Motion to recommend approval of a Special Exception to exceed the Floor Area Ratio by 218 S.F., Subject to the following condition: 1. Prior to the issuance of a certificate of occupancy, the owner shall record a deed restriction requiring that 654 S.F. of rear porch area shall forever remain unenclosed as long as the structure exists. B. Motion to approve a Level III Architectural/Site Plan Review, based on a finding that the proposed home is consistent with applicable review standards, with the following conditions: 1. Site grading shall be constructed according to the approved Drainage Plan. Any replacement driveway shall be designed to include a swale, to prevent the run -off of drainage onto the road and to facilitate the free flow of drainage across the front of the property 2. The Construction Traffic Management Plan submitted with the application shall be followed during construction. Basis for Recommendation: The proposed home appears to be consistent with applicable sections and the intent of the design standards. The design incorporates numerous preferred features of the Bermuda style (quoins, shutters, white tile roof, muttons, white trim, etc.) One -story homes are preferred in the Core District. Moreover, because the home proposed for demolition contains uncharacteristic features, including faux stone veneer, the new home should represent a substantial improvement to the property. The plans include a new paver circular drive and new landscaping around the home. Special Exception for Roof Projections The proposed floor area exceeds Gulf Stream's FAR limitations by 218 square feet. The owner has requested that this be approved using Section 70- 72(b), "Special Exception Floor ARPB # 000 -14, Page 1 Area for Roof Projections." Staff recommends approval of the special exception due to the fact that the design meets the review standards, including compatibility with the architectural style, being less than 300 square feet over the FAR cap, and not resulting in a more massive appearance. Roof height The architect appeared at the July 2000 ARPB meeting to obtain informal input on roof height. The code lists 20 feet as the preferred height, and the original plans showed 24. After discussion about the relationship of height to width, the ARPB noted that a proportionately wider home was allowed on this 120' lot and asked that the height be reduced to 22' as a compromise. The current plans have used a flat roof section to reduce the overall height to 22 feet. Other Requirements that must be met prior to Building Permit or C.O. Issuance 1. The owner expects to connect to the GS Private Sewer. If this does not occur, the septic system must be approved by the Palm Beach County Heath Unit. 2. A four -foot high pool barrier shall be provided prior to issuance of certificate of occupancy. All chain link fencing must be completely concealed by plant material. (1) The height and number of save lines and the overall height of a structure play an important role in establishing visual continuity with other structures on the street and maintaining an appropriate residential/human scale. Most structures in the town are characterized by simple roof designs with low to medium eave heights and roof heights. This type of design emphasizes the horizontal dimension of the structure while minimizing the vertical dimension. (2) Roof height is measured from the top of the first finished floor to the highest exterior point on the roof. Eave height is measured from the top of the first finished floor to the top of the roof beam at the end of the beam. Different eave heights establish different eave lines. Two or more separate roof areas with the same eave height are considered to have the same save line. (3) Roof features can provide appropriate design articulation to a roof area, but should be used sparingly to avoid unnecessary and undesirable complexity. Roof features include, but are not limited to, chimneys, cupolas, decorative towers, dormers, and small cut -outs and extensions. Two or more dormers are considered to be one roof feature, as are two or more chimneys. (4) Entry features, if used, should provide a sense of arrival to visitors, yet should not overpower them or the remainder of the structure. The scale and proportion of entry features should be consistent with the rest of the structure, varying just enough to provide a focal point to the front of the house. (b) One story homes. (1) Preferred. Eave heights: From eight feet to ten feet six inches (from eight feet to 12 feet for entry features) Eave lines: Three or less Roof features: Three or less visible per building side Roof heights: 20 feet or less (24 feet or less for roof features) (2) Discouraged. Roof design, slope and materials. § 70 -99 Roofs are a major visual element and should be carefully considered as to the proportion, texture, color and compatibility with both the house style and neighboring buildings. Similarities in roof types create a visual continuity in the streetscape and neighborhood. Broad low roof lines with overhanging eaves provide a reassuring sense of shelter and create shade for underlying windows. (1) Preferred. To whom it may concern, Our office will be submitting plans of a new residence for your next Architectural Review and Planning Board meetings. We have previously met with the Town Manager in an effort to insure compliance with your design criteria. We understand that this new home is within your Core District and it is our goal to conform with the surrounding neighborhood. We would like a preliminary reading on our roof design. Our plan creates a "U" shaped appearance from the road, typical in the Bermuda style. In an effort to reduce the scale of the structure, we've lowered the front elevations to 9' -6 ". Our main body spans front to back with a simple gabled roof. This roof reaches an overall height greater than 24' which is prohibited according to Sec. 70 -100., therefore a flat roof must be introduced. We reviewed the option of a large flat area, stopping the roof at the "preferred" 20' height. This actually made the home appear much larger due to the exaggerated length of the upper ridge. In an effort to minimize the flat area, and reduce the overall appearance, we have designed the roof with a 5:12 pitch and extended the height to 24'. We believe this solution creates the best appearance for the neighborhood while avoiding violating the prohibited height.
