These amendments would allow for a permit for a patio,garage,and/or yard sale to be issued to a resident twice within a calendar year.The previous code restricted the allowance of one permit every six months.The intention of the proposed changes would give the opportunity to a resident to request such permits without a six-month waiting period in between. Fiscal Impact: The costs associated for this municipal code update includes newspaper legal advertisement fees,codification fees,staff and legal time.Said fees are be based upon the word count of the notice and published ordinance.Additional cost of codification is based upon the length of the ordinance.All associated fees including staff and legal time are estimated at $840 for this update. Flow Through R0 Water Unit The total water ?ow will be split between a new R0 unit and a bypass.The streams will mix as the ef?uent is discharged.Of the 6.0 MGD total design ?ow,2.2 MGD will be treated with reverse osmosis,while 3.8 MGD will continue to follow the current path directly to the creek.The RO treatment results in 0.44 MGD (20%)of the 2,2 MGD being discharged through the brine line and 1.76 MGD (80%)being blendedwith the water released directly to the creek. Analytical Methods All wastewater samples were collected,preserved and analyzed using methods approved under 40 CFR Part 136 and 40 CFR Part 403,Appendices E.Sludge sampling and analyses were performed in accordancewith 40 CFR 503.8. Fats Oil andGreaseFOGor Non-Petroleum Oil and Grease Limitation The protectionfor Fats,Oil and Grease is primarily for the collection system.It is recommended that a limit of 500 mg/L be assigned as the maximum concentration for Fats,Oil and Grease.This limit should not be exceededfor industrialusers or restaurants. Additional SAWPA Dischar e Limitations The SAWPA equipmentrequires protection ?om pollutants in additionto the metals monitoring required by the EPA.A few of these pollutants are not anticipatedto be found regularly in the wastewater system and thus safety factor and mass loadings were not evaluated.Limits are established using those requiredby SAWPA.Thus,dissolve dsul?de,total sul?de,andpetroleum oil and grease limits are 0.5,5.0 and 100 mg/I respectively.
