HomeMy Public PortalAbout01-14-1982 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JANUARY 14, 1982 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session January 14, 1982 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Cordell and Mr. Webb 4 present. The following business was had, to-wit: 5 6 APPROVAL OF MINUTES OF JANUARY 7, 1982 7 8 Mr. Webb moved to approve the minutes of the previous meeting as prepared, 9 seconded by Mr. Cordell and on unanimous voice vote the motion was carried. 10 11 REQUEST FOR ROSE FESTIVAL PARADE - Barbara Mopps 1.2 13 Ms. Mopps read the following request: 14 15 January 14, 1982 16 17 To: Board of Public Works 18 Mr. Donald Meredith 19 City Controller 20 Richmond, IN 47374 21 22 From: Richmond Area Rose Festival, Inc. 23 24 Subject: 1982 Rose Festival Parade 25 26 Richmond Area Rose Festival, Inc. , does hereby request permission to 27 hold and conduct a parade on Sunday, June 27, 1982, as follows: 28 29 Parade line-up area ,to be Glen Miller Park and Test field, subject to 30 approval by the Richmond Park Department Board and Richmond School Board. 31 III32 The parade route, scheduled to start at 2:00 p.m. will begin at 22nd & Main 33 :Sts. at the Glen Miller Park entrance: travel west on Main Street to 34 North 16th and Main: north on 16th St. to North 16th & "A" Sts. ; west 35 on North "A" St. to North 10th & "A" Sts. The parade will disperse at this 36 point with bands going straight, dignitaries and marching units going left 37 and all others going north on 10th to North 10th & "E" Sts. 38 39 Richmond Area Rose Festival also requests permission to use the sidewalk 40 areas between 11th & 13th Sts. on North "A" St. for parade seating for 41 all family members of Richmond Area Rose Festival, Inc. and for public 42 seating for sale by Richmond Area Rose Festival, Inc. Seating will 43 either be by folding chairs and/or bleachers, subject to costs, set-up 44 conditions and requirements, etc. 45 46 Richmond Area Rose Festival will work closely with the Richmond Police 47 Department, Aid Ambulance, Richmond Fire Department, and a local wrecker 48 service to provide emergency facilities, etc. Emergency decisions would 49 -be made by the Richmond Police Department as the governing body. 50 51 /s/ Barbara A. Mopps, Chairman 52 1982 Rose Festival Parade 53 Richmond Area Rose Festival, Inc. 54 55 Traffic Capt. Dan Wogoman stated he met with representatives last week and the 56 request is about the' same- as last year. 57 58 Ms. Mopps presented a::copy of their umbrella liability insurance policy. City 59 Attorney Ed Anderson noted the insurance only runs until March 15, 1982 and 60 requested the City be furnished a copy of the renewal. 61 62 Mr. Cordell moved that the request for permission to hold and conduct a parade 63 on Sunday, June 27 be allowed subject to insurance and State Highway approval, 64 seconded by Mr. Webb and on unanimous voice vote the motion was carried. b Board of Works Minutes Cont'd. January 14, 1982 Page 2 1 REQUEST TO BLAST 2 3 Mr. Dean Van Wie, Clark-Dietz Consulting Engineers, Engineers for Sanitary 4 District on the sewer• project, stated yesterday afternoon there was a test 5 blast performed by Prater Blasting Company, the subcontractor for Peirce 6 Construction Company on the City sewer project that was satisfactory. Per- 7 mission is now sought to blast for sewer installation on Garden Avenue from 8 South "E" Street to the Chessie Railroad. The Engineers have reviewed the 9 proposed blasting plan, find it satisfactory and recommend the Board of Works 10 and the Sanitary District Board authorize the work to be performed subject 11 to the following requirements: 12 13 1. Agreement with the Richmond Gas Company to shut off the existing 14 gas line along Garden Avenue prior to any blasts being performed 15 and a statement that the services will be re-connected properly 16 after the blast. 17 18 2. No blasting is to be performed within 5 feet of the gas main, or 19 50 feet of the North Right of Way line of the Chessie R.R. or of 20 the brick junction chamber in Garden Avenue. 21 22 . 3. A log of all blasts for each days work will be approved by the 23 Engineer prior to starting the next days blasting. 24 25 Mr. Van Wie noted this will be approximately the same size charge depending on 26 , the formation of the rock. There may be as many as ten (10) blasts .sequential 27 instead of the three (3) that were done in the test. There will be no more 28 than ten (10) . The velocity is .7 of an inch per second, which is less than 29 allowable. All blasting will be monitored. 30 31 Mr. Meredith noted the exerpts from the Sanitary District meeting of January 12, 32 1982 state in a whereas that the test blast scheduled for January 13, 1982 "was" 33 successful. Mr. Anderson stated it should read "if performed successfully" and 34 this will be corrected in the minutes.`�° 35 C _ 36 ' Mr. Byron Ford, representing the Sanitary District, stated the test was video 111 37 taped and the conclusion was that everything went as anticipated. ' He sees 38 no problem with production blasting. He suggested the Board could probably 39 give approval for blasting ofareas subject to Engineer's and Sanitary Dis- 40 trict'sfconcurrance it is safe. It was noted the request before this Board is for 41 Garden Avenue only. 42 r� 43 Mr. Dallas Corder, owner of a service station two (2) blocks away from the test 44 site, stated the blast made the merchandise on the shelves vibrate. The blast- 45 - ing on Garden Avenue will be 250' away from:this station and he wanted to know 46 what this woulddo. 47 48 Mr. Serge Beck, Prater Blasting Company, stated, it will not get worse. What was 49 felt by Mr. Corder yesterday was air concussion and the most damage it can do is 50 break glass as they are not getting ground movement. 51 52 Mr. Don Houser, GeneraliTelephone of Indiana, stated his superiors were at the 53 test blast yesterday and at that particular location GTE has underground conduit 54 and cable approximately ten (10) feet from the blast. They feel it is too close 55 for their fiberduct and it may suffer damage. There are four (4) ducts, three (3) 56 of which are vacant with one (1) having cable in it. They have not run wire 57 through the vacant duct to see if it was damaged, as there is a 450 foot run 58 there and they are equipped to do only 350 feet, so would have to have an out- 59 side firm do the run. Mr. Webb noted GTE does not have any cable on Garden 60 Avenue. Mr. Meredith noted GTE should have objected prior to the test. Mr. 61 Houser stated to his knowledge there has been no interruption of phone service 62 in the area since the test; however, a damaged duct might not show up immedi- 63 ately. He stated they do not know what distance would be safe for their cables; 64 however, they feel ten feet is too close. Clark-Dietz did not receive any 65 objections from GTE before the blast. January 14, 1982 Page 3 1 Mr. Robert Hudson, Attorney for the Sanitary District, stated the certified 2 true-copies -the) District-has of the underlying insurance policy for Prater 3 expires January -28; - 1982. They have been assured: : it is under binder but 4 the District would want renewal of this policy-if any blasting occurred after 5 the, expiration date. Mr. Meredith_ stated that is one of the-stipulations 6- and he is sure they are aware that they do not have permission if they do 7 not have insurance. 8 9 Fire Chief Paul Mullin. stated his department was represented-when the explosives 111 1C came to town, -the transportation of-it to the magazine to -the blasting site, 11 monitored- the holes they drilled: He. feels they are a professional outfit who 12 know what they-are:doing. Prater has had no problems in twelve (12) years and 13 the Chief- sees no problems. They complied with all the codes. He recommended 14 they_ be allowed to."shoot" Garden Avenue. The explosives are stored at Cain 15 Lakes on Abington Pike. - 16 - 17 Police Chief Charles Chris stated his department was advised and there were no 18 problems for his department. In response to Chief's question.as to how long 19 the gas will be shut off in the Garden Avenue area and what provision is made 20 for relighting pilot lights, Mr.- Van Wie stated the contractor, Engineers, and 21 Gas Company should work out details that everyone can_ live with. Mr. Barry 22 Holden, Peirce Construction, stated they will follow what the Gas Company 23 recommends. Mr. Beck stated they- will advance between 150 and 200 lineal feet 24 a day (5 to 10 shots) , so it will take 6 or 7 working days if everything goes • 25 smoothly every day. In response to Chief•Mullin's question as to how the 26 blasters know all the explosives go off, Mr. Beck stated the electric blasting 27 caps are checked with machinery. He stated you can also tell by observation. 28 29 The Clerk noted the excerpts of the Sanitary _District -do now- show-that approval 30 was given by'the•District. Mr. Anderson and-Mr. Ford stated the District did 31 approve the request. - _ -_ , . • 32 • • . 33 Mr. Webb moved that the request to .blast _on -Garden Avenue be approved subject 34 to all conditions that have been previously outlined such as adequate insurance, 111 35 monitoring by the Engineer, liaison between the Gas Company, Fire Department 36 and Police Department plus -meeting all-the-conditions outlined in Clark Dietz' 37 recommendation for blasting• on.the'subject site-, - seconded by Mr. Cordell. Mr. 38 Anderson stated the motion is silent on obtaining proper permits. Mr. Meredith 39 stated that has been a previous requirement and-has-to be.met and should be 40 understood. On unanimous voice vote the motion was carried. They plan to 41 start blasting -on Monday. 42 43 RALSTON PURINA LEASE REQUEST - John Ford 44 45 This request has been under advisement awaiting-.a response from_ the County as 46 they have jurisdiction over the bridge adjacent to the request. 47 48 The Clerk read the following: • 49 50 December 28, 1981 • 51 52 - Edward N. After. a discussion with Gayle Gardner, Attorney representing Board of Works Minutes Cont'd. • January 14, 1982 - Page 4 1 - . the Board of Commissioners, it,is recommended to you_that the Board 2 of Commissioners of.:Wayne County, .Indiana will execute a consent 3 in the form._of addendum'to•the Lease as follows: 4 . .. . 5 The.Board of Commissioners of Wayne County, Indiana consents 6 to the attached Ground Lease dated day of 7 between the City of Richmond, Indiana by and through its Board 8 of Public Works and .Safety as Lessor and 'Ralston. Purina Company 9 as Lessee. : This consent is limited to-the extent that said.Lease 10 . does not and cannot:interfere with any statutory responsibilities. 11 that the Board -of Commissioners •of•Wayne County may have in re- 12 lation to construction, maintenance or repair of the bridge. 13 Further, this consent is not to be viewed as an assumption of any 14 liability in any regard occasioned by or related to said Ground 15 Lease by the Board of Commissioners of Wayne County, Indiana. 16 17 In the event you have any question regarding the previous paragraph, 18 please contact Gayle Gardner. Wayne County Auditor 25 • 26 Mr. Ford stated he has no problems •with the• letter and the lot will be used by- - 27 employees of Ralston Purina. Mr. Ford outlined the request stating it is for a 28 curb -cut•where 3rd and 4th Streets come• together, pave the area and park f :f.- 29 teen (15) cars. It is,presen-t•ly _about one-half paved and they will excavate 30 and pave the remainder. The street in the area will remain-open. Mr. Anderson 31 stated there will be an addendum to the lease showing consent of the County 32 Commissioners. If the Board approves the lease, Mr. Ford will send it to his • 33 corporate-attorneys: • ,. . : - . - - 34 • 35 Mr. Webb moved that the subject lease and subject addendum be approved, 111 36 seconded by Mr. •Cordell and •on unanimous voice vote the-motion-was carried. 37 38 CURB CUT REQUEST -- Ralston Purina 39 40 Mr. Webb presented a curb cut request from Ralston Purina for the property 41 approved above. The phone 3 number is 966-7541 Extension 226. 4 5 Thank You 6 7 /s/ Pat Mc Coy 8 Department of Voter Registration 11/ 9 Office of the Wayne County Clerk 10 11 Mr. Meredith noted the request came due to the closing of Warner School which 12 had been used as the voting place. 13 14 Mr. Cordell moved that the City Building be used on May 4 and November 2, 1982 15 for the voting place, seconded by Mr. Webb and on unanimous voice vote the 16 motion was carried. 17 18 AGREEMENT FOR FIRE DEPARTMENT SERVICES FOR SPRING GROVE. 19 20 City Attorney Ed Anderson has checked the agreement and finds it in order. 21 22 Mr. Webb moved the subject agreement be approved, seconded by Mr. Cordell 23 and on unanimous voice vote the motion was carried. 24 25 Mr. Anderson will return the agreement to Spring Grove for their approval. 26 27 RECOGNITION OF CITY DEPARTMENTS 28 . - 29 Mr. Cordell congratulated and thanked the Sanitary, Police, Fire, Transpor- 30 tation and Park Departments for their work during the last few weeks of 31 inclement weather. He noted Mayor Dickman was on a plow clearing the streets 32 yesterday. 33 111 34 ADJOURNMENT 35 36 There being no further businesss the meeting was adjourned. 37 38 Donald E.
