HomeMy Public PortalAbout02-25-1982 �S BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, FEBRUARY 25, 1982 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session February 25, 1982 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb 4 present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF FEBRUARY 18, 1982 7 11/ 8 Mr. Webb moved the minutes be approved and placed on file as prepared, seconded 9 by Mr. Cordell and on unanimous voice vote the motion was carried. 10 11 REQUEST FOR CITY-WIDE CLEAN UP - George Reed & Bill Delk 12 13 Mr. Bill Delk; 5455 Hodgin Road, representing the Richmond Area Chamber of 14 Commerce and Mr. George Reed, Chairman of the Chamber Community Improvement 15 Committee, noted Saturday, April 17th is established as the kick off day for 16 City clean up. National Keep America Beautiful Week is April 18 through 17 April 24. Mr. Delk requested cooperation of the City and use of City trucks 18 • on a voluntary basis and the landfill be open from 8:00 a.m. to 4:00 p.m. on 19 the 17th. 20 21 Mr. Meredith noted the City has in the past established a clean up week in 22 which the Department Heads and Officials of the City go throughout the City 23 doing the extra pick up that normally would not be picked up on a regular 24 route. Mr. Cordell noted if City workers are used it would be time and a half 25 wages. Mr. Delk stated they are not asking for extra City expenditure and, 26 hopefully, this clean up can be done on a volunteer basis. Mr. Meredith stated 27 the landfill cannot be operated by volunteers. Mr. Webb noted the Sanitary 28 Commissioners have jurisdiction over the landfill.- and they will be meeting 29. next Tuesday. 30 31 Mr. Cordell moved to table this until next week so it can be discussed at 32 the next Staff meeting, seconded by Mr. Webb and on unanimous voice vote the 33 motion was carried. Mr. Meredith requested Mr. Webb check the landfill use 34 and use of trucks with the Sanitary Commissioners at their next meeting. 35 36 PROMOTION OF PROBATIONARY FIREFIGHTER - Chief Paul Mullin 37 38 Fire Chief Paul Mullin recommended James Perrin, who will complete his year 39 probationary period with the Richmond Fire Department February 26, 1982, be 40 advanced to the rank of firefighter effective on that date. 41 42 Mr. Webb moved that the subject recommendation be approved, seconded by Mr. 43 Cordell and on unanimous voice vote the motion was carried. 44 45 REQUEST PERMISSION TO BAG TRAFFIC SIGNALS AT 6TH AND 7TH AND PROMENADE - -Capt. 46 Wogoman 47 48 Traffic Capt. Dan Wogoman read the following request: 49 50 It is my recommendation that the traffic signals at the intersections of 6th 51 Street and Promenade, and 7th Street and Promenade, be removed. A traffic 52 study of these two intersections was implemented on Tuesday, the 12th of Jan- 53 uary, and on Wednesday, the 17th of February, 1982. The study entailed a 54 twelve (12) hour count from the hours of 6:00 AM and 6:00 PM on each of the 55 listed dates. 56 III 57 Results of this study are as follows: 58 6th Street and Promenade -- 1,886 vehicles and 658 pedestrians 59 7th Street and Promenade -- 2,239 vehicles and 1,877 pedestrians 60 Peak traffic flow at both intersections was during the 4:00 PM to 61 5:00 PM hour 62 6th Street -- 4:00 PM - 5:00 PM -- 285 vehicles and 42 pedestrians 63 7th Street -- 4:00 PM - 5:00 PM -- 253 vehicles and 207 pedestrians 64 65 Neither of these intersections conform with the "Warrants" set out in the 66 Uniform Traffic Control Manual, which states that for a one-way street with 67 two lanes of traffic approaching the intersection, there must be six hundred 68 (600) vehicles per hour. 26 Board of Works Minutes Cont'd. February 25, 1982 Page 2 1 In consideration of these factors, I am proposing that the Board direct the 2 Richmond Power and Light Company to turn the signals off, and bag the signal 3 heads for a period of thirty (30) days, thereby permitting further study and 4 assessment of public reaction, prior to a final decission. 5 6 Respectfully, 7 8 /s/ Dan Wogoman, Captain 9 Traffic Safety Division 111 10 Richmond Police Department 11 12 Mr. Cordell moved that the traffic signals be bagged for .a period of thirty 13 (30) days for further study and after that return with the results of the 14 study for recommendation, seconded by Mr. Webb and on unanimous voice vote 15 the motion was carried. 16 17 SET DATE FOR AUCTION OF CITY VEHICLES 18 19 Mr. Meredith set Saturday, March 13, 1982 at 10:00 a.m. for the auction of 20 thirteen (13) City vehicles-to be held at the Street Department Garage, 700 21 Richmond Avenue. 22 23 RATIFICATION OF UNION CONTRACT FROM CORTA 24 25 The Union contract from the CORTA drivers has been ratified and returned. Mr. 26 Meredith requested a motion for approval. Mr. Webb so moved, seconded by Mr. 27 Cordell and on unanimous voice vote the motion was carried. 28 29 ADJOURNMENT 30 31 There being no further business the meeting was adjourned. 32 11/ 33 Donald E.
