HomeMy Public PortalAbout05-20-1982 .53 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MAY 20, 1982 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session May 20, 1982 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. 'Mr. Webb presided with Mr. Cordell present. Mr. 4 Meredith was out of .town on City business. The following business was had, 5 to-wit: 6 - 7 APPROVAL OF MINUTES OF MAY 13, 1982 III 8 9 Mr. Cordell moved to approve the minutes of the May 13, 1982 meeting as 10 prepared, seconded by Mr. Webb and on unanimous .voice"vote the motion was 11 carried. 12 13 REQUEST FOR TARUM SHRINE PARADE FOR AUGUST 14 - Roy Wagner 14 .. 15 Mr. Roy Wagner, .representing the Tarum Shrine. Club, requested permission for 16 the annual Shrine Day Parade on August 14. He stated he has contacted. Capt. 17 Dan Wogoman of the Traffic Department and will be using the same route as in 18 the past. There will be units from Ohio and Indiana. 19 20 Mr. Cordell moved to approve the request for the Tarum Shrine Parade on 21 August 14, 1982, seconded by Mr. Webb and on unanimous voice vote the motion 22 was carried. 23 24 REQUEST FOR BLOCK PARTIES FOR CRESTDALE AREA. - Mary Lou Binnig 25 26 Ms. Mary Lou Binnig, 1697 Idlewild Drive, requested blocking. of Idlewild from 27 Mikan to the curve on Idlewild on Sundays, May 30, July 4 and September 5 28 from 10:00 a.m. to 8:00 p.m. for their annual block parties. 29 30 Mr. Cordell moved to approve the request for block parties for the Crestdale 31 area on Idlewild & Mikan Drive to the curve at the end of Idlewild Drive with 32 the hours being approximately 10:00 a.m. to 8:00 p.m. on May 30, July 4 and III33 September 5, 1982, seconded by Mr. Webb and on unanimous voice vote the 34 motion was carried. 35 36 REQUEST FOR USE OF PARKING GARAGE FOR ANNUAL LIONS CLUB FLEA MARKET - 37 Jerry Haynes 38 39 Mr. Jerry Haynes on behalf of the Richmond Lions Noon Club, requested per- 40 mission to use the first two (2) floors of the downtown parking garage on 41 July 18 for their 4th annual flea market from 5:00 a.m. to 6:00 p.m. 42 43 Mr. Cordell moved to approve the request for the use-of the parking garage 44 for the annual Lions Club flea market on July 18 with the hours 5:00 a.m. 45 to 6:00 p.m. , seconded by Mr. Webb and on unanimous voice vote the motion 46 . was carried. 47 ' 48 CITY OF RICHMOND SECTION 3 AFFIRMATIVE ACTION PLAN -- Barbara Barnhizer 49 50 Ms. Barbara Barnhizer, representing the Department of Community Development, 51 noted this is a formality only as the City has been doing this since 1975. 52 The change is that the City of Richmond will comply with Section 3 instead 53 of the Department of Community Development. 54 ' 55 Resolution No. 2, drawn by the City Attorney, was presented, as follows: 56 III 57 RESOLUTION NO. 2-1982 58 59 A RESOLUTION DIRECTING THE CITY OF RICHMOND TO COMPLY 60 WITH SECTION 3 AFFIRMATIVE ACTION PLAN. 61 62 WHEREAS, The City of Richmond, when administering federal funds 63 relative to a Section 3 covered project area, is to abide by the 64 rules and regulations of Section 3 of the Housing and Urban 65 Development Act of 1968, as amended, 12 U.S.C. 1701u; and s-Y Board of Works Minutes Cont'd. May 20, 1982 Page 2 1 WHEREAS, Section 3 requires that to the greatest extent feasible, 2 opportunities for training and. employment be given to lower in- 3 come residents of the project area and contracts for work in 4 connection with the Section 3 covered project be awarded to busi- 5 ness concerns which are located in, or owned in substantial part 6 by persons residing in the area of the Section 3 covered project. 7 8 NOW THEREFORE be it resolved by the Board of Public Works and 9 Safety that: 10 11 1. The City of Richmond is to comply with the provisions of said 12 Section 3 and the regulations issued pursuant thereto by the 13 Secretary of Housing and Urban. Development set forth in 24 CFR, 14 and all applicable rules and orders of the Department issued 15 thereunder regarding contracts awarded by HUD in the Section 3 16 covered project area. 17 18 2. The City of Richmond will cause to be incorporated into all 19 specifications for work relative to a HUD Section 3 covered 20 project, pertinent rules and regulations which are to be adhered 21 to by contractors and subcontractors performing work for the 22 City on such projects. 23 ' 24 PASSED and ADOPTED by the Board of Public Works and Safety 25 this day of . , 1982. 26 27 Discussion was held on the wording of the Resolution with-suggestions being in (1) 28 "will" be changed to "is to"; !'by HUD" be inserted after the word "awarded" 29 and (2) "HUD" be inserted preceeding "Section 3". 30 31 Mr. Webb moved that Resolution No. 2-1982 be approved subject to the resolution 32 of the three (3) minor items in covenant 1 and covenant 2 of the subject reso- 33 lution, seconded by Mr. Cordell and on unanimous voice vote the motion was 34 carried. 35 - 36 REQUEST FOR SPEED BUMPS ON IRISH. HILLS COURT 37 38 Ms. Linda Lawson, 1440 Irish Hills Court, representing the citizens of her 39 street, requested speed bumps be installed on the street. There have been 40 speeders in the last few months and there are many children in the area. 41 42 Chief of Police Charles Chris suggested this be referred to the Traffic Division 43 for their study and design for some selective enforcement. 44 45 Mr. Cordell moved to take the request for speed bumps on the street of Irish 46 Hills Court under advisement and refer it to the Traffic Division of the Richmond 47 Police Department, seconded by Mr. Webb and on unanimous voice vote the motion 48 . was carried. 49 50 RECOGNITION OF GARY OSBORNE 51 52 Mr. Cordell complimented Officer Gary Osborne of the Richmond Police Department 53 for reporting a fire in a Doctor's office which he discovered on his regular 54 patrol. 55 56 ADJOURNMENT 57 58 There being no further business the meeting was adjourned. 59 60 George Webb 61 Acting President 62 63 ATTEST: JoEllen Trimble 64 Clerk of the Board
