HomeMy Public PortalAbout06-03-1982 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JUNE 3, 1982 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session June 3, 1982 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb 4 present. The following business was had, to-wit: 5 6 APPROVAL OFMINUTES OF MAY 27, 1982 7 8 Mr. Webb moved the minutes be approved and placed on file as prepared, seconded 9 by Mr. Cordell and on unanimous voice vote the motion was carried. 10 11 SIGNS FOR PARADE ROUTE FOR. ROSE FESTIVAL - Loren Vance 12 13 Mr. Vance read the following request: 14 15 Richmond Board of Public Works 16 17 Richmond Area Rose Festival, Inc. , does hereby request permission 18 to place "Welcome Rose Festival" signs, Rose Festival Flags, and 19 American Flags, along the designated Rose Parade. .route of East Main 20 Street, from 22nd to 16th St. , North 16th Street from 16th and 21 East Main to North 16th and "A" Streets, and North "A" Streets from 22 North 16th and "A" Streets to North 1Oth and "A" Streets. Also, 23 on the corners of 8th and Promenade and 9th and Promenade. 24 25 Signs will be erected by Whitewater Valley Float Company and 26 Clearview Cable T.V. during week of June 7th, and Flags erected 27 June 21st. 28 29 —Flags and. Signs will be removed by same on week following Rose 30 Festival. 31 III 32 Permission has been granted by Richmond Power and Light for use of 33 the poles; 34 35 Mr. Webb moved for approval of the subject request, seconded by Mr. Cordell 36 and on unanimous voice vote the motion was carried. 37 38 PROPOSAL FOR NATIONAL SPORTS FESTIVAL LOCAL TORCH RUN - Al Cook 39 40 Mr. Cook noted on July 4th the Olympic Flame will be lit on Pike's Peak. 41 Runners will carry the torch across the nation and end in Indiana on Sunday, 42 July 18 going to fifty (50) cities and towns. Each city will have a ceremony 43 to recognize the runners. They will be local runners representing the people 44 of the cities involved in athletics, with different runners representing 45 different organizations as senior citizens, handicapped, etc. Mr. Cook re- 46 quested permission to use the route listed, use of the City Building for a 47 ceremony and a police escort. The runner will be met on U.S. 35, going south 48 to Waterfall Rd. , east to U.S. 27 , south. to North "A" to 6th and through the 49 library drive to the City Building. There will then be a Fun Run to Earlham. 50 51 Traffic Captain Dan Wogoman saw no problem with the route. 52 53 Mr. Webb moved for approval of the subject request with the understanding that 54 this Board has no jurisdiction for'the village of Spring Grove, seconded by 55 Mr. Cordell and on unanimous voice vote the motion was carried. 56 57 REQUEST FOR BLOCK PARTY FOR S. W. 4th FROM OFFICER SHOEMAKER 58 59 Capt. Wogoman presented a request from Officer Shoemaker to block S. W. 4th 60 Street between S. W. "C" and S. W. "D" on June 18 from 5:00 to 11 :00 p.m. 61 for the residents' yearly block party. 62 63 Mr. Webb moved for approval of the subject request, seconded by Mr. Cordell 64 and on unanimousvoice vote the motion was carried. June 3, 1982 Page 2 1 RESIGNATION FROM RICHMOND POLICE DEPARTMENT OF OFFICER CHILCOATE 2 3 Major Ron Chesnut read a letter from Chief of Police Charles Chris recommend- 4 ing acceptance of Officer Jon Chilcoate's resignation from the Richmond Police 5 Department effective June 3, 1982 due to his accepting other employment. 6 7 Mr. Webb moved for the acceptance of the subject resignation, seconded by 8 Mr. Cordell and on unanimous voice vote the motion was carried. 9 10 ALLEY VACATION OFF SOUTH 6TH (IKE'S BIKE SHOP) 11 12 City Engineer George Webb noted several years ago Mr. Ridgeway, owner of Ike's 13 Bike Shop, requested an alley between his property and the property to the 14 south be vacated. We have received an order vacating said alley and .it has 15 been reviewed by the City Attorney; inasmuchas the vacation has been before 16 the Board of Works and Plan Commission and has been approved, Mr. Webb recom- 17 mended the order vacating this alley be approved. 18 19 Mr. Webb noted this vacation will be subject to a perpetual easement to RP&L 20 to maintain power lines at the east end of the alley. 21 22 Mr. Webb so moved, seconded by Mr. Cordell and on unanimous voice vote the 23 motion was carried. 24 - 25 BUREAU OF BUILDINGS MONTHLY REPORT FOR MAY, 1982 - Charles Roberts 26 27 Mr. Webb moved the report be accepted and placed on file, seconded by Mr. Cordell 28 and on unanimous voice vote the motion was carried. 29 30 REQUEST FOR UPDATING ENGINEERING STANDARDS - George Webb 31 32 Mr. Webb noted it has been twenty (20) years since the Engineering Department 33 has made a review of engineering standards and updated them. These have been 34 updated in accordance with modern day materials and construction techniques. 35 He presented two (2) sheets: one dealing with sewer construction and the other 36 dealing with curbs, sidewalks, drives, location of mailboxes', wheelchair ramps, 37 etc. An update of street cross sections in accordance with present day prac- 38 tices will be done later. 39 40 Mr. Webb moved for approval of the subject engineering standards, seconded by 41 Mr. Cordell and on unanimous voice vote the motion was carried. 42 43 REQUEST TO CLOSE INDUSTRIES ROAD FOR CEREMONIES 44 45 Mr. Meredith stated he received a request from Mr. Emmett Haycraft, KHD Deutz 46 Corporation, to close Industries Road east of the Wayne Division on June 15 47 from 11:00 a.m. to 12:15 p.m. for the dedication of their plant. Capt. Wogoman 48 will determine where it will be closed. 49 50 Mr'. Webb moved for approval of the subject street closing, seconded by Mr. Cordell 51 and on unanimous voice vote the motion was carried. 52 53 ADJOURNMENT 54 ' 55 There being no further business the meeting was adjourned. 56 57 Donald E.
