HomeMy Public PortalAbout02-04-1982 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, FEBRUARY 4, 1982 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session February 4, 1982 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb 4 present. The following business was had, to-wit : 5 6 APPROVAL OF. MINUTES OF JANUARY 28, 1982 7 8 Mr. Cordell moved to approve the minutes of the previous meeting as prepared, 9 seconded by-Mr. Webb and on unanimous voice vote the motion was carried. 10 11 PETITION FROM BUCHHOLZ ADDITION RE: DRAINAGE - Larry Knight 12 13 The Clerk read the following petition and noted the number of signatures: 14 15 PETITION 16 . 17 January 27, 1982 18 19 WHEREAS the property owners of the Bucholtz Subdivision are 20 - - faced with the disruption of a field tile; 21 22 WHEREAS this field tile has led to excessivewater to ac- 23 cumulate in the streets causing a-build-up of ice which in 24 some cases is curb-high and has resulted in the following: 25 discontinued school bus service, automobiles getting stuck, 26 and tires encased in ice; 27 28 WHEREAS streets and gutters during the spring thaw and summer 29 rains have become moss-covered and have led to excessive 30 mosquito and insect populations; 31 III32 WHEREAS the Mayor, City Attorney, City Engineer, County 33 - Commissioner, and City Councilman have been notified to 34 no avail; 35 36 - WE the undersigned property owners in the Bucholtz Subdivision 37 do hereby petition the City of Richmond to appoint repre- 38 sentatives to investigatethe above problem leading to an 39 ultimate solution. 40 41 The petition was signed by approximately thirty (30) property owners. 42 - 43 Mr. Larry Knight, .1905 N. W. "N" Street, noted a problem surfaced two and a. 44 half (22) years ago. The problem is a field tile, coming from a field west 45 into the addition and water. boils-,up. A property owner, Mr. Hazelbaker, dug 46 down and found the field tile and puta piece of tile in over to the curb. 47 During a hard rain the water boils out and runs down the street. The water 48 goes in an arc over to 19th Street and on emptying into the creek. This 49 surfaced approximately six (6) to seven (7) feet from the curb and the tile 50 was approximately five (5) feet underground. Mr. Knight speculated this was 51 'put in when the sanitary sewer was. City Engineer George Webb stated it 52 appears that when the sanitary sewer was put in the contractor cut the field 53 tile from the west and ignored it. The developer should have taken provisions 54 at that time to take care of this subsurface water. The sewer was put in as 55 part of the subdivision in the late 60s. Mr. Cordell noted they have had 56 problems since the subdivision was put in. 57 58 Mr. Meredith requested City Attorney Ed Anderson research this as to liability 59 to have repairs made and that he work with Mr. Webb to see if it is. on City 60 right-of-way and if it was when the sanitary sewer was installed. Mr. Webb 61 stated the sanitary sewer is on public right-of-way but the field tile comes 62 from the large field west of the subdivision. Mr. Webb noted the situation 63 will only get worse, especially since it has been opened and created a re- 64 lief for the subsurface water to get out. Mr. Meredith further requested hoard of Works Minutes Cont'd. February 4, 1982 Page 2 1 recommendations as to how this situation can be cured. The Clerk will notify 2 Mr. Knight if this is not to appear on next week's agenda. 3 4 FIRE DEPARTMENT RETIREMENTS AND HIRINGS - Chief Paul Mullin 5 6 Fire Chief Paul Mullin recommended Lt. Robert Crawley and Engineer George 'Young 7 be placed on the pension rolls effective February 8, 1982 as both have com- 8 pleted. twenty (20) years of service with the department. 9 10 Mr. Webb moved that the subject retirement requests be approved, seconded by 11 Mr. Cordell and on unanimous voice vote the motion was carried. 12 13 Chief Mullin recommended the appointments of Mr. Mike Elsrod and Mr. Mike 14 Parks to the department as probationary firefighters effective February 8, 1982. 15 16 Mr. Webb moved that the subject appointments be approved, seconded by Mr. 17 Cordell and on unanimous voice vote the motion was carried. 18 19 CONTRACT FOR LEGAL SERVICES FOR COMMUNITY DEVELOPMENT WITH GEORGE SOWERS 20 21 Community Development Director Bob Goodwin presented a contract for legal 22 services with Mr. Sowers, who has provided these services for several years. 23 The contract is the same as used last year and has been reviewed by Mr. Anderson 24 who found it in order as to form and legality. He requested retaining Mr. Sowers 25 for the coming year. Mr. Meredith noted under the new statutes, Mr. Anderson must 26 also approve as to choice and Mr. Anderson so approved. 27 28 Mr. Cordell so moved, seconded by Mr. Webb and on unanimous voice vote the 29 motion was carried. 30 31 COMMUNITY DEVELOPMENT MORTGAGE RELEASES FOR 827 NORTH 17th AND 300 SOUTH 4th 32 33 Mr. Goodwin presented a mortgage release for 827 North 17th which is a housing 34 replacement structure. The people's home was purchased by Community Develop- 35 ment and they were placed in replacement housing at a cost of $8500. Under . 36 this program, there is a disappearing mortgage and if the people live in the 37 home for a period of five (5) years meeting the requirement of the federal 38 guidelines, the mortgage can be released. 39 40 Mr. Webb moved for approval of the subject mortgage release, seconded by Mr. 41 Cordell and on unanimous voice vote the motion was carried. 42 43 Mr. Goodwin presented a mortgage release for housing at 300 South 4th Street 44 as a part of the revolving loan fund. The original loan was $1223, which has 45 been paid back, so he is asking for the release. The City Attorney has re- 46 viewed the forms and finds them in order in terms of form and legality. 47 48 Mr. Webb moved for approval of the subject mortgage release at 300 South 4th 49 Street, seconded by Mr. Cordell and on unanimous voice vote the motion was 50 carried. 51 52 MONTHLY REPORT FROM BUREAU OF BUILDINGS FOR JANUARY 53 - 54 Building Commissioner Charles Roberts presented his report for January, 1982. 55 56 Mr. Webb moved the report of the Bureau of Buildings be accepted and placed on 57 file, seconded by Mr. Cordell and on unanimous voice vote the motion was carried. 58 59 MONTHLY REPORT OF RADIO MAINTENANCE FOR JANUARY 60 61 The Board was given a copy of the Radio Maintenance Report for January, 1982. 62 63 Mr. Webb moved the Radio Maintenance Report-be accepted and placed on file, 64 seconded by Mr. Cordell and on unanimous voice vote the motion was carried.
