, seconded by Mr. Cordell
42 and on unanimous voice vote the motion was carried.
