HomeMy Public PortalAbout04-22-1982 BOARD OF PUBLIC.WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, APRIL 22, 1982 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular= session April 22, 1982 at. the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb 4 present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF APRIL 15, 1982 7 8 Mr. Cordell moved to approve the minutes of the previous meeting as prepared, • 9 seconded by•Mr. Webb and on unanimous voice vote the motion was carried. 10 . 11 REQUEST TO BUILD FLOWER BOXES ON CITY SIDEWALK - John & Dorothy Zastawnik 12 13 Mr. Zastawnik stated he has a custom picture framing business at 535 South "E" 14 ' on the southeast corner of South "E" and Garden Avenue. He noted there is 7'2" 15 between the steps and the curb .and the steps protrude from the front of the 16 building 26". The boxes would :be on each side of the steps and extend 10 to 12" 17 and 8' long. The boxes will be .placed on the' sidewalk. Capt. Dan Wogoman and 18 Major Ron Chesnut' see no traffic problems. City Attorney Ed Anderson sees no 19 problem. . 20 . .. 21 Mr. Cordell moved that the request to build flower boxes on city sidewalk..at 535 22 South "E" Street be approved, seconded by Mr. Webb and on unanimous voice vote 23 the motion was carried. • 24 • 25 .SATISFACTION OF MORTGAGE FOR 1 237 SHERIDAN STREET. - Ron Cheek • 26 . 27 - Mr. Cheek,. representing the Community Development. Department, .presented a , 28 satisfaction of mortgage for. execution. on the Mamie Carter property at 1237 29 Sheridan Street. This was a five year mortgage under C.D. 's replacement 30 housing program and the time has expired. This type mortgage is not paid 31 back, but if the house is sold during .the five-year time period, a certain 32 percentage is paid back. City Attorney Ed Anderson has examined the mortgage III33 release and finds it in order. 34 35 Mr._ Webb •moved that the subject mortgage release be executed, seconded by Mr. 36 Cordell and' on unanimous voice vote the motion was carried. • 37 . 38 REQUEST-TO USE CITY-OWNED LOTS FOR GARDEN PLOTS - Ron Cheek 39 40 Mr. Cheek stated the Department of Community Development has been approached by 41 Wayne Community Action Commission for use of property along North "G" between 42 8th & 10th for garden plots. City Attorney Ed Anderson has prepared an agree- 43 ment between the •City and WCAC which allows WCAC to administer these lots for 44 garden plots. The agreement includes a provision that they be used for garden 45 • plots only, no charge to people using .the lots, the lots will be completely 46 cleaned after harvest, a hold-harmless clause for the City, a provision for 47 the City to accept the lots after the harvest is completed and they are satis- 48 factorily cleaned and the lots are subject to being sold. 49 • 50 Mr. Cordell.noted this will save .the'City weed cutting and also help the people. 51 52 Mr. Webb moved that the subject request be approved, seconded by Mr. Cordell .53 and on unanimous voice vote the motion was carried. 54 . . 55 UTILITY AGREEMENT WITH SANITARY DISTRICT FOR SOUTH "L" STREET PROJECT - 56 ' George Webb I57 . 58 - City Engineer George. Webb stated that- in .conjunction with the reconstruction 59 of South ."L" Street between 8th &.:23rd utility agreements are required by the 60 State and Federal Administrations. The Sanitary District has executed their 61 agreement, which Mr. Webb presented. 62 63 • The City Attorney has reviewed the agreement and finds it in order. . yy . Board of Works Minutes Cont'd. April 22, 1982 Page 2 1 Mr. Webb moved that the subject utility agreement from the Sanitary District 2 be accepted by the Board of Public Works and Safety, seconded by Mr. Cordell 3 and on unanimous voice vote the motion was carried. 4 5 REQUEST TO PAINT HOUSE NUMBERSON CURBS 6 7 This request was presented at the April 15, 1982 meeting and taken under 8 advisement. 9 10 Mr. Cordell stated .he called Kokomo, Lafayette and Anderson where Mr. Norris 11 has not yet done the curb painting, but is to do so. Mr. Cordell noted there 12 are people in Richmond out of work who could do this job. He found the 13 numbers painted from the last painting are still legible. 14 15 Mr. Cordell requested that the painting of house numbers on the curbs be 16 denied. 17. 18 Mr. Webb stated that the last time this was done all numbers were painted on 19 the curbs so there was uniformity, and a $2.00 donation was requested after 20 this was done. 21 22 Mr. Webb moved that the subject request to paint house numbers on curbs be 23 denied, seconded by Mr. Cordell and on unanimous voice vote the motion was 24 carried.. 25 26 REQUEST. FOR 2ND ANNUAL DENNIS JUNIOR HIGH SCHOOL ROAD RUNNERS CHALLENGE RUN - 27 Capt. Dan Wogoman 28 29 Capt. Wogoman stated he received a letter from Mr. Jim Hambay, sponsor of the 30 Dennis Junior High School Road Runner's Club, who are holding their 2nd annual 31 one (.1) mile challenge run in the vicinity of the school on May 1 at 10:00 a.m. 32 The race will be on N. W. 7th to Peacock west to llth, south to N. W. "B", 33 north to N. W. 8th and through the Park and back to Dennis. They will not be 34 crossing any major streets and will be running on the sidewalks. They will 35 have adult supervision at each crossing and along the way and will have a 36 bike rider in the front and back of the group. 37 38 Mr. Hambay requested "no parking" signs on N. W. 7th Street. Capt. Wogoman 39 noted there is a hold-harmless clause for the city in their registration forms. 40 41 Mr. Cordell moved that the race to be held at Dennis School on May 1 at 10:00 42 a.m. be approved, seconded by Mr. Webb and on unanimous voice vote the motion 43 was carried. 44 45 ADJOURNMENT 46 . 47 There being no further business the meeting was adjourned. 48 49 Donald Meredith 50 President 51 52 ATTEST: JoEllen Trimble 53 Clerk of the Board
