CITY OF RICHMOND, INDIANA, MARCH 11, 1982
1 - The-Board -of Public Works and Safety. of the City of Richmond, Indiana, met
2 in regular session..March 11, 1982 at the hour of 9:00 a.m..,,in the Municipal
3 .Building in said City: Mr. Webb 'presided with Mr. Cordell present. Mr.
4 Meredith was. absent. The following business was had, to-wit:

6 APPROVAL OF MINUTES OF MARCH 4, 1982

8 Mr. Cordell moved to approve the minutes of the previous meeting as prepared,
9 seconded by Mr.- Webb - and on unanimous voice vote the-motion was carried.

11 REQUEST FOR "RUN FOR YOUR LIFE" ROAD RACE - Larry Spurgeon

13 Mr. Larry Spurgeon, 1400 Shamrock Court, appeared to request approval for a
14 road race planned by the Life Underwriters to commemorate .Life Insurance
15 Week and to be sponsored by Kessler's Sport Shop. The race will start at
16 Earlham College, go to S. W. "G" to Abington Pike,'-right on Abington Pike
17 to Test Road, left on Test Road up Liberty Avenue, up to S. 5th Street,
18 down to the "G"- Street bridge, across the bridge-down. Whitewater Blvd.
• • 19 to Sim Hodgin Parkway about to the dam, back. to Sim Hodgin, past the High
20 School to S. W. "G" and finish at '-Earlham. The race is to be held on
21 May 8th starting at 8:00 a.m. for a-distance of 6.2 miles.

23 Capt. Wogoman stated that the Traffic Department will assist. in. getting the
24 runners out. onto "G" Street to Abington Pike and will be no problem. They
25 will be receiving assistance from others at .other locations.

27 City Attorney Ed Anderson noted they will need to present a Certificate of
28 Insurance or a Save Harmless-: agreement-, and the race will-not be-permitted
29 until it is received. It was- noted that a waiver is .required from each
' 30 participant. Mr. Anderson stated the waiver is sufficient if- all sign it.
31 Mr. Spurgeon may send a letter to the' City Clerk with a copy of the waiver

34 Mr. Cordell moved to approve the request for the "Run for Your Life" race
35 on May 8, 1982 providing a waiver is filed with the City Clerk :before -this
36 race is run, seconded by Mr. Webb and on unanimous voice vote the motion
37 was carried.

• 39 BUCKET BRIGADE FOR ST. JUDE'S HOSPITAL - Donalee Phelps •

41 Donalee Phelps, 57 South 24th, appeared representing Episilon -Sigma Alpha
42 International'. Sorority.to request holding a Bucket Brigade -on Saturday, -
43 April 24th from 11:00 •a.m. to 3:00 p:m. with a rain date of May 8. Ms.
44 Phelps stated this is being sponsored by Alpha Nu<.#367, the local chapter,
45 and they 'will approach only stopped- cars. They will: furnish waivers if
46 required. They are requesting the intersections of South 8th &- "E",
47 18th -& East Main .and 18th & West Main.. They hope to have signs.

49 City Attorney Anderson said in the past the agreements state that they
50 must- return to the-- curb when the light changes,- niustwearivisible- identifi-
51 cation and must not stop cars.

53 Mr. Cordell moved that the request for. the Bucket Brigade for St. Jude's
54 be passed for April 24 with a rain date of May 8 at the intersections of
55 South 8th & "E", 18th & East -Main and 18th & West Main, but they must
56 register a proper release with the Clerk, seconded by Mr. Webb,.and on
11/ 57 unanimous voice vote the motion was carried.

59 REQUEST FOR 2 HOUR PARKING IN 100 BLOCK OF SOUTH 6TH - Ridgeway

61 Robert Ridgeway, 1211 South 6th, appeared before the Board with a request for
62 a return of two hour parking in the 100 block of South 6th Street, He
63 stated that parking had been previously approved by the Board and rescinded
64 at .a later date. He reported that employees working in the downtown area

1 park all day in front of his business and residence, three to four days .a week.

3 Capt. Wogoman said he has not had time to thoroughly check the area, but. has •
4 some reservations about policing a residential parking area, and does not want
5 to set a precedent_.

7 Chief Chris noted that several years ago, in a redesign of the core area parking
8 limits, the restricted zones of both North and South "A" Streets were eliminated
9 and the position of the Board to not "spot zone" parking..control was accepted.
10 He suggested some observation of the area and a report be made to the Board
11 , with recommendations.

13 Mr. Anderson suggested studying all areas adjacent to the core area.

15 Mr.. Webb moved' to. take the request under advisement until the TrafficDepartment
16 has a chance to study it and make a recommendation,,_seconded by Mr. Cordell and
17 on unanimous voice vote the motion was carried..

19 MARCH OF DIMES WALK-A-THON - Charles Weiss

21 Mr. Weiss, 395 College Corner Road, Greensfor.k, requests use of the same route
22 as before with one minor change. He presented a map showing the walk beginning
23 at the #1 Fire House to the Promenade, east toward. Glen Miller Park, enter the
24 second drive, loop 'around the lake; up the hill to North "E" to Fort Wayne Av. ,
25 across. the ''D" Street Bridge to Sheridan, north to N. W. "L", to N. W. 13th to
26 Peacock, to Salisbury to West Main, south on W. 18th, and the change is-to jog
27 over to National Road, to the High School, south to So. 5th & "L", east on _"L"
28 to So. 23rd, up S. E. Parkway to National Road, enter Glen Miller, past the
29 park office, past the pond to Main, down the Promenade to #1 Fire House. The
30 ' date requested is May 1 at 9:00 a.m. They will furnish a letter of waiver to
31 the City Clerk. They will be receiving assistance from REACT.

33 Mr. Anderson stated he is satisfied with the consent form on the map.

35 Capt.' Wogoman noted this walk will not interfere with the VFW parade that date.

37 Mr. Cordell moved to approve the Walk-a-thon walk May 1, 1982 subject to a
38 letter to the Clerk, seconded by Mr. Webb and on unanimous voice vote the
39 motion was carried.

41 COMMUNITY DEVELOPMENT MORTGAGE. RELEASE - Ron Cheek
42 435 South 4th Street

44 Ron Cheek, Community Development, presented a Satisfaction of Mortgage for 435
45 South 4th Street. The balance is being refinanced by the revolving mortgage
46 fund. Mr. Anderson stated he found the document in order.

48 Mr. Webb moved the subject mortgage release be executed, seconded by Mr. Cordell
49 and on unanimous voice vote the motion was carried.

51 REMINDER OF SALE OF CITY VEHICLES

53 Mr. Cordell offered a reminder of the public auction on March 13th at 10:00 a..m.
54 Chief Chris said the vehicles would be available for inspection prior to the
55 sale at 700 Gardner Avenue and it will be held inside in case of rain.
