The Following were noted present: Mayor Daniel J. Reiman Councilmember Vincent Bellino Jorge Diaz Dennis DiMascio " Randy Krum " Susan Naples Also noted present was Kathleen M. Barney, Municipal Clerk and Robet J. Bergen, Law Director. The Clerk stated on January 4, 2016, the 2016 Annual Notice was SDUE4NTI CF MEI= NXICE mailed to the Home News Tribune, The Star Ledger and posted on the Bulletin Board. Notice was published in The Home News Tribune on January 5, 2016 and The Star Ledger on January 6, 2018. The meeting was opened with a Minute of Silent Prayer and the Silent Prayer/ Pledge of Allegiance led by Mayor Daniel J. Reiman. MLNI 1( W & COMMUNICATIONS & APPOINTMENT: APFOR04Nr Carteret Democratic Organization — Names submitted to fill Carteret Council vacancy. D=ratic Organization Municipal Clerk Barney spoke. She said the Carteret Democratic cxnril Vacancy Organization submitted names to fill the Council vacancy seat of MxLicipal Clerk Councilman Sitarz. %yor Reinrn , Re: Mayor Reiman said the list here was submitted by the Democratic AppoinmBnt Party and as listed on the resolution the appointment was given AJ Jd to AJ Johal. Mayor Reiman then swore in AJ Johal as Councilmember of the Borough of Carteret. Nhyor Rehm Mayor Reiman then spoke. He said AJ has some big shoes to fill, explaining that Councilman Sitarz served twenty -two (22) years as a member of the Governing Body. He went on to explain that they had six (6) Democratic candidates to choose from and they had submitted three (3) names. 3 PUBLIC HEARING: 2016 Local Municipal Budget. Upon MMS &C by Councilmembers Diaz and Krum and unanimous affirmative vote of the full Council present the Public Hearing on the 2016 Local Municipal Budget was opened to the public. There were no commenys or objections from the public. W 5, 2016 There being no comments or objections from the public, upon Hear- o closed MMS &C by Councilmembers Diaz and Krum and unanimous affirmative vote of the full Council present, the public portion was closed. Resolution #16 -87 was introduced by the Mayor and referred to the Council for action. Upon MMS &C by Councilmembers Diaz and Krum RESOLUTION #16 -87 "2016 LOCAL MUNICIPAL BUDGET" was Adopted. Upon Individual Roll Call Vote Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the Affirmative. First R eading "ORDINANCE PROVIDING FOR THE CARTERET WATERFRONT DEVELOPMENT PROJECT IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $5,000,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF" [mayor Rsirion Mayor Reiman explained this ordinance is providing to Carteret Waterfront Development Project. It is an additional five million dollar ($5,000,000.00) grant of the New Jersey Department of Environmental Protection under the Hazardous Discharge Site Remediation Fund. He said, to date, we received 9.9 million dollars from the state and this is an additional five million dollars ($5,000,000.00) towards for the marina project which is on our agenda to be awarded this evening. There were no questions or comments from the public. 5 MY 5, 2016 Upon MMS &C by Councilmember Diaz and Krum and unanimous Public Portion Closed affirmative vote of the full Council present, the public portion was closed. Awarding Bid for Environmental Remediation of Cove at Carteret Waterfront Park and Construction of Waterfront Marina — Phase 1. mayor Rearm, Re: Mayor Reiman explained in reference to 1 11 on the Agenda, this Ill is at five corners, the corner of Pershing and Terminal, in front of the old Five Corners Inn for a roundabout design from the engineers. %yor Reinm, Re: Mayor Reiman said in reference to 1 13, last year we had the 113 emergency in Woodbridge, explaining this is a Carteret line that goes through Woodbridge before it hits the treatment facility, so now we have to do the gravity sewer line and re -line that. Mayor Reiman then asked if there were any questions from the Governing Body. Camil[DeniDe Councilmember DiMascio questioned 1 10 on the Agenda and DiMascio, Re: asked if they were talking about getting racks for the Borough I10 Garage for those cars. %yor Reirim Mayor Reiman said they were talking about getting racks and they got some numbers for them and John and the engineers have to make sure we have some suitable soil locations. He said some of the soils were wet and some the geo technicians have problems. He suggested that maybe Mr. Butter could give some input. Mayor Reiman then asked for a motion on the Consent Agenda. Councilmember Naples said she has been taking some time to CanciJmarib.-x Maples acclimate herself into the Committee Chairperson for the Police Department and she will be following up with the initiatives with the Superior Officers. She wished Councilman Johal her best. Councilmember Bellino said this weekend we had the Vietnam Co- =il President Bellito Veteran Memorial at the park. It started Thursday night and it was amazing. He said there were a lot of people there. He welcomed Mr. Johal to the Borough Council. Councilmember Diaz said he would have his report for Finance GxmiJmsdrr Diaz and Administration at the next meeting but he wanted to congratulate Councilman Johal and said they all recognize the work he has done in the community and said this will be a little different and he looked forward to working with him. Mayor Reiman then asked Councilmember Johal if he had NaYor Rei" anything he would like to say. Councilmember Johal said he had nothing at that time.
