CALL TO ORDER: Mayor Williams called the meeting to order at 6:09 p.m. on Friday, April 8, 2022 at Sherbondy Village, 215 Perviz Avenue, Opa-locka, Florida. 2. ROLL CALL: The following members of the City Commission were present: Commissioner Sherelean Bass, Commissioner Chris Davis, Commissioner Audrey Dominguez, Vice Mayor John H. Taylor Jr., and Mayor Veronica Williams. Also, in attendance were: Interim City Manager Darvin Williams, City Attorney Norris -Weeks and City Clerk Joanna Flores. 3. INVOCATION: The Invocation was delivered by Vice Mayor Taylor. 4. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was recited in unison. 5. PUBLIC INPUT: (agenda items only) City Clerk Joanna Flores announced the protocol for public participation at City Commission meetings and stated that no one had registered to address the Commission virtually. Mayor Williams opened the floor for Public Input. Ms. Dorothy Johnson who resides at 13724 NW 22nd Place welcomed Interim City Manager Darvin Williams back to the City of Opa-locka, stating that she was a strong supporter when he was serving in the City before and went on to say that she hopes he makes it to 9 months. Ms. Johnson expressed that she is broken, sharing that she went to a luncheon earlier that day in Downtown and she wanted to go under the table. Offering assurances that it is not personal and stating that she has no personal ties to anyone, she said that many people are talking about it throughout the City and urged Mr. Williams to Special Commission Meeting Minutes — April 8, 2022 be careful if he wants to survive because she said that many people here say one thing, but their actions are obviously different. Ms. Johnson recalled having prayed with Interim Manager Williams many times and added that the City needs fasting and prayer, adding that one day they will have to give account for what they've done and what they're doing. There being no additional members of the public to address the Commission, Mayor Williams closed Public Input. 6. RESOLUTION: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA, APPOINTING DARVIN WILLIAMS AS THE INTERIM CITY MANAGER; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. Sponsored by Commissioner Davis The above resolution was read by City Attorney Norris -Weeks. It was moved by Vice Mayor Taylor, seconded by Commissioner Bass to discuss Agenda Item 6-1. Mayor Williams asked Commissioner Davis to introduce Agenda Item 6-1. Commissioner Davis stated that the resolution proposed by Agenda Item 6-1 would appoint Mr. Darvin Williams as Interim City Manager. The Commissioner asked City Attorney Norris -Weeks if there was a contract or if the Commission was setting the salary for the Interim Manager. City Attorney Norris -Weeks informed the Commission that the resolution proposed by Agenda Item 6-1 does not accompany a contract and is setting the salary on the same terms and conditions as the previous City Manager, with the exception of not having outside employment. The City Attorney explained that it is a clean-up item because the first item the Commission voted on was specific to Mr. Pate, and this one makes it clear what the intentions are which include for the Interim Manager's term not to exceed 9 months starting on April 5th and requiring a national search for the appointment of a permanent City Manager, which she said Mr. Williams would not be excluded from. City Attorney Norris -Weeks pointed out that the proposed resolution expresses the intent as of that date, but they can also change it based on the will of the Commission. Mayor Williams asked if there was any additional discussion from the Commission on Agenda Item 6-1. Special Commission Meeting Minutes — April 8, 2022 2 Commissioner Bass asked for clarification on her understanding that the Commission would not be approving a contract until it is discussed, and that the resolution proposed by Agenda Item 6-1 is just to give Interim City Manager Williams the rights to do what needs to be done. City Attorney Norris -Weeks stated that per the request from Commissioner Davis who is the sponsor of the proposed resolution, it came back with just terms, and she informed the Commission that it does not preclude them from having a contract which she said could be brought before them at a subsequent meeting. The City Attorney went on to say that she thinks the tern's were set on an emergency basis so that Interim City Manager Williams can know what his salary is and can start to have that calculated by the Human. Resources Department to be paid, because she stated that the last resolution wasn't clear enough. There being no additional discussion, the resolution proposed in Agenda Item 6-1 passed by a 5-0 vote. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA, AMENDING SIGNATORIES FOR VARIOUS BANK ACCOUNTS OF THE CITY OF OPA-LOCKA AT BRANCH BANKING AND TRUST COMPANY AND CITY NATIONAL BANK OF FLORIDA; RECOGNIZING DARVIN WILLIAMS AS THE INTERIM CITY MANAGER AND REPLACING JAMES B. WRIGHT'S NAME WITH DARVIN WILLIAMS FOR OFFICIAL PURPOSES EFFECTIVE APRIL 8, 2022; AUTHORIZING CITY OFFICIALS TO EXECUTE ALL NECESSARY DOCUMENTS TO COMPORT WITH THIS RESOLUTION AND WITH SAID BANKING REQUIREMENTS; PROVIDING AN EFFECTIVE DATE. There being no discussion, the resolution proposed by Agenda Item 6-2 passed by a 5-0 vote.
