MINUTES OF THE BOARD OF ASSESSORS ILJ Date : July 20 , 2021 — Regular Session Time : 4 : 30pm Location : REMOTE PARTICIPATION Remote Participants : Chair Belinda Eyestone ; Member Diane Salomone ; Deputy Assessor James Gallagher ; Senior Department Assistant Sara Acheson Call to Order : Chair Eyestone called the meeting to order at 4 : 32 pm . Declaration of a Quorum : A quorum was present . All members were participating remotely and confirmed that they could hear each other . Meeting Participation Statement : Mr . Gallagher read the following meeting participation statement : This meeting will be conducted by remote participation pursuant to Chapter 20 of the Acts of 2021 . No in-person meeting attendance will be permitted . If the Town is unable to live broadcast this meeting, a record of the proceedings will be provided on the Town website as soon as possible . Mr . Gallagher was monitoring the public comment/question email address and confirmed that no questions or comments had been received . Regular Session • Report of the Deputy Assessor : Mr . Gallagher introduced Sara Acheson, the new Senior Department Assistant for the Assessing Department. Mr . Gallagher went on to update on the status of the FY2022 Revaluation Certification which was the next agenda item . • Update on Preliminary Certification and Public Disclosure : Mr . Gallagher reported that the Department of Revenue approved Preliminary Certification of values on July 14 , 2021 . The Public Disclosure of values will run from August 5 , 2021 to August 11 , 2021 . Notices will be on the Town website, in the Cape Codder, and mailed to out of town taxpayers . General residential property value increases were in the 1045 % range . Residential condos were closer to the 10 % range and single family homes closer to the 15 % range with other neighborhood specific adjustments . We plan to hold the classification hearing on Monday , September 13 , 2021 . • Uncollectible Motor Vehicle Excise Abatements : o FY2007 and FY2008 to clear the levy : Ms . Eyestone made a motion to abate the uncollectible FY2007 and FY2008 Motor Vehicle Excise to clear the levy in accordance with the Treasurer/Collector memo dated July 15 , 2021 . Ms . Roll call vote : Salomone — aye ; Eyestone — aye ; approved unanimously . • Review and approve Regular Session Meeting Minutes — June 22 , 2021 : Ms . Eyestone moved to approve the June 22 , 2021 regular session minutes as presented . Ms . Salomone seconded the motion. Roll call vote : Salomone — Aye, Eyestone - Aye ; approved unanimously . • Matters Not Reasonably Anticipated by the Chair : Mr . Gallagher informed the Board of Assessors that the Select Board was soliciting input for their . annual retreat for strategic planning and prioritizing goals . • Next Meeting : August 24 , 2021 • Executive Session (To comply with or act under the authority of any general or special law or federal grant-in- aid requirements : MGL Chap 59 Sec . 60 and MGL Chap . 214 Sec . 1B ) : At 4 : 40pm Ms . Eyestone moved to enter Executive Session for the reasons noted above, not to return to regular session. Ms . Salomone seconded the motion.
