Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session March 4, 1982 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb 4 present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF FEBRUARY 15, 1982 7 8 Mr. Webb moved the minutes of the previous meeting be approved and placed on 9 file as prepared, seconded by Mr. Cordell and on unanimous voice vote the 10 motion was carried. 11 12 CITY-WIDE .CLEAN UP (Continued from last week) 13 14 Representatives of the Chamber of Commerce had requested use of city trucks on 15 -a voluntary basis and that the landfill be opened for April 17, 1982. Mr. Webb 16 was to check with the Board of Sanitary Commissioners at their meeting. 17 Mr. Webb reported the Sanitary District has agreed to open the landfill with 18 equipment on April 17 from 8:00 a.m. to. 2:45 p.m. There is other work to be 19 done there and this would not create an undue hardship on the District. 20 21 Chamber representatives requested a rain date of April 24. Mr. Richard Longer, 22 representing the Sanitary Department was present and requested he be notified 23 by 4:00. p.m. on the preceeding evening if there is a change from April 17. 24 25 Mr. Webb moved the City declare April 17 City-Wide Clean Up Day and the 26 various City departments endeavor to cooperate with the supply of trucks as 27, available and, if weather is inclement, the following Saturday will be City- 28 Wide Clean Up Day, seconded by Mr. Cordell and on unanimous voice vote the 29 motion was carried. 30 31 Mr. Meredith noted over the past several years the City administration has III 32 declared a week in the spring for a city-wide clean up. He set April 19 33 through April 23 as clean up week. Various City officials will work on 34 extra trucks to do the clean up. He requested this year that if there are 35 limbs and brush these be properly bundled to expedite the pick up and loose 36 trash put in proper containers. 37 38 - Mr. Longer noted the Sanitation Department does not carry shovels and forks 39 on their trucks anymore, as the ordinance states trash must be put in proper 40_ containers. At the present time there are four (4) departments working on 41 limb removal from the recent ice storm. This will not be completed this week, 42 but they do intend to get all the brush that is out. 43 44 REQUEST FOR ROSE FESTIVAL ACTIVITIES - Mark Wagner 45 46 Mr. Wagner presented the following schedule for streets being blocked off on 47 Saturday, June 26, 1982 for Children's Day Activities of the Richmond Area 48 Rose Festival: 49 50 East Main: Street, from 13th Street to 14th Street, to 51 be blocked off from-'9:00' a.m. till Noon. 52 East Main Street, from 10th Street to 13th Street, to 53 be blocked off from 10:30 a.m. till 12:30 p.m. 54 10th Street from SouthAStreet, to North A Street to 55 be blocked off from 10:30 till 5:00 p.m. 56 57 He outlined the various activities planned for this day. 58 59 Mr. Meredith noted a problem with shutting off that section of downtown for 60 Saturday is that there are a number of businesses located in that area and 61 it would not be fair to them to close them off for the day. 62 63 Traffic Capt. Dan Wogoman stated to hold the activities the area between North 64 and South "A" and between 10th and 14th would have to be sealed off. Three (3) Board of Works. Minutes Cont'd. March 4, 1.982 Page 2 • - 1 blocks of this area are State Highway, which would require State approval. 2 It would require a minimum of twenty-five. (25) persons to man the barricades 3 therefore he would have. a manpower problem. Location'alternatives were dis- 4 cussed being Glen Miller Park or the City Building parking lot. 5 6 Mr. Wagner withdrew his request :and 'stated' he-would take the suggested alter- 7 native sites back to-his Committee. . 8 9 RIGHT-OF-WAY CERTIFICATION FOR SOUTH "L" STREET PROJECT - George Webb 10111 • 11 Mr. .Webb noted--in conjunction with the upcoming construction of South "L" 12 from 8th to 23rd Streets, the Indiana State Highway Department and federal 13` highway require 'the City certify that no additional right-of-way will be 14 required for the project and no people ,w.ill' be relocated by the construction. 15 The City Attorney has reviewed the certification and finds it in legal order. 16 Mr. Webb recommended that the subject'.certification• be approved and forwarded 17 to the Indiana. Department of Highways. . ' - 18 . 19 Mr. Webb moved for approval of said certification, seconded by Mr. Cordell and 20 on unanimous voice vote the motion was carried. , . 21 22 BUREAU OF BUILDINGS MONTHLY REPORT FOR FEBRUARY .23 . 24 Mr. Webb moved, that the monthly Bureau of Buildings report be accepted and 25 placed on- file., seconded by Mr. Cordell and on :unanitnous voice'vote the motion 26 was carried. 27 28 RADIO MAINTENANCE MONTHLY REPORT FOR FEBRUARY 29 - . 30 Mr.. Webb moved" the Radio Maintenance Monthly Report be accepted and placed on 31 file, seconded by. Mr. Cordell and on unanimous voice vote- the motion was -carried. 32 33 ADJOURNMENT' 34 35 There being no further'business the meeting was adjourned. 36 37 - Donald E.
