BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, APRIL 8, 1982
1 The Board of. Public Works and Safety of the City of Richmond, Indiana, met
2 in regular session April 8_, 1982 at the hour. of 9:00 a.m. in the Municipal
3 Building in-said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb
4 present. The following .business was had, to-wit:

6 APPROVAL OF MINUTES OF APRIL 1, 1982

8 Mr.' Webb 'moved. to approve the minutes• of- the previous meeting as prepared,
9 seconded by Mr. Cordell and on unanimous voice vote the motion was carried.

• 11. REQUEST' FOR.ADDITIONAL RACE - Larry Spurgeon
12 .
13 _ Mr. Larry Spurgeon received approval for a 6.2- mile "Runt For Your Life"
14 race on March 11,. 1982. He. now is requesting an additional-'two (2) mile
15 _ race, as a local teacher had planned a race for the same date of May 8.
16 The two (2) mile race will begin at 9:15. The same waiver for the 6.2
17 mile race will be used for the 2 mile race. Traffic Capt. Dan Wogoman
18 stated his department will provide someone at College Avenue and "G" Street.

20 Mr.- Cordell moved that the request for the additional race be approved,
21 seconded by Mr. Webb and on unanimous voice vote the motion was carried.

23 PARADE REQUEST - Francis Daniels

25 Rev. .Francis Daniels, representing the Richmond Ministerial Association,
26 stated the,Association is sponsoring a cross-carrying-on Good Friday=at .12:00
27 noon from the City Building to Central Methodist Church. Participants will
28- be .using the sidewalks. -

30 Mr. Cordell movedthat the request for the parade for Good Friday at 12;-00 noon
31 from the City Building to Central Methodist Church be approved, seconded by
III 32 Mr. Webb and on unanimous voice vote the motion was carried.

34 REMOVAL OF. TRAFFIC SIGNALS - Capt. Wogoman..

44 Re: Removal of traffic signals

46 Dear Board Members:

48 The -Board of Public Works and Safety had ordered the traffic - .
49 signals at 6th Street and Promenade,and 7th Street and Promenade
50 _ bagged on March 11, 1982, for a period of thirty days pending
51 possible removal. ..

53 As of this date, the public input -has :been. nil, either 'favoring
54 the removal of the signal, or in protest of their displacement.

56 - Therefore, I recommend that the Board advise •Richmond Power and
57 Light to remove the traffic .signals, walk-wait signals, .and the
' 58 control- box at these two intersections.

60 Installation of the pedestrian crosswalk signs is presently completed
61 at both intersections, thus aiding pedestrians and warning motorists
62 of the modifications.-

1 Mr. Webb moved that the subject request be approved, seconded by Mr. Cordell
2 and on unanimous voice vote the motion was carried.

4 Police Chief Charles Chris,.requested Capt. Wogoman get with the media and
5 explain right-of-way in a crosswalk situation.

7 CHANGE ORDER - TRAFFIC SIGNAL PROJECT - Capt. Wogoman
8
9 Capt. Wogoman requested that in conjunction with the signal project, the
10 radius at the northeast corner of 22nd and East Main between the entrance
11 to the Park and 22nd Street be moved back from a 35° radius to a 500 radius.
12 This would enhance the traffic around that corner as more motorists are
13 using this route to get to the 20th Street bridge. He has submitted this
14 request to the State Highway and has a letter of approval from Park Super-
15 intendent Don McBride.

17 Mr. Webb moved for approval of the subject change order, seconded by Mr.
18 Cordell and on unanimous voice vote the motion was carried.

20 NORFOLK'& WESTERN RR CROSSINGS - George Webb

22 City Engineer George:Webb stated he received word from Norfolk & Western
23 Railroad that next Monday they are starting to rebuild all of their crossings
24 within;, the City of Richmond. The crossings at Gravel Pit Road and Hayes
25 Arboretum Road have been completed. The crossings they will be working.on
26 are on Elks Country Club Road, North 15th, 13th, 12th, 8th, 5th and N. W. 11th
27 & "L". This is contingent on the asphalt plants opening.

29 NEW CITY STREET INDEXES

31 Mr. Webb stated the new street indexes have received favorable comments and
32 are available in the Office of the Engineer at $1.00 per copy.

34 MONTHLY RADIO MAINTENANCE REPORT FOR MARCH, 1982

36 Mr. Webb moved that the radio maintenance report be accepted and placedon ,
37 file, seconded by Mr. Cordell and on unanimous voice vote the motion was carried.

39 RICHMOND TRAFFIC SIGNAL PROJECT NO. MG-000C (87) - George Webb

41 Mr. Webb stated in conjunction with the traffic signal project the Indiana
42 Department of Transportation has asked that the City.Engineer be authorized
43 to sign field orders and change orders that are of a minor nature.,that do
44 not violate the intent of the approved plans and specifications. This:would
45 enable someone to resolve unforeseen problems that- might come up such as
46 ' utilities and minor changes on radius or things of that nature. The intent
47 is not to delete or make major changes. Any significant changes will be
48 brought before this Board and- orders, that would violatethe design intent
49 have to have State and Federal Highway approval. He presented a letter to
50 Mr. Harry White stating this position.

52 Mr. Cordell moved that for the Richmond Traffic Signal Project No. MG-000C (87)
53 Mr. George Webb, City Engineer for the City of Richmond, be authorized to
54 sign field orders and change orders that are in accordance with the design
55 intent of the approved plans and specifications for the subject project,
56 seconded by Mr. Webb and on unanimous voice vote the motion was carried.

58 City Attorney Ed Anderson will redraft the letter changing some verbage.
