HomeMy Public PortalAbout04-29-1982 BOARD OF PUBLIC WORKS AND SAFETY OF THE ' CITY OF RICHMOND, INDIANA, APRIL 29, 1982 1 The Board of Public Works and Safety of the City: of Richmond, Indiana, met 2 in regular session April 29, 1982 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Webb presided with Mr. Cordell present. Mr. • 4 Meredith -was absent. The following business was had,' to-wit: 5 6 APPROVAL OF SPECIAL MINUTES OF APRIL 15, 1982 7 . 8 Mr. Cordell moved to approve the minutes of the special meeting of April 15, 9 1982, seconded by Mr. Webb. and' on:..unanimous voice vote the motion was carried. 10 11 APPROVAL OF.MINUTES OF APRIL 22, 1982 12 . 13 Mr. Cordell moved to approve the minutes of the April 22, 1982 meeting, second- . 14 ed by Mr. Webb. and on unanimous voice vote the motion was carried. 15 -. 16 REQUEST RE: ROSE CITY GRAN PRIX - Mike Kofski 17 Approval to use Wayne Dairy lot as Pit Area 18 . . 19 Mr. Kofski said he has learned that he must. talk to Mr. Bob Goodwin in the '. 20 Plan Department regarding the use of the Wayne Dairy lot for a pit area. 21 . - 22 Rain date for Gran Prix .- . _ - . 23 . 24 Mr. Kofski requested July 4 be the rain date for. the Gran. Prix which is set , 25 . for' June 20. . Capt. Dan Wogoman stated if the fireworks are held on that date 26 it would- be impossible to handle both. 27 . - 28 Mr. Kofski changed his request. for a rain date to July 11, with the same hours 29 as approved previously, from. 10:00 a.m. to 6:00 .p.m. .. ' . 30 . . 31 Mr. Cordell moved that the rain date for the Rose City Gran•Prix as requested 32 July 11; 1982 'from 10:00 a.m. to 6:00 p.m. be approved, seconded by Mr.. Webb 33 and on unanimous voice vote the motion was carried. 34 - 35 REQUEST-FOR- LITTLE LEAGUE OPTIMIST CLUB MARCH - Ron Christopher 36 37 Mr. Ron Christopher requested permission to have 'the' Little League March held 38 . on May 16 from 12:30 p.m. to 1 :30 p.m. down Peacock Road' from N. W. 7th to N. 39 W. 13th St. 40 • 41 Capt. Wogoman suggested the Police : Department provide an escort with a front 42 car and a back car to divert traffic at the intersections. 43 44 Mr.. Cordell moved that"the request- for. ,a.Zi'ttle ,League Optimist Club March 45 which will be May 16, 1982 froth 12:30 '65' approximately 1:30 on N. W. 7th 46' down Peacock to N. W. 13th be granted, seconded by Mr.. Webb. . 47 . • 48 At the suggestion the escort 'be 'included in ,the motion, Mr. Webb withdrew his 49 second and Mr. Cordell added to his motion they be escorted by cars from the 50 Richmond Police Department, seconded by Mr. 'Webb and on unanimous voice vote 51 the motion. was carried. • 52 53 ' REQUEST. TO PAINT HOUSE NUMBERS ON CURBS - Mike Caudill ' 54 55 Mr. Mike. Caudill, 210 North 17th, offered a proposal. to ,paint house numbers. on • 56 curbs to _be 12"along and 6" high,, :white.over black. He .plans to approach the 57 homeowner with his offer; if accepted, he will paint the number, then collect a 58 $2.50 fee. In reply to a question, Mr. Caudill stated he does have smaller 59 stencils for curbs which cannot accomodate the 6" high stencils. . 60 • 61 Mr. Cordell moved the request of Mike Caudill, 210 N. 17th to paint residential 62 house. numbers on curbs be granted,, seconded -by Mr.:Webb. 63 . 64 In response to a question from Mr. Webb, City Attorney Ed Anderson stated a hold Gfip Board of Works Minutes Cont'd. April 29, 1982 Page. 2 1 harmless agreement is not needed as he is doing this at his own risk and not 2 employed by the City. The Board is only giving him the right to use the city 3 streets. 4 5 Mr. Caudill also stated he will have ,the number painted before collecting the . 6 donation and he would like-to have cards ready to leave at, the doors of home 7 owners who are not in when he calls. 8 9 On unanimous voice vote the motion was carried. 10 11 POLICE DEPARTMENT - Chief. Chris 12 Promotion of Probationary Officers 13 14 Chief ,Charles Chris read the following letter to the Board: 15 16 Dear Board Members: 17 18 I recommend that Officers Ronnie Crane and Janice Passmore be.advanced 19 from the rank of Probationary Patrolman to that of Patrolman on the 20 Richmond Police Department. 21 22 These Officers have successfully completed their probationary period 23 as required. 24 25 Request that this be effective May 4, 1982. 26 27 Sincerely, 28 29 /s/ Charles R. Chris 30 Chief of Police 31 • • 32 Chief Chris noted this is a few days short but the next Board meeting would be 33 days past their anniversary date. 34 35 Mr. Cordell moved that Ronnie Crane and Janice Passmore• be advanced from the 36 rank of Probationary Patrolmen to that of Patrolmen on the Richmond Police 37 Department and be effective May.4, .:1982, seconded by Mr. Webb and on unanimous 38 voice vote the motion was carried. 39 40 RECESS 41 42 Mr. Webb called a short.recess due to an emergency phone call. '43 44 RECONVENED 45 46 Mr. Webb reconvened the meeting .at 9:25 a.m. • 47 48 CURB CUT REQUESTS - George Webb 49 1512 S. W. "A" 50 51 City Engineer George Webb has received a request .from_ Jerry Kutter for a driveway 52 curb cut at 1512 S. W. "A" in a lightly traveled residential area. It has been , 53 checked by the Engineering, Planning and Traffic Departments and he recommends 54 approval. • 55 • 56 Mr. Cordell moved to approve the curb cut request at 1512 S. W. "A" Street, 57 seconded by Mr. Webb and on unanimous voice vote the motion was carried. 58 59 131 N. W. "E" • 60 61 ' Mr. Webb stated the curb cutr'equestfor" 131 N. W. "E" is also in a lightly 62 traveled area. It has also been. checked by the Engineering, Planning and 63 Traffic Departments. The owner is Hobart Barnett and Mr. Webb recommends 64 approval of the subject driveway. Board of Works Minutes Cont'd. April 29, 1982 Page 3 1 Mr.. Cordell moved that the curb cut request by Hobart Barnett at 131 2 N. W.
